A spike encoder forms the interface between sampled data, such as image data or a sensor signal, and a spiking neural network by converting numerical input samples into discrete spike events. Unlike conventional artificial neural networks, spiking neural networks use spare, even-driven computation instead of continuous-valued activations. This makes them attractive for low-power embedded systems, biomedical electronics, and other edge applications where energy consumption, physical area, and thermal limits are important design constraints.

Kentucky Transportation Cabinet (KYTC) sign and signal crews have expressed multiple concerns related to compensation, expertise, and having the financial and personnel resources needed to help the agency comply with Manual on Uniform Traffic Control Devices (MUTCD) guidelines while continuing to perform routine job duties. Internal reorganizations and personnel changes have reduced staffing and budgets available to underwrite the activities of sign and signal crews even as workloads have remained steady or increased. To document the challenges facing sign and signal crews and associated engineering staff, Kentucky Transportation Center (KTC) researchers administered a statewide survey. Hispanic workers make up a large and growing portion of the construction workforce in the United States; particularly in California, the percentage of construction workers who are Hispanic is estimated to be about 55% as of 2021 (Elkins). Many of these workers are Spanish-speaking, yet there is still a gap between technical engineering design and what is understood and applied in the field. One major reason for this gap is the lack of clear bilingual resources. This study evaluates whether centralized Greek housing near Cal Poly could serve as a long-term planning solution for reducing neighborhood conflict, improving student housing opportunities, and creating a more organized environment for fraternity and sorority life. The research was developed in response to ongoing concerns in San Luis Obispo involving student housing pressure, fraternity activity in residential neighborhoods, and code enforcement challenges. The California Boulevard railroad underpass in San Luis Obispo has served as an informal pedestrian route for Cal Poly students since pedestrian access across the adjacent railroad tracks was restricted in 2009. Despite its frequent use, the underpass presents challenges related to lighting, drainage, surface conditions, and seasonal flooding that affect safety and accessibility. Previous studies documented these concerns and proposed improvement concepts; however, no significant physical improvements have been implemented. Securing interconnected software systems requires more than layering existing frameworks on top of each other. Most current Secure Software and System Development Lifecycle (S-SDLC) models treat security as a phase rather than a design condition, leaving real gaps in governance, access control, and automated enforcement that become critical failure points in Internet of Things (IoT) environments where devices are resource-constrained, long-lived, and frequently insecure by default.

Global Navigation Satellite Systems (GNSS) provide the majority of critical positioning, navigation, and timing (PNT) services for civilian, commercial, and military applications. However, GNSS is vulnerable to service denial from spoofing and jamming from adversaries and environmental obstruction. These vulnerabilities highlight the need for resilient Alternative PNT (APNT) methods. This dissertation investigates APNT frameworks operating in GNSS denied environments. We develop coalition formation and matching theoretic models that allow users APNT services from anchor nodes under resource constraints and in adversarial or emergency conditions. This project aims to make the case for city improvements in Madisonville, Kentucky by using successful strategies implemented by other cities across the region. These strategies include sidewalk improvements, the installation of roundabouts and parking garages, increased walkability and beautification, and a restructuring of the types of cars predominantly used in the area. The strategies would be implemented from least expensive to most expensive, and in a way that gets the communities involved as much as possible. By using these strategies, Madisonville can better prepare itself for a more sustainable future.

