We introduce Pura Vida Neutrosophic Algebra, an algebraic structure consisting of neutrosophic numbers equipped with two binary operations namely addition and multiplication. The addition can be calculated sometimes with the function min and other times with the max function. The multiplication operation is the usual sum between numbers. Pura Vida Neutrosophic Algebra is an extension of both Tropical Algebra (also known as Min-Plus, or Min-Algebra) and Max-Plus Algebra (also known as Max-algebra). In this paper, we extend the notion of LA-semihypergroups (resp. Hv-LA-semigroups) to neutro-LA-semihypergroups (respectively, neutro-Hv-LA-semigroups). Anti-LA-semihypergroups (respectively, anti-Hv-LA-semigroups) are studied and investigated some of their properties. We show that these new concepts are different from classical concepts by several examples. These are particular cases of the classical algebraic structures generalized to neutroalgebraic structures and antialgebraic structures (Smarandache, 2019).

The efficient and proper efficient solutions in terms of optimal solutions of related appropriate scalar optimization problems are characterized. Also, the Kuhn-Tuckers' conditions for efficiency and proper efficiency are derived. This paper proposes a new method for solving a two-person zero-sum fuzzy matrix game with goals, payoffs, and decision variables represented as triangular fuzzy rough numbers. We created a pair of fully fuzzy rough linear programming problems for players. Triangular fuzzy rough numbers can be used to formulate two fuzzy linear programming problems for the first player in the form of upper approximation intervals and lower approximation intervals. In this paper, the concept of neutrosophic soft e-compactness is presented on neutrosophic soft topological spaces using the definition of e-open cover and its types. In addition, neutrosophic soft e-compactness and neutrosophic soft e-separation axioms are associated. Also, the concept of neutrosophic soft locally e-compactness is introduced in neutrosophic soft topological spaces and some of its properties are discussed. Added to that, an application in decision making problem is given using entropy.
