One needs but to review the history of the irrigated projects of the West to see clearly the importance of drainage. Since the passing of the Reclamation Act in 1902, the construction of drainage work by the United States Reclamation Service on seventeen projects located in thirteen western states represents about 12 percent of the expenditures from the Reclamation Fund. The Nebraska Tractor Law, which became effective July 15, 1919, was enacted to encourage the manufacture and sale of improved types of tractors and to contribute to a more successful use of the tractor for farming. It was thought that the best method of accomplishing these objects would be to require a tractor of each model sold in the State to be tested at the State University and to have the results of these tests made public.
