This review essay examines Stephen Kotkin’s account of Stalin’s leadership, Soviet foreign policy, and military strategy during the increasingly dangerous international environment of the 1930s and the approach of war in 1941. It focuses on three problems of particular relevance to international relations and military and diplomatic history: Stalin’s difficulty in balancing against Nazi Germany through alliances with the Western democracies; the Soviet turn toward internal balancing through military modernization and defense preparations; and the political-military failures that contributed to the catastrophe of 1941. The review assesses Stalin’s perceptions of external threats, his extensive involvement in military-industrial development, the consequences …

This paper is designed to expose vulnerabilities within the US electoral system, the use of cyberspace to exploit weaknesses within the information assurance strategies of the democratic and republican party organizations, and deficiencies within the social media communications and voting machine exploits. Over many generations, humans have developed many perspectives and practices regarding the best ways to recognize and address what they perceive to be dangerous. Stories are used to help shape and narrate perceptions about the world, and they serve to pass on vital information that impacts how a society responds to threats and vulnerabilities. These narratives of danger and security are subjective to the experiences and political intentions of society, and therefore in many ways are partial and biased in their assessments and policies. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. The United Nations is ill-equipped to prevent, much less end, intrastate conflicts. Today’s conflicts and an explosive mix of other interrelated causes—including violence, famine, extreme poverty, climate-related disasters and political oppression—have led to a global migration and population-displacement crisis. This article examines the intersection of conflict and migration. It presents the data on migrants, refugees, and internally displaced persons (IDPs) and exposes the rise of extreme nationalist tendencies in the West—in particular, Europe, where several measures to stem the flow of refugees have been imposed. The article concludes with a warning about global poverty and marginalization—a prescription for violent conflict …

Dramatic shifts in climate have generated a new form of global displacement. These ‘climate migrants’ challenge the notion of state sovereignty by introducing a new paradigm for global responsibility. I seek to address this emerging demand of sovereignty by outlining the normative mechanisms of state institutions when encountering displaced persons. The extreme cases of disappearing island nations creates stateless population incompatible with standard liberal values of humanitarianism and border security. My claim is that current normative institutions and principles of assistance to migrating people are insufficient to manage the international crisis of climate change. To be able to aid migrants …

On March 18, 1967, the Torrey Canyon, an oil tanker flying the flag of Liberia and carrying thirty million gallons of crude oil, smashed onto rocks off the coast of the United Kingdom. The oil spill metastasized into an environmental catastrophe, and this event became the first major environmental disaster of the electronic media age. As a direct result of the Torrey Canyon catastrophe, two treaties were signed in November 1969, at a conference in Brussels sponsored by the Intergovernmental Maritime Consultative Organization (IMCO), a United Nations Specialized Agency. Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. As countries embrace innovative technologies, thus increasing the speed of interstate communication, the overall nature of interactions between states is changing. Consequently, core diplomatic structures are shifting from the private realm to the public sphere. I argue that Information Communication Technology (ICT) is the major agent of this shift. Less distance between electorates and diplomatic agents due to ICT allows the public to more directly influence international diplomacy. Why has cybered conflict disrupted the security of the most developed nations? A foreign adversary contemplating an attack on a developed nation's heartland certainly faces multiple state-run military-grade lines of defense on land, sea and air. A foreign adversary launching a direct cyber-attack on a non-military homeland target will meet none. Armed forces do not shield a society from cyber-attacks originated by foreign adversaries, no longer provide a buffer between the enemy and homeland, nor can they identify the attacker after an attack occurred.

The geopolitical maneuverability held by the Russian Federation has been considered to be intrinsically connected to the prices of hydrocarbons, as roughly half of the government’s budget derives from hydrocarbon revenues. The year 2008, with oil prices flitting above $150 per barrel, was a particular boon for the Kremlin and its international significance- incidentally, 2008 also oversaw the Russo-Georgian war and the start of that now-frozen conflict. This paper will examine the presence of just war theory in the rhetoric and actions of U.S. leaders and policymakers. I look at Afghanistan to highlight the United States' misuse of just war doctrine, which led to highly destructive consequences. I then look at Syria and how just war language is already being used to justify a potential intervention in the state. The Boko Haram insurgency in Nigeria was the world’s deadliest terrorist group of 2014, second deadliest in 2015, and is one of the most perplexing terrorist groups to arise in the past 50 years. This study sought to identify how Boko Haram rose to power in Nigeria, and found the following factors to be explanatory: Nigeria’s weak state capacity stemming from colonialism and poor post-colonial governance, the politicization of religion, and Boko Haram’s relationship with other terrorist organizations such as Al-Shabab, Al-Qaeda, and Daesh. The end of the Cold War brought many changes to the international system, including a rise in intrastate armed conflict and violence against civilians. Consequently, the international community performed increasingly complex and multidimensional peace support operations, and peacebuilding advanced onto the international agenda during the 1990s. Despite the increased attention on peacebuilding in recent decades, most operations have been relatively unsuccessful, and local and international actors continue to struggle with how to implement effective policies to rebuild post-conflict states. This thesis is an attempt to resurrect the strategic and philosophical thinking of Henry Kissinger in order to unlock the Iranian-American impasse. Encounters between the two countries have been in a state of deadlock since the 1979 Iranian Revolution, though its genesis dates back, at least, to the American-sponsored coup d’état of 1953. Within the American foreign policy establishment, no one looms larger than Dr. Kissinger: his contributions intersect the two worlds of academic diplomatic history and statecraft at the highest levels of international relations. Over the course of a century, revolutionary movements have emerged every few years across the region of Central America, movements that fought for overturning dictatorships and confronting socio-economic inequalities. Women experience higher levels of poverty, human rights violations and discrimination due to gender inequalities. Representing 30% of the FMLN guerrilla army, women in El Salvador took a quantum leap into one of the most horrific and violent armed conflicts in the history of the country (Montgomery 123). Iranian proxy groups in the Middle East pose a continuing challenge to stability, American interests, and peaceful self-governance in the region. From a strategic standpoint, Iran’s innovative use of proxy groups to pursue their political and military interests has proven difficult to understand and respond to within a comprehensive framework. In this thesis the status and feasibility of the two-state solution, the primary and most widely-accepted potential resolution to the Israeli-Palestinian conflict will be analyzed. It considers aspects such as physical challenges (geography and topography of the land), regressive and damaging actions to the peace process by Israelis and Palestinians, and the newly developing changes in regional alliances and interests in the Middle East. The 2013 Noble Peace Prize was awarded to the Organization for the Prohibition of Chemical Weapons, the same year that events in the Syrian Civil War made clear the difficulties of implementing global disarmament and the imperative for doing so. In relation to this situation, my thesis asks if arms control and disarmament reduce conflict and tensions between states. Attempts at chemical weapons disarmament have been relatively successful but global disarmament faces major obstacles that will be difficult to overcome. For many who experienced it directly or indirectly, 9/11 marked a dramatic shift as the United States processed the attacks and went from a country at peace to a country at war. Though the attacks themselves were geographically targeted, 9/11 was a nationally traumatic event and resulted in the formation of a collective memory and national narrative across the country.
