The thesis of this article is that law is too large and too important a subject to be left by the university to the law school. To say this is not to fault the law school which already carries a substantial segment of instructional responsibility, but rather to fault the university's total approach to the study of law and all its ramifications, both as a matter of rational study and as preparation for careers—note, I say careers—related to the study of law.

Wisconsin v. Yoder has injected new vitality into a complaint that has been smouldering for decades, that the balance between state control and parental control over the education of children has tipped too far in favor of the state. The thesis of this article is that this control is being returned to parents, but with one crucial difference: While the older cases found parental prerogatives in the interstices of statutes or in their purposeful interpretation, the re-establishment of these same prerogatives is being manifested on a constitutional basis, in the face of clearly drawn statutes. Marine scientific research has led to numerous discoveries which have increased man's knowledge of his planet, the role of the seas and the potential and actual resources of the ocean which may be utilized to raise the standard of living for all mankind. If further advances are to be made in the exploration and exploitation of the sea's resources, the promotion and facilitation of scientific research is essential, so that we may learn to use, rather than abuse, the ocean's riches.

This Article draws together the record of regional law of the sea from recent regional developments, scholarly studies and recommendations, and the law of the sea debate. It analyzes the different roles which regional law of the sea might play and has played. It evaluates the prospects for regional law of the sea in different geographical areas and speculates about the contributions which regional law of the sea might make to the unfolding legal order of the oceans.

Each year, as an integral part of its symposium on the law of the sea, the San Diego Law Review presents a synopsis of the major events in the field. This year's precis covers the period from January 1, 1974 to December 31, 1974. The scope of the article prohibits extended scrutiny of the subject matter. The Fisheries Proposals: An Assessment, Channing Kury

Several major proposals for the regulation or division of the international fisheries were made at the Law of the Sea Conference at Caracas, Venezuela in 1974. Law is typically evolved through controversy with many inherent limitations and costs. There will not be, in fact cannot be, an optimal body of law for the utilization of the sea. What can be hoped for, though, is a corpus juris that will be responsive to natural and societal limitations and demands. It is chiefly with this criterion in mind that the following assessment has been made of some of the fisheries proposals.

Certain biomedical technologies already or almost already with us "threaten to reduce the meaning of man and to degrade the human spirit in the very process of becoming technologically feasible, long before the final stage of deployment and widespread use has been reached." It is this threat that has prompted me to consider certain medical and legal problems associated broadly with the human experimentation process. Children in our society pass through a prolonged period of dependency during which they are taught the complex technological and social skills necessary for successful adult functioning. The child's experiences during this period can have profound effects on the development of his potential for meaningful interpersonal relationships, competency, and creativity. The child's dependence needs are the complement of the caretaker's nurturance. When nurturance fails or is inconsistent, societal loss merges with individual tragedy. Yet nurturance does occasionally fail. Some of those charged with the care of children abdicate their responsibilities, and do not provide the physical and/or emotional necessities for …
