The social and political implications of the energy crisis, while complex in nature and understanding, seem to urgently proclaim that the time for action is now. This paper is based on the premise that individual responsibility is essential. The people must act. Political decisions must be made. The people must debate what social climates are to be promoted and by what new energy systems. The key to solving the energy crisis is America's people, and particularly with its youth. With people come the potential and of course, the problems. The approach of this paper will be threefold.

Adequate regulation of construction (and operation) of nuclear power plants has become a matter of growing national concern. Published statements by individuals speaking from two viewpoints, those of the regulatory agencies and the nuclear power industry, suggest divergent attitudes. Nineteen statements from these two points of view were evaluated for agreement or disagreement by 38 knowledgeable persons from both industry and government (of 50 solicited in a mail survey). Survey results showed a general appreciation of the need for some level of regulation and also for the possibility of over-regulation. Differences existed within as well as between the two groups, …

On October 26, 1974, the Solar Energy Research Development and Demonstration Act was signed into law authorizing a vigorous federal program of research development and demonstration to establish solar energy as a viable energy resource. Solar heating and cooling of buildings represents a midterm help in an attempt to be less dependent on oil and natural gas. Many other solar programs are underway in the development of solar energy.

Net Energy Analysis has been used to compare coal and nuclear power plants. Net Energy Analysis is a method by which a system is studied in terms of the energy needed to construct and operate every unit or item associated with that system, its effects to the environment and the energy produced by the system. The results of the comparison are expressed as the ratio of the total energy output divided by the total energy input.

The mechanical power press in its application in the metal stamping and forming industry has been misinterpreted as a selfcontained metal forming system. Examination of the production routines involving the press show that this machine is actually only one elemental component of the metal forming system and not the total production unit.
Authoritative codes and standards pertinent to the mechanical power press have reflected this misinterpretation by not including system considerations in their contents. These omissions have resulted in the providing of safeguards which do not properly reflect the particular characteristics of the metal forming system to which they are …

This thesis examines the guarding of the principal metalworking machines employed in the economy. The machines selected for consideration comprise the bulk of metal processing equipment utilized in the basic fabrication and manufacturing processes. It has been intuitively recognized that this equipment has been involved in a significant quantity of industrial accidents by the very nature of the hazards created by their normal use. Consequently, a need to develop some form of guarding or means of operator protection is called for.

Primary sewage was pressurized at 100 psi for one hour. The effects of this pressure on the growth patterns of general and nitrifying bacteria were examined daily for eighteen consecutive days using Standard Plate Counts and Most Probable Number (MPN) estimates. In conjunction with these tests, the degree of biodegradability was also determined by measuring both daily biochemical oxygen demands (BOD's) and dissolved oxygen levels.

During the period from June, 1974 to January, 1976, 103 24-hr samples of the air at the Broad Street station of the Newark City Subway were collected by cascade impactor. The size distributions (based on Stoke's equivalent diameters) of the total suspended particulate matter were determined gravimetrically. Samples were also analyzed by atomic absorption spectrometry to obtain information on the concentration of iron, manganese, lead, copper, zinc, and cadmium in each size fraction. The geometric mean particulate level was found to be more than twice the Federal Ambient Air Quality Standard and triple that of ambient Newark air sampled nearby. …

Salt production from micro-channels in the Price River basin of east-central Utah was studied using artificial inputs in order to better define the general sources and processes involved in diffuse source salt release within the basin. An attempt was made to determine what factors are most significant in relation to salt release. The study revealed that the micro-channel systems are highly heterogeneous in relation to salinity. This natural variability tends to increase as the salt content of the channel increases.
The Bluegate member of the Mancos shale was found to be the prime source of salt within the basin. Gypsum …

It is widely recognized that suspended and dissolved solids in lakes, rivers, streams, and reservoirs affect water quality. In this report the research needs appropriate to setting freshwater quality criteria or standards for suspeneded solids (not including bedload) and dissolveed solids are defined by determining the state of our knowledge from a critical review of the recent literature in this field. Common literature sources and computer searching routines were used as an initial source of information followed by detailed journal searches. Kentucky Transportation Center Research Report
Laboratory investigations on concretes containing super water reducers, PVP and Melment, indicated their suitability for field utilization. Wax beads have been used by other states in concretes for bridge slabs. This report describes the reconstruction of a four-span bridge having three experimental slabs and one conventional slab. Post-construction analyses of cores are included.

