The growth of the chemical industry over the past 30 years has contributed significantly to the increased volume of hazardous cargo transported by ocean vessel. The properties of some chemicals in commerce, particularly intermediate products, are such that their movement represents a risk to society in terms of environmental damage, bodily injury, and carcinogenic effects that may not surface for years. This study traces the development of the ocean chemical transportation system with emphasis on the technology, management and regulatory regime that has evolved to control these risks. Having successfully initiated and developed the legal aspects of the Exclusive Economic Zone (EEZ) the challenge which now arises for the developing coastal nations is to implement an ocean management system to more fully realize the potential benefits of extended jurisdiction. This study discusses the needs and problems developing nations may encounter in developing such a management system and also considers the ways and means to meet these needs and overcome these problems. This paper examines the international and Federal efforts to enhance safety at sea and the protection of the marine environment through the development of standards to improve the training and strengthen the professional qualifications of seafarers. Special regard is made to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, signed by the United States in 1979, and to the proposed amendments to the Federal regulations for licensing U. S. maritime personnel which will bring the U. S. licensing scheme in general conformance with that Convention. This research should lessen resistance to U. S. ratification of …

The use of organophosphorus and carbamate pesticides has increased markedly during the past two decades. Currently, more than 100 different organophosphorus and carbamate chemicals are registered as the active ingredients in thousands of different pesticide products in the United States. More than 160 million acre-treatments of these pesticides are estimated to be applied to agricultural crops and forests each year. Clearly, these two groups of chemicals constitute a major portion of all pesticides used today. Organophosphorus and carbamate compounds have histories dating back long before their use as pesticides. Carbamates were developed during investigation of "ordeal" poisons used in Africa …

The inventory and condition survey of rangelands in the Carnarvon Basin, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 1980 and 1982, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. It also assessed the impact of pastoralism and made land management recommendations. The area surveyed covers …

DDT may no longer be applied to broadacre crops grown in Western Australia. It is being replaced by other more effective chemicals and with new methods of pest control. DDT was the most effective chemical for the control of several major broadacre pests in this State and farmers may well wonder why this change was necessary and how they will manage without DDT.

The Department of Agriculture established 121 trials in its Narrogin advisory district starting in 1972 to measure the effect of bulldozer and grader built seepage interceptor banks and drains on the topsoil salinity of the land downslope of them.
After 14 years of moniterin, there was no evidence that seepage interceptor drains and banks reduced the top soil salinity on 10 of the 11 sites in the Pingelly, Brookton and Wickepin Shires.

When the Tampa Bay Regional Planning Council created the Agency on Bay Management, it charged the group with preparing an annual status of the condition of Tampa Bay, the state's largest open water estuary. Therefore, pursuant to the adopted rules of the Council's Agency on Bay Management, this document is the first State of Tampa Bay report. This report includes a discussion of the history of the Agency, an evaluation of how well the bay is doing environmentally and recommendations about what needs to be done in the work program aimed at improving Tampa Bay.

The humble woodchip, widwly used as a soil mulch in Western Australian gardens, is set tto take a new role as a dust inhibito in assembly yards used to hold live sheep for export.
Research by the Department of Agriculture's Soil Conservation Service Branch has shown that, of the materials tested, woodchips were the most effective in preventing dust being generated. Wind speeds had to approach a "near gale" before dust developedfrom the protected soil.
The use of woodchips, therefore, provides a practical alternative to stabalising the soil and preventing an environmental problem associated with one of the State's valuable …

This issue of SEEDS focuses on ways in which women have been involved in a government forest conservation and restoration program in Nepal. As is common with many large-scale projects with a general impact, women were not a direct focus of the project's original design. As activities got underway, however, both the Nepali staff and their expatriate colleagues quickly realized that the direct involvement of women was crucial to the success of the project's participatory strategy. Heifers and first calvers present the major problems of the beef breeding herd. Reproduction rates, calf growth and survival of first calvers are generally much poorer than those of adult breeders.
Early successful reproductive performance is important in beef herds because of the high overhead cost of keeping breeding beef heifers or cows, Where possible, beef producers should aim to join heifers at 14 to 15 months of age. To achieve this goal, producers should set production targets for those animals. These targets will differ from farm to farm depending on when calves are turned off and the seasonal feed …

Fire has been used inconsistently to manage native and tame grasslands in the Northern Great Plains (NGP) of the north-central U.S. and south-central Canada, particularly the grasslands found in prairies, plains, agricultural land retirement programs, and moist soil sites. This has happened for three primary reasons: (1) the reduction of American Indian use of fire after 1875, (2) fire suppression and land use changes that put increasingly more acres under annual tillage since about the same time, and (3) a growing resistance to the use of fire since about 1940, largely due to media overemphasis of its harmful effects (e.g., …

The behavior of red-winged blackbirds {Agelaius phoemcei/s), common grackles (Quiscalus quiscula), brown-headed cowbirds (Molothrus ater), and juvenile European starlings (Sturnus vulgaris) feeding on ears of corn was studied in an aviary. The species differed significantly in their propensity to attack (penetrate the husk and feed on kernels) ears of corn. Redwings and starlings were more active attackers than grackles and cowbirds. Female redwings were generally more active attackers than males, but less efficient at opening husks and damaging ears. Redwings and starlings used primarily the gaping technique to penetrate husks and expose kernels. Redwings more commonly penetrated the side of …

This thesis sets out to determine possible links between the depleting water resources in Israel and the country’s hegemony over the water-rich area of south Lebanon. The early Zionist and later Israeli leaders have coveted the Litani river of Lebanon, to which Israel has had access since 1978. Israel’s replenishable water stock is being fully utilized. This fact is the basis of the theoretical motif of the thesis, namely the state conflict induced by resource scarcity. Thus conflict theory is discussed and a model of conflict process is derived.

Hazardous waste management has recently become an issue of great concern for governments in industrialized countries. In spite of this, no one country has established a successful framework which guarantees the safe handling and disposal of hazardous wastes. The ideal system would generate no hazardous wastes in the first place but this, of course, is wishful thinking for highly industrialized societies. The next best or “preferred” solution is a system which emphasized reduction and recycling of hazardous wastes. Engineering Treatment Of Hazardous Wastewaters Utilizing Dye-Sensitized Photooxidation, Betty-Ann Naeger, R. Ryan Dupont, William M. Moore

Studies were conducted to determine the applicability of photooxidation for the degradation of selected hazardous and refractory organic compounds. These photochemical oxidation reactions occur through the transfer of energy from electronically excited sensitizer molecules which attain excited states by absorbing visible light energy. Optimum conditions for photooxidation were established based on sensitizer concentration and reaction pH for four polynuclear aromatic pollutants. The rate of photooxidation was found to be independent of the initial substrate concentration for methylene blue-sensitized reactions, and dependent on substrate concentration for solutions without a sensitizing dye. Photolysis of substrate mixtures established acridine and anthracene as photochemically …

Accounts of oil on the seas due to natural seepages appeared in Europe in the sixteenth century on the return of Spanish and Portuguese ships from voyages to the Americas.
