In 1958 the United States and United Kingdom signed the Mutual Defense Agreement which allowed the two countries to share information and technology concerning nuclear weapons. This paper examines the history of this agreement and the Polaris and Trident Sales agreements which followed. The main focus of the paper is the motivating interests of both countries to maintain these agreements today.

This thesis examines the ways that Brazilians are evaluated for their privileges in qualification for the affirmative action program. It critically examines the existing policies, how they function, and how they affect ideas of race in Brazil for both black and non-black Brazilians. Additionally, it proposes that the policies prioritize phenotype as a primary condition for qualifying for a quota in order to accomplish their initial objectives of fighting racial inequalities, compensating for historical injustices, contributing to the diversity of experiences and perspectives on campuses and in federal offices, and raising understanding of what it means to be black in …

I will argue that a discussion of sovereignty as it relates to internal conflict deepens our understanding of the Colombian conflict, and in turn, the Colombian conflict deepens the ongoing discussion on sovereignty. Internal armed conflict is a tool to free and dominate populations, to save and kill individuals, and to destroy and build institutions. Thomas Hobbes and John Locke set an initial framework for understanding sovereignty. Armed actors use violence to create a sphere of influence that overlaps with the state’s legal jurisdiction: armed actors use violence as a strategy of hegemonic state building. This study examines the new German 2016 White Paper on German Security Policy and the Future of the Bundeswehr. Updated for the first time in over a decade, the document reflects Germany’s reorientation of its security policy in order to become a global player. This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. China is identified as posing a key challenge to US national security interests in cyberspace. These threats are incurred across the spectrum of conflict, ranging from low-level crime, to network penetration, to cyberattacks that have the potential to cause major physical destruction. Thus far, the majority of strategic assessments of China’s cyber capabilities have focused on the role of the People’s Liberation Army (PLA), which is officially tasked with undertaking offensive operations in cyberspace.[1] However, China does not employ its cyber capabilities in isolation. Between 1989 and 2011, the three neighboring West African countries of Liberia, Sierra Leone, and Côte d’Ivoire each experienced at least one major civil conflict; and the combined devastation of the conflicts claimed over a million lives, generated millions of refugees, and crippled infrastructure in ways that continue to impact the development of the sub-region today. According to US Customs and Border Protection, over 59 thousand unaccompanied minors from the Northern Triangle (Guatemala, Honduras and El Salvador) have been detained at the US border, of those 59 thousand, 17 thousand are from El Salvador. El Salvador is home to some of the most dangerous and ruthless gangs of the twenty-first century. Their ruthlessness comes from 1980s guerrilla warfare experience. In addition, El Salvador serves as a transshipment point for illicit substances from South America into Mexico. Can International Criminal Law Deter Rebel Groups? The Case Of Uganda, The Lord's Resistance Army, And The International Criminal Court, Julia Reilly

How does a state’s commitment to international criminal accountability mechanisms affect the tactics of rebel groups fighting against it? I examine the conflict between Uganda and the Lord’s Resistance Army, spanning four phases from 1996 until 2015, and parse out whether Uganda’s stance on the Rome Statute and the International Criminal Court affected the LRA’s propensity to target civilians. I use descriptive statistics of civilian and military casualties and qualitative case studies, drawing largely on newspaper and NGO reports of events in the conflict. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …

The death of Alberto Nisman, the chief investigator of the 1994 AMIA bombing in Argentina, unleashed conspiracy theories and significant political turmoil upon President Cristina Fernández. We study the case and trace two of these theories, asking what they tell us about the Argentine political system and what can be inferred with respect to other countries in Latin America. We confirm that nations with high levels of political polarization are fertile ground for the emergence of conspiracy theories and that domestic and international media play an important role in both giving credence to and spreading such theories.

In Lawrence of Arabia’s War, Neil Faulkner admirably achieves both objectives. There does not exist an easy way to discuss François Laruelle and it is impossible to be ecstatic about his writing. The two books under scrutiny here—Intellectuals and Power and General Theory of Victims—are, however, a relatively accessible introduction to the machinic parlance that Laruelle superposes onto philosophy’s presumed legibility. The human instance he discusses in both works is that of the victim. These two books could be both beneficial for and alienating to the wider readership in humanities: not for lack of originality (or even clarity), but due to the signature-style of conceptual resistance in Laruelle’s language. The Nuclear Non-Proliferation Treaty was created in 1967 in response to the growing threat of nuclear weapon detonation.1 Today, it has been signed and ratified by 190 countries who pledge to pursue efforts towards non-proliferation, peaceful nuclear energy, and nuclear disarmament. Five states remain outside of the treaty, four of which are nuclear weapon states: Israel, Pakistan, India, and North Korea. The nuclear weapon states in the NPT have been established as Britain, France, the U.S., Russia, and China.

The feasibility of a multidimensional African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC) is uncertain. This is despite the existence of a policy framework initiating the ASF and regional mechanisms (RMs). The policy was adopted and adapted to assume a multidimensional configuration, in May 2003 and in 2004 respectively. To address this concern, this project addressed the results of several months of research in Nicaragua, Guatemala, and at the U.S. NGO headquarters, where interviews with educators, NGO workers, and citizens were conducted regarding the role of NGOs in addressing educational concerns effectively.
