Passenger Dies When Semi-Truck Trailer Hits Cow In Roadway, Kentucky Injury Prevention And Research Center
Fatality Case Reports--Motor Vehicle
On November 8, 2005, a 26-year-old male laborer who was a passenger in a semi-truck died when the driver swerved to avoid hitting a cow that was standing in the parkway lane. The two employees had been traveling westbound for approximately one hour when the driver noticed a cow in his lane. He swerved to avoid hitting the cow but hit it anyway. The tractor and two trailers jack-knifed, traveled through the median with the cab and trailers flipped onto their right sides, slid across the eastbound lanes, then the cab slammed through the guardrail. The cab came to rest …

The article examines the effectiveness of Hennepin County's blind sequential lineup pilot project in improving eyewitness identification accuracy. By implementing a protocol where photos are shown one at a time by an administrator unaware of the suspect, the study aims to reduce misidentifications and enhance the reliability of eyewitness testimony in criminal investigations.
Bioterrorism: Cases When Public Health Agencies Should Have Sweeping Powers, Judith Watkins
Bioterrorism: Cases When Public Health Agencies Should Have Sweeping Powers, Judith Watkins
Internet Journal of Allied Health Sciences and Practice
The dispersal of anthrax spores in October 2001 showed Americans that they are vulnerable to bioterrorism. The ineffective response to bioterrorism demonstrates that public health agencies do not have plans or training exercises in place to deal with this emerging threat. Although the CDC asked that the Model State Emergency Health Powers Act (MSEHPA or Model Act) be drafted to prepare the states for these emerging risks, critics like George Annas assert that the acts are “blatantly unconstitutional” (MSEHPA,2005,p.1). In this paper, I intend to explore the conflict between individual rights and sweeping powers of public health agencies as described …

Social Psychology, Calamities, And Sports Law, Michael Mccann
Law Faculty Scholarship
This Article examines the role of situational pressures, fundamental attribution errors, and legal frameworks in how professional sports actors respond to the threat and occurrence of calamities. Both natural and manmade threats to American health are likely to rise over the next decade. Such threats may include catastrophic weather, natural disasters, terrorist attacks, and communicable disease pandemics. In response to these threats, professional sports leagues, professional athletes, fans, and media might engage in unprecedented behavior. Consider, for instance, increasingly-devastating weather patterns, and how they might animate leagues to relocate franchises to cities with more favorable forecasts. The same outcome might …

Critique Of Pure Risk Assessment Or, Kant Meets Tarasoff, Douglas Mossman Md
Faculty Articles and Other Publications
This Article takes a "critical" approach to the assumptions underlying current practices of violence risk assessment. The Article first explicates a fundamental difference between how mental health researchers now interpret the phrase "violence prediction" and how they understood that phrase in the 1970s. Applying a "critical" approach, the Article then shows that courts and mental health professionals may need to abandon the hope that more accurate methods of predicting violence will help clinicians make better decisions about potential violence. Although this result may seem disappointing, it can liberate mental health professionals from regarding patients as statistical sources of risk and …

Abstract
Background
To reduce criminal recidivism and drug use, it has been proposed that the substance abuse treatment delivery system cut across different components of the criminal justice continuum. Arrest, at the front end of this continuum, may represent a critical moment to motivate people with substance use disorders (SUD) to seek treatment but is often over looked as an intervention point. We used data from the 2002 National Survey on Drug Use and Health (NSDUH) to compare treatment need and recent treatment admission for participants with no criminal justice (CJ) involvement in the past year, past-year arrest, and CJ …

