This study investigates the distribution of managerial tasks related to the Installation Restoration Program (IRP). Initiated in 1986, the IRP is the DoD program to identify and clean-up hazardous waste sites. Study areas include current distribution of managerial tasks, changes in task distribution needed to accelerate the program, and potential resource constraints. Additionally, the study considers how acceleration of Army and Navy restoration programs could impact the Air Force IRP. The study reveals IRP management is heavily centralized at MAJCOM with most technical work being performed through contracts with service centers. Individual bases have little direct involvement in the program. …

The selection of a model plant was based upon criteria established by a review of current literature. The criteria were permit compliance, plant performance, and the adoption of pollution prevention as a corporate environmental philosophy. In this study, private sector firms were examined to identify the best industrial wastewater management practices using a Total Quality Management (TQM) tool called benchmarking. The data gathering process consisted a survey of water pollution control organizations, and a survey of benchmark candidates. This study investigated the cost and effectiveness of three cooling tower water treatment programs. The programs studied were an acid program developed at WPAFB, a commercial solubilizer program manufactured by Lombardi, Inc, and a crystal modifier program developed by Dias, Inc. The experiment ran for 60 days at which time cost and effectiveness data were collected. Cost comparison was evaluated on the basis of tower performance in MBtu. The costs considered in this experiment were water costs, sewer costs, and chemical costs. All costs were recorded and totaled, then divided by the tower's performance. An Exploratory Application Of Neural Networks To The Sortie Generation Forecasting Problem, James M. Dagg

This exploratory study assesses the accuracy of backpropagation neural networks in predicting sortie generations, given pre-specified levels of air base resources. Single hidden layer networks and two-way interaction regression metamodels were fitted to simulated data previously generated by way of a factional design for ten factors at two levels, and subsequently tested (cross-validated) via an independent testing sample. It was determined that regression metamodels were generally superior in predicting unseen cases, while their network counterparts exhibited far better goodness-of-fit characteristics. The research consistently emphasizes that goodness-of-fit in no way necessarily implies goodness-of-prediction, in that different non-equivalent statistical measures are required …

Often, humeral fractures requiring internal fixation can be a challenging orthopaedic procedure. Each method of treatment possesses clinical and biomechanical advantages and disadvantages. Rigid plate fixation is highly successful in treating a large variety of long bone fractures. Nevertheless, excessive soft tissue dissection is necessary, and vascular and neural anatomy of the humerus can make plate application and removal difficult. An intramedullary nail offers a relatively simple procedure, thereby reducing these anatomical concerns. However, rotational instability at the fracture site is a common complication with a conventional intramedullary nail. Thus, a study was conducted to evaluate a new interlocking intramedullary …

This study investigated what the potential cash flow condition of the Reparable Support Division of the Air Force Stock Fund might be after final implementation of the procedures outlined in Defense Management Review Decision 904, Stock Funding Depot Level Reparables. The operation of the future Reparable Support Division was modelled using the General Purpose Simulation Software (GPSS/H) package and future cash flow conditions were projected through use of this model. Recommendations were then made based on the results of these projections and based on other data gathered during the course of the research process.

Modified isocyanate binders have been introduced as a possible alternative to phenolic resins for bonding nonwovens in automatic transmission filtration. The Occupational Safety and Health Administration (OSHA) and the American Conference of Governmental Industrial Hygienists (ACGIH) have placed restrictions on worker exposure to phenol-formaldehyde due to toxicological and ecological concerns. Modified isocyanates are unproven for bonding needlefelts in this application.

The purpose of this study was to show a relationship between the type of cognitive learning style that an individual possesses and their subsequent success at simulated air traffic control practical exercises. Kolb's Learning Style Inventory was utilized to determine dominant learning styles of 30 college students enrolled in a laboratory-based air traffic control course. The instrument was administered during the first day of classes in the Fall of 1990. Students were placed in one of four groups for statistical purposes according to learning style. Testing for air leakage in air distribution systems was done in 160 central Florida homes. Tracer gas tests found that infiltration rates were three times greater when the air handler was operating that when it was off, indicating that there are large leaks in the air distribution system. Infiltration averaged 0.91 air changes per hour (ach) with the air handler (AH) operating continuously and 0.28 ach with the AH off. Return leaks were measured by tracer gas and found to average 10.7% of AH total flow. House airtightness, in 99 of these homes, determined by blower door testing, averaged 12.7 …

