Methanotrophic Bacteria For Nutrient Removal From Wastewater: Attached Film System, William J. Jewell, Yarrow M. Nelson, Mark S. Wilson

Civil and Environmental Engineering

It was hypothesized that nutrient removal from wastewater could be achieved by using methane oxidizing bacteria (methanotrophs). Because methane is inexpensive. it can be used as an energy source to encourage bacterial growth to assimilate nitrogen and phosphorus and other trace elements. This initial feasibility study used synthetic nutrient mixtures and secondary sewage effluent as feed to a laboratory-scale methanotrophic attached-film expanded bed (MAFEB) reactor operated at 35°C and 20°C. The MAFEB system operated successfully at low nutrient concentrations under a variety of nutrient-limited conditions. To properly manage the Installation Restoration Program (IRP) in the future, the Air Force (AF) needs a method to assess progress based on improvements in environmental conditions. An integral part of evaluating progress toward protecting human health and the environment is the assessment of risk reduction as a result of cleanup actions. The AF currently uses the Defense Priority Model (DPM) to assist in setting priorities for funding remedial actions at IRP sites. The DPM provides a numerical score for IRP sites representing the relative potential risk based on the environmental conditions at a site before remedial actions are taken. …

There are more than 4,000 Air Force (AF) sites requiring restoration due to hazardous waste contamination. The AF goal is to completely restore all sites by 2000. One method of achieving this ambitious goal is to use in-house capabilities. This study examined the potential use of RED HORSE capabilities and training activities to assist with cleanup of contaminated sites. RED HORSE capabilities and training requirements were compared to the primary cleanup needs of the AF. One finding of this study suggests cleanup of sites contaminated by volatile organic chemicals (VOCs) is the primary need of the AF. The findings also …

This research identified management practices of airfield and aircraft de/anti-icing constituents which may be implemented to deal with new storm water legislation. Storm water regulations require that deicing operations obtain a NPDES permit for discharges into storm water runoff which may mandate the use of Best Management Practices. An FAA civilian airport survey and a USAF survey were used, with a literature search, to identify practices of de/anti- icing constituents. Four major constituents are used-glycol, urea, calcium magnesium acetate, and sodium formate. This research demonstrates the application of expert system technology to automate the aircraft load selection process performed when transporting hazardous cargo. The resulting computer program is an expert system named HAZARD. This system incorporates the regulations governing hazardous cargo compatibility with the heuristics used by experts in loadplanning operations. The impetus to develop such a system is the January 1993 conversion of regulation guidelines for hazardous cargo classification and management in Air Force Regulation 71-4, to a universal international standard. As military developers provide increasingly complex weapon system, it becomes more difficult for maintenance technicians to perform their jobs. One aspect of the technicians' world is the need to access technical information in the performance of their duties. This study investigated two electronic display systems to evaluate which enhanced technician performance more. A Head Mounted Display (HMD) device and a portable hand-held flat-screen computer were evaluated in the performance of two flightline maintenance activities. Although both display systems were fully portable and self contained, only the HMD system allowed continuous access to technical information during task performance. In most cases, …

This research develops a Pollution Prevention Investment Decision Model (PPIDM) to evaluate the financial feasibility of pollution prevention alternatives. The PPIDM provides managers with simple, systematic, and flexible guidelines for making accurate and expedient decisions when considering pollution prevention alternatives. The model illustrates that a comprehensive analysis is not always necessary. The PPIDM gives managers the flexibility to adjust the economic feasibility criteria based on top management's perceptions of the political environment. When top management places a very high value on political considerations, economic criteria is insignificant and the project may be implemented immediately without further analysis. The purpose of this research effort was to identify factor that affect the warranty cost-benefit analysis for the Sensor Fuzed Weapon (SFW) system since an essential performance requirement (EPR) warranty waiver was under consideration. Defense funding has become scarce, and the limited dollars must be spent wisely. A cost-benefit analysis should provide a relevant projection of cost-effectiveness based on the best available data. The SFW and other dormant weapon systems present difficulties in determining cost- effectiveness because the systems most probably will be non-operating, non- reusable, and non-restorable. Professor Shrader-Frechette discusses factors responsible for acute disagreement between the federal government and Nevada citizens over potential Risks at Yucca Mountain and focuses on the use of expert judgment, concluding that some of them appear to exemplify "bad science." That aside, she argues that 1,000 year predictions cannot be made from current knowledge of geology or, e.g., institutional behavior and concludes that permanent disposal of radioactive waste is currently impossible.

