The Economist piece entitled “Proportional to what?” poses a dangerous question. The notion, as the article suggests, that proportionality in war is a “slippery idea” or that the facts are “nebulous” is the work of either an intentionally provocative or idly cynical author. Whatever the motivation for the words, it is precisely the dismissive tone embodied in such statements that has contributed to and defined the attitude more recently of larger states, like Israel and Russia, to issues of accountability for the death of civilians.

It was compiled by his friend Tillman Houser, who spent 35 years as a missionary to Zimbabwe under the Free Methodist Church. The bulk of the collection is comprised of the book entitled: "The miracle of Lundi Mission: lest we forget."

On June 28, 2004, indicted drug trafficker and paramilitary leader Salvatore Mancuso, wearing a fashionable Italian suit and tie, addressed the Colombian Congress from the podium. "The judgment of history will recognize the goodness and nobility of our cause," he told the assembled legislators and press. The day before, Mancuso, along with two other paramilitary leaders, had traveled in an official air force plane from the small northern Colombia hamlet where paramilitary leaders had assembled to begin talks with the Colombian government. Long Live Democracy: The Determinants Of Political Instability In Latin America, Luisa Blanco, Robin Grier

In this paper, we investigate the determinants of political instability in Latin America. In a panel of 18 Latin American countries from 1971 to 2000, we find that democratic countries experience less average instability in the region, indicating that the move to increased democracy in the last couple decades may alleviate the persistent problem of instability in the area. We also find that income inequality and ethnic fractionalization are important determinants of instability. Countries with low levels of inequality also suffer less instability on average, while ethnic diversity has a non-linear effect on instability. Many macroeconomic variables commonly thought to …

The overall theme of this paper is increasing knowledge of the evolution of Chinese priorities and strategy since the Korean War, and how the evolution of China's relationships reveals changes in priorities. Why were these partnerships entered into on the part of China? What was China's strategic thinking? How do strengths and weaknesses in these partnerships reflect China's changing priorities? To attempt to answer these questions, three case studies are used to reveal and analyze changes: Sino- North Korean relations since the Korean War, Sino-Russian relations after the end of the Cold War, and Chinese participation (relations with member states) …

This paper examines the cause of ethnic peace, and subsequently, the cause of ethnic violence. Varying theories explain ethnic violence: primordialism, instrumentalism, and constructivism. The question central to this study is how master narratives, scarce resources, and democratic institutions have influenced the occurrence of ethnic violence. Small n comparison is used to analyze two pairs of sub-Saharan African nations in order to control for other explanatory variables: (1) Cote d'Ivoire and Ghana, and (2) Kenya and Tanzania. In each pair, one nation is relatively peaceful and the other relatively violent. Drawing from ethnographic research papers, and news sources this paper …

Since the turn of the century, Sub-Saharan Africa has experienced the fastest growing rate of child soldiers. Consider the following statistics:

• An estimated 60 percent of child soldiers in Africa are fourteen years old and under (Singer 2006: 29);
• In Uganda the average age of personnel in armed forces is 12.9 (Singer 2006: 29);
• Since 1990, two million children have been killed in armed conflict, the equivalent of five hundred per day for ten years (Singer 2005).

George McDougall, chairman of the Methodist Missions to the Indians of the Northwest Territories, kept a large, black book in which he jotted sermon notes, references to classical and biblical literature and sometimes simply his itineraries by horseback from Victoria, the primary Methodist mission in the far British northwest. Under the "s" tab and labeled "Saskatchewan," he noted repeatedly in the 1860s the food crisis facing North Saskatchewan residents. In sum: ''A time of starvation. No buffalo."

Past chief of the Cherokee Nation (1985-1995) and social activist Wilma Mankiller remarked, "We are still here." Facing rampant racism, a fraudulent treaty, and then dislocation from their homelands in the southeast, Cherokees not only survived but prevailed. Reflectively, Theda Perdue and Michael Green have summarized the complexity and cunning complicity surrounding the 1838-9 infamous Cherokee displacement known as the Trail of Tears, adding to the scholarship of Tim Garrison, Gary Moulton, Walter Conser, Mary Young, and the late William G. McLoughlin.

During the last few years a number of books on the Indian wars fought in the upper Great Plains have been published. The three under review here are among the best. Donovan's A Terrible Glory, the most ambitious, is a study of epic proportions involving the life of George Armstrong Custer and his military career, starting with his rather humble birth in Ohio and ending with his death at the Little Bighorn. Donovan does more than just focus on Custer and his tumultuous years with the U.S. Army, however. His first chapter, for instance, deals with the long and …

Between February 4 and 7, 1865, Cheyenne, Sioux, and Arapaho warriors engaged a force of U.S. Army soldiers at Mud Springs, Nebraska. Historical records from both sides indicate that this fight marked an early phase of the Indian Wars. Based on systematic metal detections, firearms identification, and terrain analysis, this paper adds archeological insights into the arms and tactics used by the opposing sides. Well-armed Native fighters used terrain to approach U.S. troops, who maintained a defensive posture. U.S. soldiers appear to have dug a rifle pit to see approaching attackers.

The goal of international humanitarian law is to humanize war in an effort to minimize human suffering and the long-term negative consequences of war. However, despite the adoption by most countries of the Geneva Conventions and other relevant agreements, crimes of war occur in every conflict around the world on a regular basis. Additionally, as the form of warfare changes, so does the implementation and consequences of various war crimes. Genocide, systematic rape, and the use of child soldiers are three of the most significant war crimes facing sub-Saharan Africa today. Apostasy, Blasphemy, Conversion, Defamation, and Evangelization-these are the new alphabet of religious rights violation in a number of regions around the world. Occurring at the intersection of religion and international human rights, these violations are also challenges to the universality of human rights and the democratic institutions that generate and affirm them.

Postcolonial discourses describe colonization as a process of invention to impose the will of a conquering West on "backward" societies. The will to power conjugated with the need for row materials served as the main catalysts. They put side by side a hegemonic intruder bent on duplicating itself, and a powerless and compliant native unable to react to the blitz of transformations. Hence, the master/slave or father/child relationships that describe the colonial framework. The task is to interrogate these generally accepted assumptions and binary oppositions. This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. "In all human societies, individuals differ in social status depending upon their age and personal ability (Sahlins, 1958; Service, 1971). In laboratory-based small group studies, status hierarchies emerge spontaneously (Bass, 1954; Campbell et al., 2002; Kalma, 1991). Even among “egalitarian” foragers, who are characterized by widespread resource sharing (Kaplan & Gurven, 2005; Winterhalder, 1986) and some degree of status-leveling (Cashdan, 1980), certain individuals consume more resources, get the best pick of mates, and take a more central role in group decision-making (Boehm, 1999; Trigger, 1985; Wiessner, 1996).
