Executive Summary: Many pathways exist for transportation agencies and other public and private agencies to become responsible for sites contaminated by hazardous wastes. As a reult, agencies frequently face a multitude of lega, regulatory, financial, technical, and health risk problems. When transportation agencies become involved in the remediation of hazardous waste sites, the common practice is to hire consultants and contractors for the clean up process. Because the field of hazardous waste site remediation is changing so rapidly, agency personnel evaluating the consultant's recommendations need to ahve access to the most recent regulatory and remediation information. Two color-image segmentation methods are described. The first is based on a spherical coordinate transform of original RGB data. The second is based on a mathematically optimal transform, the principal components transform (also known as eigenvector, discrete Karhunen-Loeve, or Hotelling transform). These algorithms are applied to the extraction from skin tumor images of various features such as tumor border, crust, hair scale, shiny areas, and ulcer. Numerous digital-based sensor systems have been demonstrated on intelligent vehicles but only the most rudimentary experiments have been attempted with analog VLSI chips in real-world environments. The most significant factor in the choice between analog and digital approaches to sensory processing in intelligent vehicles will be the cost of mass production. When the abdomen is compressed manually in counterpoint to the rhythm of chest compression, in the performance of interposed abdominal compression-CPR, artificial circulation is approximately doubled in animal experiments and in electronic models of the circulatory system. These studies suggest that external manual compression of the abdominal aorta acts like an intra-aortic balloon pump to increase aortic pressure, whereas external manual compression of the abdominal veins acts to prime the right heart and pulmonary vessels before the next chest compression. Benign prostate hyperplasia (BPH) is a condition in older men in which the mass of tissue in the prostate gland gradually increases over the course of many years, ultimately leading to urinary outflow obstruction. Current treatment of this condition is to surgically remove the obstructing tissue. One novel alternative therapy being studied is transurethral thermocoagulation of excessive prostatic mass. In this approach, a heat emitting catheter is placed in the prostatic urethra, and the intraprostatic segment of the catheter is heated to temperatures above 60 oC for one hour. Edible films were produced from wheat gluten-based film-forming solutions. One film was produced as a control. Other types came from subjecting control films to three different soaking treatments. Three additional films were also produced by modifying the control film-forming solution. For all films, selected physical properties and permeability to water vapor and oxygen were measured. Comparisons indicated possible ways to improve the control film. All films were good oxygen barriers but limited water vapor barriers. Films containing hydrolyzed keratin had lower oxygen permeability (83%) and lower water vapor permeability (23%). Films containing mineral oil had lower water vapor permeability (25%). …

Development of water erοsiοn and surface water quality control practices requires information concerning the hydraulic characteristics of upland areas. The relatively small flow rates normally found within rills make measurement of hydraulic parameters difficult. Chemical tracing procedures, originally developed for stream and river systems, have been successfully used to measure rill flow properties. A chemical tracer of known concentration is added to the rill and by knowing the degree of dilutiοn at a downstream sampling point, flow rate can be calculated. This manual describes an interactive computer model, CANOl. CANOl is a decision support tool designed to aid in on-farm pesticides and irrigation management. CANOl simulates downward chemical movement through the soil in response to different irrigation practices. CANOl estimates the relative amount of a non-polar organic chemical which remains in the soil profile by the time it reaches a specified depth. Future releases of CANOl will involve the management of different types of chemicals. CANOl is also able to delineate the wellhead protection areas for domestic wells. In this chapter, we discuss a commonly-used volume balance approach for simulating the movement of water through the root zone. We then show how this approach can be coupled with pesticide leaching prediction. Finally we show how information about irrigation system design can be used with the previous processes. The purpose of this study was to investigate whether there are common characteristics associated with 226 Hispanic, African American, and White engineering students who persist at predominantly White colleges and universities. A personality profile of minority and non-minority engineering students was developed. Information regarding factors influencing choice of major, university, study, work and extracurricular involvement, possible reasons for withdrawal from college, awareness and satisfaction with student support services and selected academic courses was also compiled. Components of Minority Engineering Programs (MEPs) which are most used or valued by minority engineering students were identified.

Transgenic pigs were generated that produced human protein C in their milk at up to 1 g/liter. The gene construct was a fusion gene consisting of the cDNA for human protein C inserted into the first exon of the mouse whey acidic protein gene. These results demonstrate that the mouse whey acidic protein gene contains regulatory elements that can direct cDNA expression at high levels in the pig mammary gland. Recombinant human protein C that was produced at about 380 pg/ml per hr in transgenic pig milk possessed anticoagulant activity that was equivalent to that of protein C derived from …

The multiresolution analysis (MRA) developed by Mallat and Meyer and further discussed by Daubechies is a useful tool in the analysis of sampled signals such as images and speech. This thesis develops the theory and implementation of a rational-resolution analysis (RRA) as an extension of the dyadic MRA for arbitrary rational dilation factors. We present a method to calculate families of compactly-supported scaling functions and wavelets based on arbitrary integer dilation factors and provide examples. The perfect- reconstruction properties of the RRA are discussed and it is demonstrated that the compactly-supported scaling functions and wavelets do not yield perfect- reconstruction. …

This research investigates the utility of the Hopfield and Kohonen artificial neural networks to the traveling salesman optimization problem. A third, non-neural-network technique (the Christofides Algorithm - a competitive, bounded-solution operations research technique) is also investigated for comparison to the artificial neural network solutions. An eight and forty-two city distribution are chosen for comparison of the solutions.

We applied two first-order, linear, time-varying, differential equations to the task of segmenting motion from sequences of images. The equations are modified Grossberg formulas for long-term and short-term memory models characterizing the neurotransmitter and cell-activity levels of a synapse and neuron. We described how a two layered, sensory, neural network can be built using the equations to simulate the amacrine neurons of the retina. The model is defined using adaptive input nodes (adaptive model) and is compared to a similar model without these nodes (O and G model). This study investigated classification of 30 radar emitters with 16 signal features using Intel's 80170NX chip, the Electronically Trainable Analog Neural Network (ETANN). Software tools were developed to characterize the ETANN sigmoidal transfer function for use in a custom simulator, known as Neural Graphics. Neural Graphics operates on a Silicon Graphics workstation. The Intel Neural Network Training System simulators were used in early experiments, but were found to be inefficient in training on data used in this research. Using a modified Neural Graphics simulator, single chip and multi-chip experiments were performed to provide benchmark results prior to performing chip-in-loop training. …