This study describes morphological changes in the lung at several time intervals following a single injection of 1-Nitronaphthalene (100 mg/kg intraperitoneal) in male Sprague-Dawley rats using transmission and scanning electron microscopy. Dilation of the smooth endoplasmic reticulum and mitochondrial distension in the nonciliated bronchiolar (Clara) cells was apparent as early as 1 hour after injection, while adjacent ciliated cell showed minimal changes. At 6 hours, when respiratory distress was apparent in the animals, Clara and ciliated cells exhibited chromatin clumping, loss of mitochondrial cristae and cytoplasmic vacuolization. Also at 6 hours, the interstitial area around the terminal bronchioles was infiltrated …

Infrared imaging is a pictorial method of temperature representation. Its advantage in the treatment of burns is that it is a non-invasive, safe and reliable method for estimating the area, temperature and depth of burns. An Imaging Burn program was developed for comparing changes in burn area in response to treatment with time. The program proved itself capable of determining the surface area of simulated lesions on the skin of human volunteers to within an error of 1.6 percent. An algorithm for the adaptive control of numerical integration step-size is developed and implemented for the simulation of a three compartment model for Vascular Smooth Muscle. The three compartment model accounts for the simultaneous diffusion of Ca, 45Ca, EGTA, Ca-EGTA, and 45Ca-EGTA, and is an extension of a two compartment model by Diecke for the simultaneous diffusion of Ca, EGTA, and Ca-EGTA. The addition of the third compartment is to account for the presence of the Sarcoplasmic Reticulum which stores the calcium needed for contraction and is the primary regulator of calcium in the VSM cell. The catalytic oxidation of trichloroethylene(TCE) and dichloromethane (DCM) was investigated over a catalyst containing 4% PdO on Al2O3 washcoat and on a cordierite monolith with 400 channels per in2. Reactivity and selectivity of the catalyst for the destruction of 200 ppm C2HCl3 and 500 ppm CH2Cl2 in air was evaluated over the temperature range 250 to 550 °C. This research was conducted in a tubular reactor system at space velocities of 4,000 to 24,000 v/v/hr. It was found that complete oxidation occurs at 500°C for DCM and 550°C for …

The performance of conventional computers in image processing applications is known to be inadequate due to the enormous computational requirements. Almost all image processing applications can be implemented in parallel. This thesis is the parallel implementation of neighborhood averaging and edge detection by the Sobel and Laplacian operators on the Mesh Connected Computer Computer Simulator (MCCS), a package developed at NJIT to study the behavior of SIMD machines. Expressions for speedup, utilization and efficiency have been derived. Suggestions for further improvements that can be incorporated in MCCS and its instruction set have been made.

Chromium, when present in the soil, can cause serious health hazards. Toxicity depends upon the concentration in the soil. Chromium in soil has become a major problem in some sites and a method must be developed so that it can be treated or disposed of in a safe manner.
In this research experiments are conducted to check whether the chromium contaminated soil can be solidified and landfilled in a safe way. To have a control over the amount of chromium present in the soil, pure soil (free from chromium contamination) was used and chromium was added in different proportion.

The relative reduction in potential ground-water contamination due to pesticides at several sites in Utah was determined by comparing alternative irrigation system designs, water management practices and pesticides. Alternative sprinkler irrigation distribution coefficients were used to estimate infiltration depths. The movement of pesticides through soils following sprinkler irrigations was simulated with one-dimensional model. Pesticide contamination of ground water can be reduced by careful selection of pesticides, properly designed irrigation systems and improved water management techniques. Procedures for selecting an appropriate sprinkler design and pesticide are presented.

Opportunities for Undergraduate Research Experience Program (OURE)
In conjunction with my co-op program at McDonnell-Douglas, my current OURE project is the analysis of combustion aerosols using Fourier Transform Infrared (FTIR) Spectroscopy. Aerosol science is a very important field as it is concerned with atmospheric chemistry, atmospheric physics, climate, public health, and environmental issues.
In the Cloud and Aerosol Sciences Laboratory (CASL) at UMR, combustion aerosols are generated by an in-house designed torch or burner. The fuels, JP4 and JP5, are provided by McDonnell-Douglas. Some other commercial fuels are also used. The primary objective of my OURE project was to generate and collect combustion aerosols for chemical analysis. …
