A recent Associated Press news story by Bernard Gavzer makes a startling, frightening comparison between the conditions which marked the lives of people in minority communities in this country during the 1960's, and the conditions which affect their lives today.

"As bad as things were then. . . they are worse now. Jobs, police, hostility, housing, schools, welfare, medical care. Bad. And a change, too, in many people. Despair, isolation, a notion that the color of evil is white."

Fred Hampton, Illinois chairman of the Black Panther Party, is dead. So is Panther Mark Clark.

State's Attorney Edwin Hanrahan in a TV interview commended the officers who "bravely and with restraint" participated in the pre-dawn raid on Thursday December 4, when the shoot-out occurred.

Many in Chicago's black community and many whites are convinced that Hanrahan's men murdered Hampton as he slept.

Most historical writings on the subject of Louisville have treated its social, political, and economic development, but few have even touched on its municipal government. The purpose of this study is to record the history of the governmental structure of the city of Louisville from 1780 until 1870. It is concerned primarily with the type of government, the sources and extent of its power, and its legislative history. When I first undertook to write a thesis upon this subject I thought that, since the Greeks were noted for their politics, there would be material aplenty upon the subject of ancient law but I was destined to disappointment. After some study I found that most of the books upon the subject were founded chiefly upon the ancient classics and not upon proven facts. Bearing this thought in mind I set out to discover just how ancient criminal law did evolve and my discoveries are set out in the following pages.