The coordination between Unmanned Aerial Vehicles (UAVs) and Unmanned Ground Vehicles (UGVs) holds significant potential for completing complex tasks such as disaster response and construction surveillance by leveraging the strengths of aerial flight and stable on-ground transportation. Unfortunately, coordination between UAVs and UGVs is extremely complex and task-dependent, leading to limited understanding of autonomous collaboration. A new geotechnical stability analysis method has been implemented for a CCR surface impoundment to aid in design for temporary cut slopes and final closure grades. Conditions have come to light after significant tailings dam failures occurred across the globe, specifically those exhibiting flow failures (i.e. failures in which tailings behave a liquid and flow out of the facility). Coal combustion residuals (CCR) present one of the most significant waste management challenges in the United States. Illinois hosts 72 coal ash impoundments at 23 facilities across 22 counties. In 2019, the state enacted Public Act 101 0171 (Coal Ash Pollution Prevention Act), followed by Illinois Administrative Code Title 35, Part 845, establishing CCR surface impoundment standards. Even with federal and state requirements, significant gaps remain in identifying management options and site-specific risks. Transportation systems are increasingly dependent on digital technologies, networked communications, and cyber-physical integration, making cybersecurity an important issue for operational continuity, resilience, and safety. Although cybersecurity risks in transportation are widely recognized, much of the existing research remains mode-specific and lacks a standardized quantitative framework for comparing risk across transportation systems. This study develops a quantitative, incident-based approach for assessing cybersecurity risk variability across four major transportation modes: Aviation, Maritime, Rail, and Road. Aging underground infrastructure poses significant risks to public health and environmental safety, yet structural condition assessment remains bottlenecked by labor-intensive manual CCTV inspections. This thesis proposes a comprehensive algorithmic framework enabling fully autonomous, real-time deficiency detection, geometric assessment, and natural language reporting on resource- constrained edge computing platforms. Three core components address this challenge. In recent years there has been an increasing number of cyberattacks on public water generation and distribution systems. Advanced persistent attackers could usurp sensors and control systems to contaminate public drinking water. In order to conceal their malicious activity, they can manipulate sensor data flows to give the appearance of normal activity. The compromised sensors would report normal chemical levels even though unsafe water is entering the distribution system. In response, this research proposes a multi-sensor, cross-comparison approach to anomaly detection. Major seismic events along the Wasatch Fault represent a serious threat to Utah's residents and built environment. Engineers currently rely on a statistical approach that calculates earthquake ground shaking based on probabilities of various events occurring over extended time periods. This method informs how strong new buildings must be constructed. However, many structural engineering professionals in Utah worry that this probability-based approach may significantly underestimate the actual ground shaking compared to an alternative method that examines the largest possible earthquake a fault can generate. Speed safety cameras (SSCs) are a recognized countermeasure for targeting speeding-related crashes, injuries, and fatalities. SSCs have been introduced in various cities and are steadily expanding in use both in the U.S. and internationally. The extensive literature review of domestic and international documents and research papers reveals that the U.S. has been comparatively slow to adopt SSCs, with some other countries implementing these systems more extensively and earlier. Temporary Flight Restrictions (TFRs) are temporary airspace limitations issued to protect sensitive operations, events, and public safety within the United States and Territories National Airspace System (NAS). Despite widespread dissemination of TFR information, violations continue to occur. This study examined the relationship between the monthly number of active TFRs, total aircraft operations, and TFR violations from 2017 to 2021. A quantitative, non-experimental correlational design was used to analyze publicly available Federal Aviation Administration datasets, including TFR records and incident reports from the Aviation Safety Reporting System (ASRS). Speed management is central to reducing fatal and serious injury crashes. The Safe System Approach, an emerging roadway safety paradigm in the United States, recognizes human error and vulnerability and focuses on minimizing crash severity through coordinated policy, design, and operational strategies. Urban populations continue to rise and the frequency that pedestrians are exposed to vehicular traffic continues to increase. The result is an increase in automobile versus pedestrian collisions. This study aims to determine the efficacy of pedestrian bridges in reducing the rates of automobile-pedestrian collisions. Data for all automobile versus pedestrian collisions and injuries from July of 1997 through December of 2023 at four distinct intersections along Las Vegas Boulevard were retrieved from the Nevada Department of Transportation. The National Water Model (NWM) provides operational streamflow forecasts for 2.7 million stream reaches across the continental United States, yet technical barriers prevent widespread public access to this hydrological infrastructure. This paper presents RIVR (River Information Visualization and Risk), a cross-platform mobile application that transforms National Water Model forecasts into an accessible interface for non-technical users. Effective incident management is a cornerstone of transportation system performance, influencing roadway clearance times (RCTs) and the risk of secondary crashes. This study investigated how towing regulations involving large commercial vehicle crashes and jurisdictional variations affect the management of large-vehicle crashes, focusing on the relationship between regulatory frameworks, incident duration, and secondary crash occurrence with the state of Tennessee as a case study.