It is paradoxical that the oil and gas industries both ask for and resist the idea of regulation. Historic examples are given of how and why this is so. Since the Arab oil crisis of 1973, new and onerous rules for domestic producers have been introduced, first by improvization and more recently by a national energy plan. Both the good and bad features of the 1977 national energy plan are reviewed to generate words of commendation and words of warning about its effect on the oil and gas industries.

This paper will deal with with exemption granted [under the Medical Device Amendments Act of 1976] for the investigational use of devices subject to premarket testing, and more particularly, with the obligation of an investigator seeking such exemption to secure an informed consent agreement from human subjects (or their representatives) under § 520(g)(3)(D) of the Act. It will also consider the relationship between the statutory obligation and that which might be imposed by the common law of negligence.

The pollutant transport from watershed to receiving waters is modeled for Spruce Creek basin. The data requirements for such a model are: daily rainfall; monthly lake evaporation; soil and land use breakdown; water quality history for the main indicators, total nitrogen, total phosphorus, suspended solids, and total organic carbon; surface flow and interflow delay coefficients; channel flow time; daily flow gage records; and channel flow characteristics. The model uses the SCS runoff curve number method to generate rainfall excess where the antecedent conditions are varied daily by a water budget analysis. For this report, four municipal services provided by the City of Lakeland were studied. The environmental impact of these services was discussed. Recommendations were made for solutions to problems found. It was found that the water supply services has on deleterious impact on the environment. Hydrogen sulfide occasionally found in the water supply gives the latter objectionable odor and taste. Installation of a centralized water treatment plant with aeration facilities for hydrogen sulfide removal was recommended for resolution of the problem. The waste water treatment plant removes 91% of the BOD5 and the suspended solids in the plant influent. The …

This thesis, "A Hypothetical Model for System Safety in Air Transportation," is addressed to an individual having a basic technical background and some familiarity with the air transportation system in the United States. The thesis identifies the need for the benefits to be obtained from a system-side program of safety activities. The organizational framework for implementation of a system safety program is presented as well as techniques of safety analysis.

Planning engineers commonly use generous factors of safety for peak flow estimates in urban water supply systems both as a hedge against unforeseen growth and because economies of scale result in relatively low user costs even with such reserve capacity. Transplanting of such design criteria into the rural setting, however, simply does not work. The low density portions of rural domestic systems require very realistic design criteria or the construction costs become infeasible for the small number of customers involved. Previous researches have found single stage intermittent sand filtration to be a feasible and economic means of upgrading wastewater lagoon effluent to meet future standards. However the major constraint on their use has been the length of the filter runs. Laboratory scale and pilot-scale series intermittent sand filtration of wastewater lagoon effluents has been found to substantially increase the length of filter runs as well as produce a high quality effluent able to meet future standards. Intermittent sand filtration was evaluated as a means of upgrading the quality of aerated lagoon effluents to satisfy the requirements of PL 92-500. The aerated lagoon in question treats the wastes from a milk and cheese factory located in northern Utah. The treatment system consists of two diffused air aeration ponds followed by a facultative settling pond, were applied to pilot scale intermittent sand filters with 0.17 mm and 0.40 mm effective size sands. The filters were loaded hydraulically from 0.25 million gallons per acre per day to 1.0 million gallons per acre per day. It was found that sand …

The objective of this study was to examine the problems of managing residuals and environmental quality in a region facing potentially rapid growth as a consequence of externally made development decisions. "The purpose of this investigation was to evaluate the effectiveness of GAC* filtration in removing organic chemical contaminants from drinking water, and to determine whether the T.O. No. of the treated water could aid in the routine monitoring of the GAC filters.
Two pilot filters containing 18-in. (45.7-cm) deep GAC beds were installed at water treatment plants in Jefferson City and St. Louis County, MO; both plants treated Missouri River water.
