Many facilities involved in the production of munitions, or with a history of munitions production or storage, are faced with the remediation of residual explosives in soil, groundwater and process wastewater. This requirement has become particularly prevalent with the closing of many military installations across the country. The Volunteer Army Ammunition Plant (V AAP) is a 6,681 acre Government owned and contractor-operated facility for the production and storage of trinitrotoluene (TNT). Two (2) technologies were investigated for TNT (nitroaromatic explosive) contaminated soils remediation. The technologies are phytoremediation and thermal incineration. Tillage Effects On Soil Erosion Potential And Soil Quality Of A Former Conservation Reserve Program Site, John E. Gilley, J. W. Doran

This study was conducted to determine the effects of tillage on soil erosion potential and soil quality characteristics of a former Conservation Research Program (CRP) site. Following tillage, the study area in northern Mississippi was maintained in a fallow condition for nine months. Soil loss from simulated rainfall events was minimal on recently tilled plots and an adjoining, undisturbed CRP area. In contrast, soil loss from the former CRP site which had been tilled nine months previously was similar to values obtained before the CRP program when the area had been cropped for several years. Identifying Air Flow Failure Modes In Small Commercial Buildings: Tools And Methodologies For Building Commissioning Diagnostics, Florida Solar Energy Center, James Cummings

A recent study of small commercial buildings in central Florida found that uncontrolled air flow -- including duct leakage, return air imbalance, and exhaust air/make-up air imbalance -- is widespread. Of 70 buildings studied, only 1 was identified as having no significant uncontrolled air flow. The causes of uncontrolled air flow include failure of design, poor workmanship, O&M problems, HVAC commissioning failures, materials degradation, and building retrofits. This study also found that the consequences of uncontrolled air flow are often quite severe and varied -- including high utility bills, occupant thermal discomfort, high humidity, mold and mildew growth, moisture damage …

The invention provides method and kits for detecting a metallic cation in a sample of a body fluid. The preferred method and kits include the use of at least two different types of antibodies having different specificities. In the preferred method, the sample of body fluid can be contacted with an effective amount of a capture antibody specific for a naturally occurring polypeptide that can bind the metallic cation to form a first antigen-antibody complex. A Sociotechnical Systems Analysis Of The Approval Process For A Complex Public Works Proposal, James C. Pyne

This research applied sociotechnical systems theory to explore the process used by two elected bodies to decide upon adoption of a complex technical engineering proposal. The research used a modified sociotechnical systems conceptual framework that was developed by Pava (1983) for application to non-traditional work settings. Pava applied the conceptual framework to what he termed non-routine office work which is characterized by non-linear conversion flow, multiple, concurrent conversion processes and vocational separatism (Pava, 1983).

Tricare, the triservice, triple-option, managed care plan for the uniformed services, incorporates a managed care support contract to complement Military Treatment Facilities. Currently being implemented throughout the CONUS, Tricare provides more equitable health care service to all military beneficiaries, improved access to care, a reduction in health care costs, and provides beneficiaries with an expanded choice of medical-care providers. This thesis examines the Tricare program and reviews relevant health care literature, both military and civilian. Using these inputs, the author presents a deterministic decision analysis model that allows a military beneficiary to select a health care option that minimizes his …

The Idaho National Environmental Engineering Laboratory (INEEL), operating in conjunction with the Department of Energy (DOE), faces with the complex decision of selecting an environmental remediation strategy for the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). This research uses value-focused thinking and multiattribute preference theory techniques to produce a decision analysis model to aid the decisionmakers as they select a remediation strategy. A deterministic analysis using expert opinion and the best available engineering data demonstrates the model's capabilities. The model ranks 27 specific remediation strategies based on how well they meet CERCLA's five balancing criteria: implementability, …