This research developed a model to prioritize pollution prevention projects for the distribution of limited financial resources. This model was designed for use at the major command (MAJCOM) level. Each MAJCOM is allowed to select the attributes believed to be most appropriate for evaluating pollution prevention projects. The system also allows the flexibility for MAJCOMs to weight the attributes in accordance with requirements. The model uses "fuzzy logic" and the Displaced Ideal Model (DIM) to prioritize projects that currently do not have an imminent compliance deadline, but are important due to potential noncompliance with future regulations. This study investigated methods to reduce the use and release of chlorofluorocarbon (CFC) refrigerants and evaluated alternatives to CFCS in air- conditioning and refrigeration systems. A life cycle cost (LCC) analysis formed the basis for evaluation. A literature review examined applicable CFC directives, containment methods, replacement refrigerants, and alternative processes. The results of the LCC analysis showed that maintaining the existing CFC system was always the least costly alternative. When forced to replace a CFC reciprocating package unit, the best replacement was a non-CFC reciprocating unit. The most practical replacement for reciprocating chillers was a new reciprocating chiller for systems …

The Pollution Prevention Act of 1990, Air Force Directive 19-4, and the Air Force Pollution Prevention Plan require installations to reduce the amounts of hazardous waste generated. To meet the requirements set forth in these documents, each waste stream containing a hazardous waste needs to be identified and characterized for changes in policies or procedures that would reduce the hazardous waste generated. This research develops a methodology to determine the amount of materials with a type II shelf life that is disposed of as hazardous waste because the shelf life expired while the material was in base supply storage. Most, if not all, of Air Force IRP restoration work is accomplished through contracting avenues. The present system of cleanup and close out of these IRP sites is inefficient, time consuming, and costly. Expedient cleanup of contaminated sites will depend in large part upon on how effectively the USAF manages its restoration contracts. Difficulties are encountered due to differences in interpretation and/or vagueness of contracting and environmental information by all parties involved. This thesis reviews composting as a solid waste management option for the Air Force. The Air Force's Pollution Prevention Program Mandates composting as an opportunity to reduce landfill disposal and save future environmental costs. This research considers composting technologies used in mixed municipal solid waste and yard waste applications. The thesis presents technical aspects of composting and also summarizes operational techniques of successful composting sites across the United States. This study constructed a model to determine the feasibility of building municipal solid waste (MSW) fired modular heat recovery incinerators (HRIs) on Air Force installations. The model consisted of three gates. Gate one identified current federal regulatory air emission requirements for various HRI pollutants. It also specified two air pollution control configurations with emission reduction efficiencies capable of achieving these requirements. Gate two presented a life-cycle cost (LCC) economic analysis methodology. Operational and cost data for existing modular HRIs located in the United States facilitated the development of regression equations that estimate capital and annual operating costs for a modular …

There are approximately seven million refrigerator-freezers in the State of Florida. The average demand of these units is at least 1,000 MW. The average life of a residential refrigerator is approximately 20 years (U.S. DOE, 1989). At least 25% of Florida's existing stock are old inefficient units built before the advent of recent appliance efficiency standards. The least efficient are existing models of which approximately 5% of the stock is replaced each year. This represents a significant opportunity for efficiency improvement since recently established standards will greatly improve refrigerator efficiency by 1993 (NAECA, 1987). The characteristics of traffic accidents involving teenage (16 to 19 years of age) drivers are summarized in this report and compared to all accidents. This was accomplished through an analysis of statewide accident data for a three-year period (1989 through 1991). Counties having the highest overrepresentation of accidents involving teenage drivers were identified. The status of highway safety programs currently in place in school districts in Kentucky is presented. A survey was sent to 182 school districts in Kentucky with a 64 percent response rate obtained. Kentucky Transportation Center Research Report

A survey on current bridge painting practices was conducted. Questionnaires were sent to all 50 state highway agencies concerning their present bridge painting practices, changes in those practices that they anticipate due to environmental regulations, and new or experimental painting practices they are investigating. Forty-three responses were received. Those are collated and presented in the appendices along with comments of the responders.

A literature search was conducted on publications related to painting of steel structures (since 1987). Forty-nine documents were identified as being relevant to the topic. Those documents are listed in bibliographic form in the appendices.
