Notwithstanding Amgen’s strenuous objections, the core premise of our article should be uncontroversial to most policy analysts: biosimilar firms that simply want to manufacture an originator biologic in the manner it was manufactured at the time of US Food and Drug Administration (FDA) approval should be able to enter the market expeditiously once valid manufacturing (and other valid patents) that legitimately cover the ‘at approval’ biologic have expired. Our core premise relies on the widely accepted values of patent validity and notice. The Patent Landscape Of Chagas Disease Vaccines Indicates Major Underinvestment In An Emerging Global Health Threat, Stanley Kowalski, Lily Widdup, Bradley Johnson

Considering the enormous human and economic toll Chagas disease inflicts, investment in R&D of medical innovations such as diagnostics, pharmaceuticals and vaccines remains disproportionately low.  The patent landscape of Chagas’ disease vaccine innovation corroborates this unfortunate trend: an alarming paucity of investment which confirms this disease as among the most neglected of the neglected diseases.  However, the article then articulates how patent information can also be viewed as a starting point, and indeed springboard, for international collaboration to accelerate vaccine development via a dynamic opening-innovation strategy.

Restrictions On Veto Power: Holding The Permanent Five Accountable In The Face Of Intervention And Peacekeeping Operations, Theo Aldrighi

ABSTRACT: This article examines the structural constraints of the United Nations Security Council, with a focus on the veto power of its permanent members and its implications for intervention and peacekeeping. Through a realist lens and grounded in structural analysis, it contends that the recurrent paralysis of the Council in the face of mass atrocities stems from entrenched power asymmetries. The paper advances a bifold proposal: the adoption of the French-Mexican initiative to suspend veto use in cases of mass atrocities, and the entrenchment of the Council’s authority to authorize the use of force under defined conditions. This paper examines the impact on the South Korean Cultural Entertainment Indus- try(CEI) of China’s “Korea Limitation Order”. In November 2016, Beijing restricted South Korean artists from holding concerts and the broadcast of South Korean TV dramas and banned cooperation between the two countries in the entertainment in- dustries. This paper focuses on the effect this had on exports of cultural products and relating industries from Korea, and how Korea was able to adjust to this geopolitical shock. Does Bilingualism On Resumes Affect Callback Rates?, Autumn Halfpenny

Dartmouth Undergraduate Journal of Politics, Economics and World Affairs

I study the influence of bilingualism in Spanish on the likelihood of receiving a callback for female customer service positions in the Chicago area. Data are collected from sixteen unique resumes submitted to 131 different job postings in an audit study, with applicants differing in bilingual ability. Bilingualism in Spanish significantly in- creases the likelihood of a callback by 17.86%-25.4%, implying bilingualism is valued in customer service roles. This suggests that bilingualism in Spanish may increase job prospects. While previous research studies this using observational and survey data, I use an audit study design with resumes to obtain causal results. …

The Effects Of Pandemic School Closures On Standardized Testing Outcomes: Evidence From Connecticut, Michael Manieri

During the Covid-19 pandemic, schools around the nation closed to prevent the virus’s spread. Following these closures, students’ performance on standardized exams worsened. Using a two-way fixed effect model with district and year fixed effects, I examine if the use of non-traditional schooling modes (i.e. hybrid and virtual) during the pandemic is associated with lower ELA and Math proficiency rates in Connecticut public schools. I find that Connecticut public school districts’ Math and ELA pass rates on the annual Smarter Balanced exam significantly decreased as they used higher levels of virtual and hybrid education. Immigrants constitute a substantial portion of the United States population and represent a significant minoritized group whose health is impacted by the country’s migration policies as social determinants of health. This qualitative study used a phenomenological approach to document and explore the lived experiences of highly educated Iranian immigrants and International Students within the context of U.S. migration policies while considering the Social Determinants of Health framework. In-depth semi-structured interviews were conducted with 23 participants. ON 15 NOVEMBER 2024, the deadline for the implementation of the European Union (EU) Directive on Adequate Minimum Wages1 (hereinafter the Directive) passed. While most of the EU Member States have missed it (ETUC, 2024), a group of countries has instead opted for what the European Trade Union Institute senior researcher Torsten Müller defines as a “minimalistic” transposition (Staunton, 2024). APPROXIMATELY A DECADE AGO, China began considering postponing the retirement age, and this concept has now been officially implemented. On 13 September 2024, the Standing Committee of the National People’s Congress passed the “Decision on the Implementation of Gradual Delay of the Retirement Age, 关于实施渐进式延迟法定退休年龄的决定,” (the “Decision on Retirement Age”). Concurrently, the State Council issued the “Measures to Gradually Delay of Statutory Retirement Age,” 关于渐进式延迟法定退休年龄 的办法, (the “Measures on Retirement Age”) providing detailed provisions. Out Of Sight, Out Of Mind: Nearby Branch Closures And Small Business Growth, Benjamin Ranish, Andrea Stella, Jeffery Y. Zhang

Law & Economics Working Papers

Since 2010, the total number of commercial bank branches in the United States has decreased by about 20%. Do branch closures meaningfully affect economic activity? We investigate the impact of branch closures on small businesses, whose access to credit may be facilitated through local relationships with banks. Using exogenous variation in closures related to mergers and acquisitions, we show that the closure of nearby bank branches leads to decreased small business employment growth and entry while increasing business exit. Our results are robust to variations in our measure of employment, proximity, and construction of the instrument. We use subsample analyses …

This article examines the rise of time-tracking technologies as a dominant form of digital workplace surveillance and their implications for workers’ privacy and dignity. Often framed as neutral tools for enhancing productivity, these systems embed continuous algorithmic oversight into daily work routines, intensifying managerial control and reshaping the employment relationship. Drawing on legal, philosophical, and socio-technical scholarship, the article argues that privacy and dignity are mutually reinforcing values, both of which are undermined by pervasive surveillance practices. Privacy is not treated here as a waivable entitlement grounded in individual consent, but rather as a structural safeguard that protects autonomy and …

This research project examines how grassroots social organizations contribute to the advancement of immigrant legal protections and shape immigration policy, with a particular focus on formerly incarcerated migrants in California. I focus on case studies and the personal experiences of organizers from Homies Unidos, Border Angels, and other organizations that operate near the San Diego–Tijuana border region. The study illustrates how these groups provide essential services, mental health support, and community-based initiatives for vulnerable and formerly incarcerated immigrants. The following qualitative study examines a new increase of technological surveillance used on immigrants by San Diego’s local law enforcement. Drawing from in-depth interviews of the San Diego Privacy Advisory Board and Trust SD, insights of technological related violations are sanctioned by the San Diego Police Department. This is done through ambiguous language regarding “criminal investigations” and lack of definitive use policy, despite several memorandums and recommendations by the SD Privacy Advisory Board. Present findings reveal a duality of immigrant surveillance instigating hyper-visible tracking and broadcasting an image of their criminality.
