Within the last few years, the growing realization that an effective flood control program must include non-structural measures (land use management and flood proofing) has resulted in Presidential Executive Order 11296 requiring Federal agencies to seek the optimum combination of structural and non-structural measures for flood control. The requirement has created a dilemma. No methodology is available for systematic evaluation of alternative combinations of structural and non-structural measures. Prospective procedures are too time consuming to be feasible under current financial and manpower limitations.
The only way out is to perform much of the planning process by digital computer. With this …

Problems Of Pollution: Benefits, Risks And Regulations, Richard E. Pogue, Dean E. Abrahamson

The growing concern of the scientific community and informed segments of the public about the proliferation of untested nuclear power plants demands further evaluation of their environmental impact before irrevocable decisions are mode. This paper considers the problem of low-level radioactive wastes controllable at the source. A brief background is given of the governmental agencies concerned with radiation monitoring and protection. The underlying philosophy behind radiation protection and the guidelines for putting this philosophy into practice are considered. The risk implicit in these guidelines is assessed in terms of the expected increased incidence of specific injuries to human populations.

The importance of temperature as an environmental factor has long been recognized by the ecologist, and its special impact upon the aquatic ecosystem has been of interest to aquatic biologists since they first began to observe interactions between living things and the physical environment. Interest in water temperatures as an environmental factor has recently become more widespread; and one aspect of the phenomenon, namely "thermal pollution," has attracted special attention.

A combination of several economic factors, together with growing concern about air pollution associated with conventional, fossil-fuel electric generating facilities, hos contributed to the increase in size and number of nuclear-powered plants. Although these nuclear plants are "clean" from the standpoint of conventional air pollutants, they must dispose of thermal and radioactive wastes. This paper outlines the sources and quantities of these wastes, based on technical data for the boiling-water reactor proposed for Monticello, Minnesota.

The purpose of this study was to develop adequate guidelines whereby those interested in flood control planning would be able to apply a pair of digital computer programs known as the University of Kentucky Flood Control Planning Programs to ease the computational burden of evaluating specific flood control situations. Program II determines the economically optimum combination of channel improvement, land use restriction, and flood proofing for flood damage abatement. Program III also incorporates reservoir storage into the planning process. Seven Streams in the Black Hill of South Dakota were surveyed to determine the influence of suspected sources of pollution on these streams. The sources of pollution included both sewage treatment plant effluents and mining wastes. A comparison of the benthic fauna community below a pollution source to that above it was the primary basis for evaluating the effect of the pollution source on the stream. The results of the benthic fauna samples indicated that the streams surveyed were being polluted. The degree of pollution of each stream was also indicated by these results. Physical, chemical, and biological aspects of 45 lakes in South Dakota were studied from July 1965 to July 1967. Maximum water temperature at the surface reached 28 C. Most of the lakes studied exhibited continuous circulation except when ice covered. Thermocline formation was observed in six of the lakes. Light transmission was influenced by turbidity, and varied greatly within individual lakes and among lakes. Dissolved oxygen concentrations ranged from near saturation to less than the recommended minimum for fish life. All likes studied were basic ranging from a pH of 7.1 to 11.3. An understanding of the fishes and limnology of a river is essential to the effective management of the river. The climate, soils, and agricultural practices in eastern South Dakota create unusual characteristics in rivers draining that area. One of the principal rivers of the area is the Big Sioux River. Fishes of this river were first studied about 1900 by Meek and by Everman and Cox (Bailey and Allum, 1962). A later survey by Churchill and Over (1933) apparently included the Big Sioux River, but collection data were inadequate for detailed comparisons. Since that time collections of fishes were made …

