The Occupational Safety and Health Administration's (OSHA) regulation on Bloodborne Pathogens is in full effect since its introduction on December, 1991. This standard mandates that every company whose workers may expect to come into contact with human blood, or other body fluids, during the course of their work develop an Exposure Control Plan, train employees about Bloodborne Pathogens and establish work practice controls. All hospitals, physician and dental offices, ambulance companies, emergency medical technicians, medical laboratories, fire departments, and sites with their own first aid and response teams must comply with the standard.

Nurses and other health care providers involved in HIV testing are required to provide pre- and post-test counseling in accordance with guidelines from the Center for Disease Control (CDC, 1992). Clients who test positive are extensively counseled and educated on the nature of the virus, its modes of transmission, the need to practice "safer sex," and the obligation to advise sexual (and needle) partners (Preston, 1989). Various regulations increase the responsibility of employers to retain appropriate safety and health information, for as long as several years. Handling this increasing volume of safety and health information manually is impractical, time consuming and hence, not at all cost effective.

The purpose of this research is to examine the various aspects of computerizing safety and health information, and to evaluate a number of commercially available safety software packages.

The author suggests an integrative approach for projecting economic impacts of facilities that elicit public Risk aversion. She incorporates both economic stimulus effects and perception-based effects of facilities on the host area economy. Empirical findings are compared and an impact estimation framework is suggested for integrating psychometric and econometric techniques.

This study was designed to establish a valid physical ability test for use by the Illinois Department of Mental Health and Developmental Disabilities to screen job applicants for the position of Mental Health Technician Trainee. Physical ability tests to determine physical qualifications for jobs requiring substantial physical effort are permitted under current Equal Employment Opportunity Commission (EEOC) and Americans with Disabilities Act (ADA) guidelines if the required physical standards are job related and consistent with business necessity. The Supreme Court As Risk Manager: An Analysis Of Skinner, Todd F. Volyn, James F. Mogan, Lisa M. White

Examining a recent case in which the U.S. Supreme Court approved the collection of blood and urine samples from railroad employees, the authors conclude that, in attempting to improve railroad safety, both majority and minority opinions reflected undue emphasis on technical issues and inadequate attention to the intangible social values underlying traditional Constitutional rights to privacy.

The majority of Americans view AIDS as the most important health problem faced today. Despite efforts to educate the public, the literature suggests that misperceptions exist concerning HIV transmission. The documented case of a Florida dentist who transmitted the HIV virus to five dental patients focused the public's attention on its perceived vulnerability to contracting HIV during a dental visit. The purpose' of this descriptive study was to identify the dental patient's perceived risk of acquiring the AIDS virus during a dental visit and to then determine whether the perceived risk was related to the patient's level of oral hygiene. …

Recent animal studies have shown significant mercury absorption from dental fillings and resulted in unfavorable media attention. Yet, an FDA advisory committee has found no evidence of Risk to dental patients, and many dentists believe that patients are being unnecessarily alarmed. The paper reviews the history of amalgam fillings through the recent animal studies and concludes that the Risk, whatever it may prove to be, is sufficiently high to warrant permitting patients to choose between amalgam and alternative dental filling materials.

Regulation Vs. The Market: The Case Of Bicycle Safety (Part Ii), Ross D. Petty

In this part, Professor Petty examines bicycle Risk in detail, comparing the accomplishments of the CPSC's bicycle standard with market forces resulting in, e.g., the development and use of hardshell bicycle helmets. Moreover, he briefly discusses the role of tort liability in managing Risk. Ultimately he concludes that, in the case of bicycle safety, regulation has failed to be as effective as other forces tending to reduce bicycle injuries. [Part I appears at 77.]

This article returns to a war waged virtually throughout this century--a war between the theories of punishment and rehabilitation in curtailing the drug epidemic. Today, the terms of the war are recast as supply-side policies based upon law enforcement; destroying crops in source countries; interdiction and increased sentencing; and demand reduction based upon prevention, education, and treatment. The war on drugs has reached a feverish pitch. There seems little that can be done to eradicate or even control natural disasters, considering the current state-of-the-art. If nothing can be done to prevent them, we must be prepared to cope with them whenever they do occur.

One possibility for greater assurance that hospital will properly accomplish its post disaster mission is an up-to-date, well-thought-out " Hospital Emergency Preparedness Plan." A well written and rehearsed disaster plan is essential for the proper and timely care of casualties arising from an internal or external disaster.
