An Optimization Model For Modular Incineration And Transfer Station Location In Municipal Solid Waste Systems, Ali Sajjadian

Retrospective Theses and Dissertations

Facility location models presently available in solid waste management are reviewed. From these models, one is adapted and modified to optimally locate the modular incinerator plants and transfer stations in municipal solid waste systems. The criteria for optimization is developed in terms of minimum total costs of the system. The generation and composition of municipal solid waste at present, and projected estimates into the future, through the year 2000, are also presented. Recommendations are made for the use of modular incinerators and conservation of landfills and use of the optimization model for locating incinerator plants and transfer stations by the …

Collection, storage, and ultimate land disposal of livestock feedlot runoff is becoming a more common practice as a result of increasing state and federal regulations prohibiting uncontrolled discharge of runoff. As a result of chemical, physical, and biological actions during the storage phase, the runoff applied to land from storage is often greatly different from that entering storage directly from the feedlot. This study was designed to observe those changes in the runoff during storage, and to evaluate their effect on land disposal practices. In view of the requirement that the California Energy Resources Conservation and Development Commission must specify land-use/population density control measures to be used in the vicinity of nuclear power plants being granted land use, the possible forms of such measures are examined. Since these measures must maintain population densities below Nuclear Regulatory Commission criteria, if appropriate, NRC criteria for land use and population densities are given particular attention. First the theoretical models of vibration attenuation are reviewed and then measurement techniques are discussed. The techniques of linear-integer programming are applied to the problem of supplying coal to power plants. A heuristic technique for optimizing the supply of coal to power companies is created. The optimization minimizes the purchase, transportation, and demurrage costs of coal subject to power system operations, power plant demands, coal purchase supply, power plant coal handling operations, and transport options. A procedure for calculation and analysis of cost sensitivity of optimal solutions to input data perturbations is presented which utilizes the optimizing technique.

EPA has issued regulations to "prevent the significant deterioration" of air quality. Problems that states may encounter in implementing these regulations are described and an approach that states and utility systems can use to implement the prevention of significant deterioration regulations efficiently is given. The planning method can also be used to ascertain the economic effects of these regulations upon the energy industries in the state in question.

A national shift from the use of virgin raw materials to greater use of recycled raw materials could significantly reduce our nation's energy needs. Local governments are slowly but increasingly establishing solid waste recycling programs, but they are commonly operated as "add ons" to the existing solid waste disposal system rather than being an integral part of it. The result is both energy and monetary waste, and the taxpayers have to pick up the bill. A case study from Rolla, Missouri, quantifies the energy conservation and monetary costs and benefits of a coordinated solid waste disposal-recycling system.

The Clinch River Breeder Reactor Plant (CRBRP) is the nation's first large scale breeder designed to demonstrate the feasibility of producing electricity for commercial consumption. This paper reports on the current status of the CRBRP and its important role in meeting the nation's energy requirements.

An estimate of the energy potentially recoverable from waste oils, solvents, and other hazardous wastes is presented, along with a discussion of some of the technical, environmental, and Institutional barriers to energy recovery. A suggestion is made that electric utility furnaces with their high temperature and reliable operation might be used to safely destroy certain hazardous wastes. Other hazardous wastes may have to be carefully excluded from planned refuse derived fuel projects.

Technically competent personnel are required for the success of future energy programs. To determine this country's educational ability to provide such personnel, a study has been made of the present status and future plans for their education and training. The plans of energy-related governmental, educational, and other organizations have been reviewed, and the uncertainty of objectives, alternative goals, and problems of implementation have been considered. Although the results point to some problem areas, they indicate that the country's educational institutions can provide the manpower for future energy systems once the goals are established. Some conclusions and general recommendations are proposed.

The main intention of this paper will be to demonstrate a practical and proven model for helping those who suffer because of the energy crisis now. It will illustrate with the aid of audio—visuals what is being done for the poor elderly in this area to help them practice energy conservation. Last year, for example, nearly three hundred U.M.R. students directed by a V.I.S.T.A. worker (Volunteers in Service To America) winterized nearly fifty homes. This paper argues that public environmental policy, since 1969, has imposed de facto limits on the growth of America's economy. A plethora of regulations, in response to widespread public resistance to industrial growth, has already circumscribed energy developments to the point of inertia. In particular the Clean Air Standards Act imposed a measure of air pollution and dictated an upper bound on the amount of allowable air pollution in terms of this standard. The APCA Education and Training Committee surveyed air pollution training at colleges and universities in the United States and Canada in 1975. There were 197 full-time faculty teaching air pollution courses at 75 schools. Graduates from these programs are finding meaningful work in both the public and private sector. The development of a model capable of predicting the long term (seasonal) . distribution of water quality constituents within Great Salt Lake was undertaken as a portion of the ongoing Great Salt Lake project at Utah State University. The overall goal of the project is the development of a modeling framework to assist relevant decision making bodies in the comprehensive management of the Great Salt Lake system.