In 1966 Kentucky enacted a water use regulation statute which makes :important modifications in the common law doctrine of riparian rights by authorizing the state to grant permits for the use of water. The permit system is primarily designed to allow the state to gather the information necessary to conduct long range planning studies. However, the permit system can also be used to apportion water among competing users. Ecology and behavior of breeding blue-winged teal (Anas discors) were studied in northeastern Day County, South Dakota in 1965 and 1966. Breeding pair use of the wetland habitat and importance of Type 1 ponds in the wetland complex were evaluated. Pair densities of 30.7 and 33.0 per square mile in 1965 and 1966, respectively, were above the 16-year average from 1950-66 and near maximum. Blue-winged teal comprised 46.7 percent of the waterfowl breeding population in 1965 and 51.7 percent in 1966. Number of water areas per square mile through mid-spring 1965 was comparable to the average for the 16-year period …

Urban land uses are rapidly converting open land into intensively used land. Generally, in planning those uses, a comprehensive study has included everything except an evaluation of the land in three dimensions. Geologists are eminently well equipped to supply the missing data, but they must also be aware of the needs of the urban community and the kinds of information needed by planners if they are to write reports usable by planners. Urban and environmental geology is a newly expanding field in the use of geologic data to help solve some urban problems in the planning stage. It is likely …

The purpose of this study was to investigate some of the properties of pesticides as they exist in water, and to determine the effectiveness of several water treatment processes in the removal of pesticides from water. Among the pesticides investigated were malathion, DDT, aldrin, dieldrin, captan, benzene hexachloride (BHC), 2,4-D, and 2,4,5-T. The water treatment processes included aeration, chemical coagulation, adsorption on activated carbons and clays, and foam separation.
The removal of pesticides from water by aeration was found to be significant. Dieldrin was removed almost 100 percent, while aldrin, DDT, and BHC were removed to a lesser extent. 2, …

This report presents Lake Mead Water quality data obtained from 1964 to 1966. The effect of filling Lake Powell on the water quality of Lake Mead is evaluated. General limnological principles and the present limnology of Lake Mead are discussed. Lake Mead has a warm monomictic annual temperature cycle characterized by summer stratification, fall overturn leading into a continuous circulation throughout the winter; temperatures never fall below 39 deg F (4 deg C). During stratification, lower dissolved oxygen values were recorded in the thermocline than in the epilimnion and hypolimnion. Mineral content increases from the upper to the lower end …

This report presents the results of definite plan studies of the Southern Nevada Water Project in Clark County, southeastern Nevada. Construction of this project was authorized under Public Law 89-292 dated October 22, 1965. Authorization of the Southern Nevada Water Project was based on a project plan outlined in the feasibility report of August 1963 as supplemented in April 1965. The definite plan studies have confirmed the general project plan of the 1963 report as supplemented but some important modifications are now contemplated as explained in Part IV.
The project will be constructed in three stages. Stage development is desirable …

This study explores the fresh water and hydroelectricity resources of the City of Tacoma, Washington. The history and development of the water supply and hydroelectric facilities is examined. One can see that the development of the water resources has been directly affected by the growth in population and industry and that the nearness to the city of development sites has been an aid in this development. With the amount of water available at present and the increase in hydro-electric facilities during this decade, the future outlook for Tacoma in the field of water resources seems bright.

Aircraft might soon become an important tool for baiting ground squirrels (Citellus beecheyi beecheyi and C. b. fisheri) on California rangeland. Until recently, almost all squirrel control has been conducted by the hand-baiting method, with grain bait scattered from horseback in spoon-size amounts near squirrel burrows. Ground squirrels are considered a major pest of rangeland in many parts of the West. They not only compete with livestock for forage but also are responsible for substantial losses to cereal and other crops. Vertebrate pest control is recognized and sanctioned as a legitimate function of county government in California, not only by statute but also by a century of tradition. This is an anomaly. Ordinarily, regulatory agricultural pest control programs are part of our plant quarantine system, undertaken against newly introduced pests or those which are not of common occurrence. Programs against vertebrate pests, on the other hand, are carried on where the species involved are common, usually are abundant and often are indigenous. The reason for this lies buried in a bit of history that is very pertinent to my subject.