This research effort focuses on applying statistical process control (SPC) techniques to the departure reliability improvement process for Air Mobility Command, Mission Reliability Office. Basic SPC methods, including Pareto analysis, cause and effect diagrams, and control charts are determined to be effective tools for analyzing and assessing departure reliability. In addition, two more alternative measures of effectiveness for departure reliability are evaluated and compared using AMC's data. SPC methods are also shown to be useful in assessing in performance and in determining the reporting frequency for on-time performance information. An integrated modeling system has been developed to simulate sediment and contaminated sediment transport in the Upper Columbia Slough System during the Flood of 1996. The modeling system consists of a hydrodynamic model, a sediment transport model, and a contaminant transport model. The hydrodynamic model predicts the Slough flow dynamics and sediment transporting power; the sediment transport model predicts flow-induced sediment transport; and the contaminant transport model predicts the migration of contaminated sediments in the Slough system.

Disposal of water treatment plant (WTP) have raised great concerns due to the stringent water quality standards and environmental regulations, and limited availability of land for ultimate disposal. The ultimate disposal of water treatment plant residuals by using monofill may be one of the most economical, and feasible options. Design and operation of such a monofill will be simple because of the uniformity of the characteristics of WTP residuals.

Potential Effects Of Pneumatic Fracturing On Existing Structures And Utilities, Michael C. Canino

This thesis develops a mathematical design model for predicting ground deformations resulting from pneumatic fracturing. Pneumatic fracturing is a patented process developed for the purpose of enhancing the in situ treatment and removal of hazardous contaminants from geologic formations. During pneumatic injections, measurable ground deformations are experienced both during and after the process. Safe application of pneumatic fracturing to contaminated plumes occurring beneath existing structures and utilities requires that the elastic deformation behavior of the geologic formation and overlying structures be quantified.

Three-dimensional finite element stress analyses of the femur with prosthesis hip stem were performed for two cases, one male and one female, using ideally bonded cemented titanium prostheses. Computed tomography data files were used to derive the three-dimensional femur geometry and material properties for each cortical bone element. The maximum shear stress (4.7 MPa) in the cement was greater then the maximum tensile stress and occurred at the cement-bone interface. The tensile stresses in the cement were less then the fatigue strength of the cement. The stress patterns were quite similar for the two cases.

The macrobead is a form of a biohybrid artificial pancreas (BAP), which is being developed to treat type 1 diabetes. A hypothetical human transplant would require 125 rat equivalent macrobeads. For intraperitoneal transplantation a mode of delivery that allows the placement of several hundred macrobeads into a basket or pouch type device is required.
In this study, four commercially available materials were studied as possible candidates for creating a pouch. These materials are polyvinyl chloride acrylic copolymer (PVC), polyethersulfone (PES), polyvinylidenedifluoride (PVDF), and polytetrafluorethylene (PTFE). Lake Mead, Colorado River, Arizona-Nevada, is one of the most heavily used reservoirs in the western United States, providing abundant recreational opportunities as well as downstream domestic and agricultural water for over 22 million users. Based on average nutrient levels and productivity, Lake Mead is classified as mildly mesotrophic. The interflow of the Colorado River dominates the limnology of much of the 106 km-long reservoir, and may still be identified at Hoover Dam under certain conditions. The lower basin of Lake Mead ending at Hoover Dam is known as Boulder Basin and is near the Las Vegas metropolitan area. Las …

The aim of the present study was to examine whether two different cell populations could be discerned using image analysis of a variety of morphological parameters on bacteriological and tissue culture polystyrene surfaces. Rat periosteal and osteoblast cultures were established on both polystyrene petri dishes and examined using phase contrast microscopy after one and two weeks before capturing digital images which were stored on a personal computer. The digital images were processed to identify the cell margins or perimeter, from which seven different morphological parameters were calculated using a program developed (by GL) for both the cell populations on the …

This paper puts forward a case for an educational initiative in information security at both the undergraduate and graduate levels. Its focus is on the need for such education, the desired educational outcomes, and how the outcomes may be assessed. A basic thesis of this paper is that the goals, methods, and evaluation techniques of information and computer security are consistent with and supportive of the stated goals of engineering education and the growing movement for outcomes-based assessment in higher education.