Agroterrorism—Why We’Re Not Ready: A Look At The Role Of Law Enforcement, Alberto R. Gonzales, Regina B. Schofield, Glenn R. Schmitt
United States Public Health Resources
Terrorists seeking to strike a blow at the U.S. economy need look no further than the Nation’s heartland for a “soft” target. An agroterrorist attack could dramatically impact many aspects of American life, including local law enforcement, which— especially in rural areas—is financially and strategically unprepared to respond.
Agricultural experts say that today they are most concerned about the intentional introduction of foot-and-mouth disease (FMD) into the food supply. Twenty times more infectious than smallpox, FMD causes painful blisters on the tongues, hooves, and teats of cloven-hoofed animals (like cows, pigs, goats, and deer), rendering them unable to walk, be …

The Implications Of Changing Educational And Family Circumstances For Children's Grade Progression In Rural Pakistan: 1997-2004, Cynthia B. Lloyd, Cem Mete, Monica J. Grant
Poverty, Gender, and Youth
This Population Council working paper assesses the effects of primary school characteristics, household characteristics, and recent household economic and demographic shocks on school dropout rates during the first eight grades in rural Punjab and North West Frontier Province, Pakistan. While grade retention has improved over the past six years, dropout rates for girls remain fairly high, particularly at the end of primary school (grade five). The results of this study show clearly the complementary nature of supply and demand factors in determining grade progression in rural Pakistan, particularly for girls. The results suggest that substantial improvement in the schooling environment …

Utah Pandemic Influenza Response Plan, David Sundwall, Robert T. Rolfs
All U.S. Government Documents (Utah Regional Depository)
An influenza pandemic has the potential to cause widespread illness and death. Planning and preparedness before the next pandemic strikes are critical for an effective response. Utah’s Pandemic Influenza Response Plan describes a coordinated strategy to prepare for and respond to an influenza pandemic. Influenza causes seasonal worldwide epidemics of disease that result in an average of 36,000 deaths each year in the United States. A pandemic – or global epidemic – occurs when there is a major change in the influenza virus so that most or all people in the world’s population have no immunity against the virus. Three …

Public Health Advocacy To Change Corporate Practices: Implications For Health Education Practice And Research, Nicholas Freudenberg
Publications and Research
Corporate practices, such as advertising, public relations, lobbying, litigation, and sponsoring scientific research, have a significant impact on the health of the people in the United States. Recently, health professionals and advocates have created a new scope of practice that aims to modify corporate practices that harm health. This article describes how corporate policies influence health and reviews recent health campaigns aimed at changing corporate behavior in six industries selected for their central role in the U.S. economy and their influence on major causes of mortality and morbidity. These are the alcohol, automobile, food, gun, pharmaceutical, and tobacco industries. The …

A New Kind Of "Outrageous Misconduct": Effects To Undermine The Law's Ability To Deter And Punish Intentional And Outrageous Corporate Behavior, Candace Howard
Student Articles and Papers
The current tort "reform" movement, if successful, will completely undermine our most effective tool for deterring outrageous corporate misconduct: the threat of punitive damages. Such "reform" would have a particularly egregious impact on the environment and public health because, due to a lack of enforcement and the undetectable nature of many pollutants, environmental offenses are often more difficult to deter than other types of offenses. The essay argues that, although rarely imposed for environmental offenses, punitive damages are especially vital in that arena because, when imposed, they are richly deserved. It concludes that, rather than tort reform, what we need …

Materials-Handling Hazard Controls: Assessment Of Haddon’S Injury Control Strategies, Roger C. Jensen, P. Patton, J. Griffith, C. Hogan
Safety Health & Industrial Hygiene
This investigation assessed the applicability of Dr. William Haddon’s strategies for controlling hazards involving materials-handling operations in industrial and mining workplaces. Published over 20 years ago, Haddon’s strategies purport to include all strategies for preventing and mitigating harm to people, property, and the environment. Students in an undergraduate class were assigned to find tactical examples of each of Haddon’s strategies applicable to material handling. Haddon’s tenth strategy involving medical care and rehabilitation was not included. Their classifications were analyzed to identify points of confusion as well as points of general agreement. Students found numerous tactics for strategies involving engineering and …
