Two visions of world order clashed dramatically in the period between World War I and World War II. One vision advocated the position that if there were an agreement on the meaning and function of law, perhaps it then would be possible to build a world order based on the obligations of law instead of force. The other vision advocated that if there were a realistic understanding of the inadequacies or impossibilities of international law, perhaps it then would be possible to build a stable world order based on a realistic political concept of force. Marine Affairs Theses and Major Papers
Harbor management planning is a relatively new concept in this country. What is believed to be the first municipal level harbor management plan (HMP) in the United States originated from a need to resolve a problem of encroachments on a Federal navigation channel in Connecticut. This method of harbor planning was soon recognized as an effective management tool and was used as a model for other coastal communities in the Northeast. While early HMPs primarily focused on mooring management, today's plans address many more harbor issues. The Coastal Zone Management Act was intended to form a national coastal zone management …

Despite the numerous benefits of intercountry adoption, most families do not consider the possible health ramifications. Since adoptive parents are unsuspecting of ailments associated with foreign countries, a complete pediatric examination is a must after receiving the foreign adoptee. Such a pediatric examination will be effective when it is uniform and thorough, but without such an examination both parents and physicians remain in the dark about the child's health. Congress ought to amend the Immigration and Nationality Act (INA) to require a standard pediatric examination for all foreign adoptees, regardless of the country of origin, as a condition to approval …

Although 1995 marks the fiftieth anniversary of the birth of the United Nations, the year also marks the fifth anniversary of a newly revitalized Security Council. In this period of five years, scholarly debate on the Security Council has shifted from what it might do if it could act to what substantive limits, if any, exist on the Security Council's authority to act under the Charter. The legitimacy of the Security Council's authority under the Charter arises both in its initial determination of when it can act and in its determination of the appropriate scope of its actions once it …

Gestational surrogacy raises a host of legal and ethical issues. A review of state, federal, and international response, both legislative and judicial, to these issues reveals that the United States would benefit from comprehensive federal legislation regulating the reproductive technology field.
