Maine State Employee Survey On Disability, Commission On Disability And Employment, Department Of Financial And Administrative Services Bureau Of Human Resources, Muskie School Of Public Service University Of Southern Maine
Disability & Aging
The Executive Order regarding Maine State Government as a Model Employer of people with disabilities was signed on February 24, 2006. The order included several action steps, including a survey of State employees to ascertain the prevalence of workers with disabilities in State employment.
Maine’s Bureau of Human Resources and the Commission on Disability and Employment were named to oversee this survey. The University of Southern Maine’s Muskie School of Public Service administered the survey and analyzed results. Each of these three organizations are members of an Executive Order Working Group designed to overall all action steps under the Executive …

Should Massachusetts Regionalize Public Health?, Eric W. Hayden
Financial Services Forum Publications
Amidst rising global concerns about bioterrorism and pandemic flu preparedness, the delivery capacity and effectiveness of public health service assumes increased importance and relevance. In the United States, the lack of a centralized, national public health system has meant that “public health” is the primary responsibility of state and local governments. Many states have established various types of intrastate regional structures to deliver the range of on-going, occasional, and/or episodic services that characterize the world of public health. However, Massachusetts is not among them. Despite its global reputation as a pre-eminent medical center, the state of Massachusetts has a highly …

What Have You Done For Me Lately? Assessing Hospital Community Benefit, Eileen Salinsky
National Health Policy Forum
This issue brief reviews key aspects of the ongoing policy debate related to not-for-profit hospitals, the advantages they derive from tax exemption, and the benefits they provide to communities served. It provides a historical context for how federal standards for assessing hospitals’ tax-exempt status have evolved and describes recent activities to explore additional policy changes. Legislative and regulatory actions at the state and local level are also examined. Evidence on the performance of not-for-profit hospitals in comparison to their for-profit competitors on measures of cost, quality, and access is summarized, and perspectives on the need to preserve a not-for-profit presence …

A Quality Assurance Initiative For Emergency Medical Services, Melissa Anne Howell
Master of Public Health Program Student Publications
Ohio Revised Code 4765.12 mandates the implementation of ongoing peer review and quality assurance (QA) programs for all emergency medical service (EMS) organizations in the State of Ohio. The purpose of implementing QA programs for EMS is to ensure delivery of quality care to the public. Public health core strategies are to assess systems and assure the implementation of policies and processes that improve community health. Involving public health in the development of a QA program provides technical assistance in developing valid methods that can be used to measure the performance of an EMS system. This study will use a …

Advancing Transdisciplinary And Translational Research Practice: Issues And Models Of Doctoral Education In Public Health, Linda Neuhauser, Dawn M. Richardson, Sonja Mackenzie, Meredith Minkler
Community Health Faculty Publications and Presentations
Finding solutions to complex health problems, such as obesity, violence, and climate change, will require radical changes in cross-disciplinary education, research, and practice. The fundamental determinants of health include many interrelated factors such as poverty, culture, education, environment, and government policies. However, traditional public health training has tended to focus more narrowly on diseases and risk factors, and has not adequately leveraged the rich contributions of sociology, anthropology, economics, geography, communication, political science, and other disciplines. Further, students are often not sufficiently trained to work across sectors to translate research findings into effective, large-scale sustainable actions. During the past 2 …

Granny, (Don’T) Get Your Gun: Competency Issues In Gun Ownership By Older Adults, Edith Greene, Brian H. Bornstein, Hannah Dietrich
Department of Psychology: Faculty Publications
This article explores the possible risks associated with gun ownership by older adults. We summarize existing regulations on who may own firearms, especially with respect to age. We then present data on older gun owners and violence committed by older adults in general, followed by a discussion of gun violence perpetrated by gun owners whose functional and cognitive abilities have declined, perhaps as a result of dementia. For comparison purposes, we review regulations on driving among older adults, drawing parallels to gun ownership. The paper concludes with recommendations for ensuring the safety of older gun owners and others, balanced against …

Reducing Lung Disease In Cystic Fibrosis: Model Systems And Anti-Inflammatory Treatment, Scotty Mcglothlin Buff
Reducing Lung Disease In Cystic Fibrosis: Model Systems And Anti-Inflammatory Treatment, Scotty Mcglothlin Buff
MUSC Theses and Dissertations
Cystic fibrosis (CF), the most common lethal autosomal recessive disease in Caucasians resulting in a median life span of approximately 35 years, is caused by mutations in the cystic fibrosis transmembrane conductance regulator (CFTR). The primary cause of morbidity and mortality is respiratory failure caused by progressive obstructive lung disease. CF airway disease is characterized by the abundance of pro inflammatory cells, chemokines and cytokines with a deficiency of regulatory/anti-inflammatory cytokine interleukin 10 (lL10). We hypothesized that CF airway obstruction originates from excessive inflammation and gene transfer of IL-I0 would decrease inflammation in the airways of mice infected with Pseudomonas …

Development Of A Needs Assessment For Youth Violence Prevention Programs In A Large Midwestern City, Laura Lynn Savel
Masters Theses
This research project was designed to examine the relationship between the needs for violence prevention programs and the qualities of occupational therapists. A needs assessment relevant to violence prevention program could not be located. One was therefore created based on the literature available as well as professional input. A pilot study was conducted, revisions were made and the needs assessment was distributed when approval was granted. The assessment was distributed to elementary, middle and high school principals, assistant principals, occupational therapists, guidance counselors/psychologists, and support staff from two western Michigan school systems. A model program was created based on the …

