This dissertation offers a reassessment of interstate alliances (συμμαχία) in the fourth-century BCE Greek world from a socio-cultural perspective. Although there are a number of studies of ancient and modern alliances that approach the topic from a politico-military perspective, this is the first to apply a socio-cultural perspective to classical Greek alliances. By considering the subject in its own context, from the primary literary and epigraphic sources rather than modern theoretical models, this study aims to identify how contemporaries understood and represented their collaborative activities with other poleis. To address this concern, this project addressed the results of several months of research in Nicaragua, Guatemala, and at the U.S. NGO headquarters, where interviews with educators, NGO workers, and citizens were conducted regarding the role of NGOs in addressing educational concerns effectively. Interviewees included: Pueblo a Pueblo, Serving Orphans Worldwide, U.S. Agency for International Development, Let Girl’s Learn Program, and varied individuals connected with education or non-profit work in that region. Cyber conflict between states is a growing trend. There is a large body of research on cyber conflict, but there is very little quantitative analysis to support the theories or to assist in predicting future use of cyber operations. Using a logistic regression analysis, this thesis studies cyber conflicts between dyadic rivals from 2001 to 2011 to answer under what conditions cyber incidents occur between dyadic rivals in the past in the hopes to better analyze and predict future cyber incidents. By utilizing the integrated theory of violations of international criminal laws and the realpolitik theoretical frame, this qualitative case study analysis will explore how the U.S. foreign policy, driven by realpolitik and neo-liberalism in Iraq and Syria, resulted in the rise of violent extremist groups such as ISIS. This paper summarizes the liberal theory of international politics offered by international relations theorist Andrew Moravcsik, and its development in relation to the insights of key liberal thinkers from the republican and commercial traditions. A discussion of the current status of a liberal paradigm of international politics is followed by a summary of the basic structure of Moravcsik’s theory. Moravcsik’s insights and their origins are then explored through the political philosophy of Immanuel Kant. This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. The article argues private information plays an important role in explaining long wars. Existing rationalist explanations of long, intensely fought wars focus on commitment problems rather than private information as the cause of such wars. Commitment problem explanations of long wars claim that while private information can explain short wars, battles and exchanges of offers for settlement should quickly reveal private information thereby leading to an early peace. Commitment problems, on the other hand, may take years to resolve and therefore can explain long, intense wars for unitary actors. Talking about, and learning lessons from The American War in Vietnam can be a process whose genuine engagement requires a suspension—even if temporary—of moral and cultural biases that are embedded in the Western mindset. This research project is one that composes military strategy, government rhetoric, and very human accounts of war in Vietnam in order to understand how people in Hanoi experience and talk about war, with an ultimate aim of making some of these stories and lessons digestible to a Western audience.

In order to conduct this research, I separated my thesis into two separate angles of approach. The first angle (chapters one & two) exclusively looked at Islamic eschatology, classic apocalyptic texts, shifts in how literature was written over time, and on examples of modern messianic revolutions occurring. Recent polls have revealed that Americans of both the political left and right support the use of military drones. This statement stands true among groups who traditionally do not support the use of military force. I hypothesize that people of a more liberal persuasion will be more concerned with whether or not the drone program endangers innocent civilians, while those of a more conservative view will be more concerned with the legality of conducting military drone strikes. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

This study investigates the absence of substantive linkages between locally based Salafi Jihadist movements and their more transnational counterparts such as Al-Qaeda or ISIS. While studies have addressed the heterogeneity in Jihadi alliances, the question of why inter-Jihadi ties are completely absent or tenuous at times is under-theorized in the literature. This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. Risk assessment (RA) concerns a country’s long­-term structural conditions (regime type, state-led discrimination, etc.) that determine overall risk for atrocities. Early warning (EW) focuses on short/midterm dynamics that can serve as triggers. The article evaluates contemporary RA and EW forecast modeling, and asks: How well can we predict mass atrocities and genocide? What are the strengths and limitations to current predictive modeling? During the months leading up to the Rwandan genocide of 1994, cognitive biases obstructed the capacity of U.S. government analysts and policymakers to anticipate mass violence against the country’s Tutsi minority. Drawing on recently declassified U.S. government documents and on interviews with key current and former officials, this essay shows that most U.S. government reporting on Rwanda before April 1994 utilized a faulty cognitive frame that failed to differentiate between threats of civil war and genocide. Because U.S. officials framed the crisis in Rwanda as a potential civil war, they underestimated the virulence of the threat to Tutsi civilians and …

There is considerable agreement amongst scholars and international actors that ideologies and speech play a critical role in the path of escalation towards mass atrocity crimes.
