Innovative Contracting Prequalification/Selection Model Using Analytical Hierarchy Process (Ahp), Saad J. Zidan
Masters Theses
Design-Build, Cost-Plus-Time, and warranty are the three innovative contracting methods that the Federal Highway Administration (FHWA) decided to fund. FHWA allowed the usage of these methods in federally funded projects if this will result in reducing time, improving quality, and saving tax payers' money. Prequalification is recognized as the best way of assuring that contractors do have the required qualifications to deliver projects successfully. Prequalification is even more critical when low-bid selection method is used with any of the innovative contracting, since incompetent contractors may get awarded for low-bids that are not based on valid assumptions.

Objective
The actions of volatile anesthetics on left ventricular (LV) function in normal and failing hearts have been previously evaluated, but the effects of these agents on left atrial (LA) function in the presence of LV dysfunction are unknown. The hypothesis was tested that isoflurane alters LA mechanics evaluated with pressure-volume relations.

Barbiturate-anesthetized dogs (n = 8) were instrumented for measurement of aortic, LA, and LV pressures (micromanometers), and LA volume (epicardial orthogonal sonomicrometers) after 3 weeks of rapid ventricular pacing (220 beats/min).

The alignment of e-business academic programs with the e-business market is examined using a fit-gap analysis. Two high-end business schools, ranked independently by US News and Business Week, were chosen as sample. A total of 391 different e-commerce courses were identified, which were classified into 24 categories. Out of these, there are two broad and distinct tracks in e-business curricula, with one track paving the way for an e-business career with a prevailing focus on the business aspect and the other track leading to a career focusing on technology and Web-based systems development. The SDF-1alpha/CXCR4 ligand/chemokine receptor pair is required for appropriate patterning during ontogeny and stimulates the growth and differentiation of critical cell types. Here, we demonstrate SDF-1alpha and CXCR4 expression in fetal pancreas. We have found that SDF-1alpha and its receptor CXCR4 are expressed in islets, also CXCR4 is expressed in and around the proliferating duct epithelium of the regenerating pancreas of the interferon (IFN) gamma-nonobese diabetic mouse. We show that SDF-1alpha stimulates the phosphorylation of Akt, mitogen-activated protein kinase, and Src in pancreatic duct cells. Furthermore, migration assays indicate a stimulatory effect of SDF-1alpha on ductal cell migration. Importantly, blocking …

There have been two distinct chapters in the history of converting cellulosic biomass to fuels and commodity chemicals in South Africa. The first chapter, fromthe late 1970s to the early 1990s, involved some of the most active research and development efforts of their kind anywhere in the world. Thereafter, during the second chapter, there has been very little activity in the field in South Africa while there has been an unprecedented awakening to the potential of biomass conversion elsewhere. Kalman Filtering For Fuzzy Discrete Time Dynamic Systems, Daniel J. Simon

This paper uses Kalman filter theory to design a state estimator for noisy discrete time Takagi–Sugeno (T–S) fuzzy models. One local filter is designed for each local linear model using standard Kalman filter theory. Steady state solutions can be found for each of the local filters. Then a linear combination of the local filters is used to derive a global filter. The local filters are time-invariant, which greatly reduces the computational complexity of the global filter. The global filter is shown to be unbiased and (under certain conditions) stable. In addition, under the approximation of uncorrelatedness among the local models, …

Purpose: To explore texture features in two-dimensional images to differentiate seborrheic keratosis from melanoma.
Methods: A systematic approach to consistent classification of skin tumors is described. Texture features, based on the second-order histogram, were used to identify the features or a combination of features that could consistently differentiate a malignant skin tumor (melanoma) from a benign one (seborrheic keratosis). Two hundred and seventy-one skin tumor images were separated into training and test sets for accuracy and consistency. Automatic induction was applied to generate classification rules. Data analysis and modeling tools were used to gain further insight into the feature space. …

The New Jersey Department of Transportation (NJDOT) is currently sponsoring a research study at Rowan University to develop strategies for reducing diesel emissions from mobile sources such as school buses and class 8 trucks (classified as a heavy-duty truck of more than 33,000 lbs.). This thesis presents the results of an investigation performed to measure school bus idle emissions in a controlled environmental chamber. This thesis also presents the results of mobile school bus testing that has been performed to quantify the emission reduction capabilities of various alternative fuels, such as biodiesel, ultra low sulfur diesel, and a blend of …

Preliminary Work On The Antibacterial Effect Of Strontium In Glass Ionomer Cements, A. Guida, Mark R. Towler, J. G. Wall, R. G. Hill, S. Eramo

The antibacterial effect of strontium in glass ionomer cements (GIC) was discussed. The glass transition temperatures were found to decrease with the increasing fluorine content consistent with the fluorine replacing bridging oxygens. However no significant correlation was found between the fluoride release and the antibacterial activity.

Near-infrared spectroscopic tomography was used to measure the properties of 24 mammographically normal breasts to quantify whole-breast absorption and scattering spectra and to evaluate which tissue composition characteristics can be determined from these spectra. The absorption spectrum of breast tissue allows quantification of (i) total hemoglobin concentration, (ii) hemoglobin oxygen saturation, and (iii) water concentration, whereas the scattering spectrum provides information about the size and number density of cellular components and structural matrix elements. These property data were tested for correlation to demographic information, including subject age, body mass index, breast size, and radiographic …

The primary focus of this report is two-fold; to provide a literature review on what has been previously learned about highway runoff in relation to karsts aquifers and to characterize a karsts highway site in Kentucky that can be used to evaluate a variety of best management practices. From research findings, the main sources of pollutants in highway runoff came from vehicles, atmospheric fallout, and precipitation. The behavior of pollutants and their interaction with the environment can dictate where they will be found and how to best minimize their effects. The primary objective of winter maintenance operations is to improve traffic safety and efficiency during winter storm periods. Abrasives and salt brines have been successfully applied to increase traction and prevent snow and ice from bonding to road surface. However, because of some undesired side effects, such as corrosion and damage to the environment, salt and abrasives may need to be supplemented by other substances in some areas. Powerful non-corrosive acetate-based chemicals have been considered by several agencies, but their high price has limited their use. Aircraft accidents resulting from initiating or continuing visual flight rules (VFR) flight into instrument meteorological conditions (IMC) continue to be one of the leading causes of fatal aircraft accidents. This paper outlines the nature and scope of this hazard and reviews past and present initiatives designed to reduce it. It also suggests future interventions that may be effective in reducing the threat of this aviation hazard.
