A Commentary On Bison And Cultural Restoration: Partnership Between The National Wildlife Federation And The Intertribal Bison Cooperative, Stephen Torbit, Louis Larose Apr 2001

A Commentary On Bison And Cultural Restoration: Partnership Between The National Wildlife Federation And The Intertribal Bison Cooperative, Stephen Torbit, Louis Larose

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

In January 1997 the National Wildlife Federation and the InterTribal Bison Cooperative signed a memorandum of understanding formally recognizing our common goals of ending the slaughter of Yellowstone bison and working to repatriate buffalo to Native American reservations. It was the first time a formal relationship had ever been established between Native Americans and a national conservation organization. The partnership had two goals. The first goal was to reestablish management of North American bison as one of the premier wildlife species of the West, by restoring bison to those tribal and public land habitats capable of supporting their long-term survival. …

Institutional Choice In New Democracies: Bargaining Over Hungary's 1989 Electoral Law, Kenneth Benoit, John W. Schiemann Apr 2001

Institutional Choice In New Democracies: Bargaining Over Hungary's 1989 Electoral Law, Kenneth Benoit, John W. Schiemann

Research Collection School of Social Sciences

Institutions shape political outcomes, yet institutions themselves are endogenously shaped outcomes of political choices. Such choices are especially significant during transitions to democracy, when initial institutional designs fundamentally structure the path of democratic development. Most theories of institutional emergence, however, focus on stable contexts rather than on the conditions of acute uncertainty identified in the standard transitions literature. Our article attempts to bridge the two subfields by outlining and applying a model of institutional choice as the outcome of a struggle between fledgling opposition parties and the authoritarian regime wherein each side struggles to gain the greatest distributive payoff. We …

Living Legitimacy: A New Approach To Good Government In Africa, Ajume H. Wingo Mar 2001

Living Legitimacy: A New Approach To Good Government In Africa, Ajume H. Wingo

New England Journal of Public Policy

This article argues for the reorientation of African governments from a model that privileges the central or garrison states to one rooted in the living experiences of citizens, such as their economic conditions, fellowship associations, local governments, and community self-reliance. It begins by describing and analyzing in depth an example of a set of moral, political, and social institutions that still work well to make collective decisions that the members of the community consider legitimate and follow without coercion. It demonstrates that a legitimate government is not and should not be a matter of instituting finished, polished, or ready-made solutions …

International Bulletin of Political Psychology

This article was written by Dr. Evelin Gerda Lindner, a cross-cultural social psychologist and physician at the University of Oslo, Institute of Psychology. Its focus on psychological research on humiliation is very relevant to political psychology given that this construct of emotion often may be salient in motivating insurgency movements, terrorism, war, low-intensity conflict, human rights violations, the breakdown of peacekeeping and peacemaking operations, and the incidence and prevalence of crime. No. 04: Gender Concerns In South African Migration Policy, Jonathan Crush, Vincent Williams Jan 2001

No. 04: Gender Concerns In South African Migration Policy, Jonathan Crush, Vincent Williams

Southern African Migration Programme

This paper draws attention to the need for a gender analysis of the South African government’s proposed new policy on international migration, by identifying a number of areas of implicit gender discrimination. Such “discrimination by default” is of more than academic relevance, having important implications for national and regional development. Research undertaken by the Southern African Migration Project indicates a growing “feminization” of migration to South Africa from the Southern African region, as well as gender-specific motives and patterns of migration. If migration is to be effectively managed, such realities must be taken into account. The paper concludes by advocating …

No. 02: The New South African Immigration Bill: A Legal Analysis, Jonathan Crush, Vincent Williams Jan 2001

No. 02: The New South African Immigration Bill: A Legal Analysis, Jonathan Crush, Vincent Williams

Southern African Migration Programme

The Southern African Migration Project (SAMP) notes the promulgation of an Immigration Bill in Government Gazette Vol. 416 (No. 20889) on 15 February 2000 and the invitation to submit comments. SAMP supports the Department’s contention, implicit in the gazetting of a new Bill, that the Aliens Control Act is an unacceptable instrument for the sound and effective management of migration. The rescinding of the Aliens Control Act and its replacement by a new Immigration Act is therefore a matter of highest priority. However, it is equally important that such legislation is not rushed; that it is constitutionally-sound, implementable and cost-effective. …

Animal Protection In A World Dominated By The World Trade Organization, Leesteffy Jenkins, Robert Stumberg Jan 2001

Animal Protection In A World Dominated By The World Trade Organization, Leesteffy Jenkins, Robert Stumberg

State of the Animals 2001

Animal issues are playing a crucial role in making the World Trade Organization (WTO), the international body responsible for initiating and enforcing global trade rules, publicly visible. Current WTO rules prohibit the types of enforcement mechanisms relied upon by sovereign nations to make animal protection initiatives effective; as a result, many animal protection measures in this country and abroad have been reversed or stymied in the face of WTO challenges or threatened challenges. The WTO’s adverse impact on animal protection is one of the reasons why the WTO’s new-found public image is increasingly a negative one.

No. 21: Cross-Border Raiding And Community Conflict In The Lesotho-South African Border Zone, Gary Kynoch, Theresa Ulicki, Tsepang Cekwane, Booi Mohapi, Mampolokeng Mohapi, Ntsoaki Phakisi, Palesa Seithleko Jan 2001

No. 21: Cross-Border Raiding And Community Conflict In The Lesotho-South African Border Zone, Gary Kynoch, Theresa Ulicki, Tsepang Cekwane, Booi Mohapi, Mampolokeng Mohapi, Ntsoaki Phakisi, Palesa Seithleko

Southern African Migration Programme

Movement backwards and forwards across borders for work is often considered to be the primary form of unauthorized movement in Southern Africa. In southern Lesotho, a new and particularly dangerous form of two-way cross-border movement has become entrenched. This situation warrants the label “crisis”; a crisis which is devastating parts of the countryside in both Lesotho and the northern Eastern Cape Province of South Africa.

Media and official attention has focused on the extreme violence which accompanies cross-border stock raiding. This paper seeks to understand the social and economic roots and impacts of cross-border stock theft. Such an analysis is …

Nuptiality In Arab Countries: Changes And Implications, Hoda Rashad, Magued Osman

Faculty Book Chapters

This volume represents revised versions of a collection of papers presented at Cairo Papers Ninth Annual Symposium on ''The New Arab Family,'' held in May 2000. Marriage, divorce, and related topics were center stage, particularly in the demographic papers. Another focus was to combine two very different approaches to the study of the family -- on the one hand demographic, and on the other broadly sociological or anthropological, or as some would say, psychodynamic, that is to say focusing on dyadic or multi-member networks of relationships within the family. Some of these papers in turn focused on ''agency,'' the ways …
