The Practice Of Social Work In Legal Services Programs, Heather B. Craige, William G. Saur, Janice B. Arcuri
The Journal of Sociology & Social Welfare
Because the legal difficulties of the poor are frequently symptomatic of longstanding economic, social and personal problems, a small number of legal services programs have hired social workers to collaborate with attorneys. A questionnaire was sent to all social workers employed by legal services programs encountered, job satisfaction and need for continuing education. Data on 48 social workers were analyzed using descriptive statistics. Results indicate that social workers can increase the scope and depth of services delivered by legal services programs and also find considerable satisfaction in their work.

The Crime Controversy: Avoiding Realities, David L. Bazelon
The Crime Controversy: Avoiding Realities, David L. Bazelon
Vanderbilt Law Review
Speaking before the nation's police chiefs last fall, President Reagan said, "The frightening reality is that for all the speeches by those of us in Government-for all the surveys, studies, and blue ribbon panels--for all the 14-point programs and the declarations of war on crime--crime has continued its steady, upward climb and our citizens have grown more and more frustrated, frightened, and angry."'I must concur with the President's depressing picture. In the thirty-two years that I have been on the bench, the "war against crime" has been a high national priority. Nevertheless, crime--and the fear of crime--seem worse today than ever …

The Role Of The Oau Member States In The Evolution Of The Concept Of The Exclusive Economic Zone In The Law Of The Sea: The First Phase, C. Odidi Okidi
Dalhousie Law Journal
One of the main features of the Third United Nations Conference on the Law of the Sea (UNCLOS III) is the role played by the different regional and/or interest groups in the development of the various provisions of the Draft Convention, albeit "Informal" text, adopted at the end of the Resumed Ninth Session in August 1980.1 The groups, sometimes dictated by geography such as Africa, Asia, Latin America, Western European and Eastern European, are amalgams of various interest groups which embody their own contradictions. For example, Canada and Russia have seen themselves in different categories vis-a-vis other industrialized countries. Countries …

Reporting Requirements Under The Animal Welfare Act: Their Inadequacies And The Public's Right To Know, M. Solomon, P. C. Lovenheim
International Journal for the Study of Animal Problems
The Animal Welfare Act is the only federal statute designed to protect animals used in laboratory research. This law requires research facilities to register with the U.S. Department of Agriculture (USDA) and meet minimum housing standards, care, and treatment standards for most warm-blooded animals. The Act is administered by the Animal and Plant Health Inspection Service (APHIS), an agency of the USDA. Research institutions are required to file annual reports. However, the reports are frequently deficient. The authors argue that the USDA should issue clear definitions for what is meant by “pain” and “distress. ” They should also provide further …

Book Review: China's Economy In Global Perspective. By A. Doak Barnett
Book Review: China's Economy In Global Perspective. By A. Doak Barnett
Northwestern Journal of International Law & Business
China'a Economy in Global Perspective surveys China's prospects as it enters the international community in its quest for rapid economic expansion. In analyzing the changes in China's economic relations with foreign countires, Barnett ponders both the internal and international implications of China's new policies. Beginning with the changes in China's domestic policies, he shows how change in China's international economic relations have led to increased foreign trade and acquisition of advanced technology from abroad. Mr. Barnett then discusses the prospects for continued growth in China's foreign trade and absorption of new technology, as well as the problems and opportunities for …
Protection Of The High Seas From Operational Oil Pollution: A Proposal, Barney T. Levantino
Protection Of The High Seas From Operational Oil Pollution: A Proposal, Barney T. Levantino
Fordham International Law Journal
The lack of an effective means of preventing oil pollution of the oceans is largely the result of international legal principles which ensure the free use of oceans. Compounding the problem is the fact that flag of convenience registry effectively insulates from regulatory control most vessels that pollute on the high seas, and results in the degredation of the marine environment. Flag of convenience ships are responsible for most operational oil pollution in the high seas which, rather than traumatic oil spills in coastal areas, poses the greatest threat to the environment. Conventions on the high seas currently in force …