Although a memorial plaque at the Hoover Dam sets the number of workers killed during its construction at ninety-six, the real figure was nearly double. In fact, the figure would have been much higher had it not been for the precedent-setting effort by the federal government, contactors, and workers to save as many lives as possible on the project. Aside from its long unrecognized value as a jobs program, much needed stimulus to the fledging Las Vegas economy, and status as one of the “man-made wonders of the world,” Hoover Dam represented a major step forward for the American occupational …
Development And Testing Of Feed - A Feedback Expert System For Ems Documentation, Devashish Saini
Development And Testing Of Feed - A Feedback Expert System For Ems Documentation, Devashish Saini
All ETDs from UAB
Emergency Medical Services (EMS) are delivered in a chaotic, dynamic, unpre-dictable, and therefore error-prone environment. Deviations from protocol are common and some may be severe enough to cause harm to the patient. EMS personnel, like all healthcare providers, can benefit from feedback, continued education and medical over-sight. A Feedback Expert system for EMS Documentation (FEED) was developed for providing feedback to EMS personnel after the ambulance run is completed and docu-mented electronically. FEED’s knowledge base was derived from Alabama State EMS Protocols and discussions with two EMS faculty members from UAB School of Medi-cine. FEED is rule-based and uses confidence …
The Health Of Patient Privacy: The Patient's Perspective On The Hipaa Protected Health Information, Deborah Lange-Kuitse
The Health Of Patient Privacy: The Patient's Perspective On The Hipaa Protected Health Information, Deborah Lange-Kuitse
Dissertations
Problem
As healthcare entities continue to focus on HIPAA compliance, they must enforce policies that require patients to sign and express understanding of the organization’s privacy policies. It appears the patient’s perspective on healthcare privacy has not been considered within the HIPAA privacy ruling. Patients are healthcare consumers, yet little research has been done on assessing the individual consumer’s perspective on what Protected Health Information (PHI) is actually important to protect and from whom it is important to protect it.
Method
A quantitative survey was developed and distributed to the participants of the Carnegie group, an independent insurance firm in …

Department of Pathology and Laboratory Medicine
Background: Seroconversion rates reported after Hepatitis B virus (HBV) vaccination globally ranges from 85–90%. Health care workers (HCWs) are at high risk of acquiring HBV and non responders' rates after HBV vaccination were not reported previously in Pakistani HCWs. Therefore we evaluated immune response to HBV vaccine in HCWs at a tertiary care hospital in Karachi, Pakistan.
Methods: Descriptive observational study conducted at Aga Khan University from April 2003 to July 2004. Newly HBV vaccinated HCWs were evaluated for immune response by measuring serum Hepatitis B surface antibody (HBsAb) levels, 6 weeks post vaccination.
Results: Initially 666 employees were included …

Epsdt: Medicaid's Critical But Controversial Benefits Program For Children, Christie Provost Peters
National Health Policy Forum
The Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program under Medicaid provides the most comprehensive set of health benefits for children and adolescents in the public or private sector. A cornerstone of early childhood preventive and treatment services in the nation’s health care “safety net,” the EPSDT program serves nearly 30 million low-income children, including children with disabilities and special needs. Over the years, states have expressed frustration with the administrative burdens of EPSDT requirements. Rising Medicaid costs have put all Medicaid benefits, including the EPSDT program, in the budgetary crosshairs. This issue brief reviews the fundamental characteristics of …

By the year 2030, 70 million Americans will be 65 or older. Approximately 80 percent of this population will likely be driving themselves. And without appropriate and timely interventions, many are likely to be driving with Alzheimer’s disease (AD). Current estimates suggest that 2 percent of the population 65 to 74, 19 percent of the population 75 to 84, and 47 percent of the population 85 and older are likely to suffer from Alzheimer’s disease or a related disorder. By the year 2050, the number of Americans with Alzheimer’s disease could range from 11.3 million to 16 million. This significant …

Decision-Making About Volitional Impairment In Sexually Violent Predators, Cynthia Calkins Mercado, Brian H. Bornstein, Robert F. Schopp
Department of Psychology: Faculty Publications
The Kansas v. Hendricks (1997) decision, in which the Supreme Court authorized post-sentence civil commitment for certain sex offenders, appeared to be constitutionally legitimized by limiting the class of offenders eligible for this special form of civil commitment to those who are “unable to control” their dangerousness. Nowhere in the available record, however, did the Court elucidate what they meant by this notion of volitional impairment. This study sought to examine factors that legal professionals (n = 43), psychologists (n = 40), and mock jurors (n = 76) deem most relevant to a determination of sex offender volitional impairment. Participants, …

Characteristics Of Marijuana Users Compared To Multiple Drug Users, Swateja Nimkar
Masters Theses & Specialist Projects
This study examines drug use behavior in a self-described sample of users. Comparisons are made between subjects whose only illicit drug use is marijuana and those who use both marijuana and other drugs. Data are from the DRUGNET study (1996, 1998, 1999), a multi-panel study conducted over the internet from 1996 - 1998. This sample was predominately white, male, young, and college educated. The majority of respondents were employed with incomes in the $50,000 - $60,000 (USD) range. A subset of respondents to the DRUGNET survey was selected for this analysis. Respondents had to be at least 18 years of …
