This report describes the first phase of a larger study which is directed toward the development of a general technique for analyzing and solving urban metropolitan hydrologic problems through a joint consideration of both the physical and social dimensions. This report is limited to the preliminary work of identification of social variables, the first steps in assigning mathematical values to them, and developing a mathematical format for these variables. Petroleum is the major Alaskan source of energy immediately available to the United States. Petroleum accounted for 89 percent or about $219 million of Alaska’s total mineral production in 1969 estimated at nearly $245 million.

Alaska’s first oil field was discovered at Katalla in 1902. About 154,000 barrels of oil were produced from 1902 to 1933. From 1945 through 1952, 45 shallow core tests and 36 test wells were drilled in and adjacent to Naval Petroleum Reserve No. 4 in northern Alaska. A hybrid computer program is developed to simulate the outflow hydrographs of two urban watersheds located within Salt Lake County, Utah. The gaged outflow of the watersheds provided a checkpoint for comparing the observed and the simulated final outflow hydrographs.

The outflow hydrographs for each subzone of the two watersheds were obtained by abstracting interception, infiltration and depression storage from each subzone hyetograph. The outflow of the subzones were routed to the Jordan River, the final outflow point of the two watersheds. The final hydrographs of the watersheds were combined and compared with the gaged flow.

A number of dams have been constructed along alluvial rivers. These dams create reservoirs which serve to collect and store water, usually in large quantity, for use in supplying municipal needs, for supplying power and driving machinery, for furnishing irrigation, and for retaining the flow in time of floods. The characteristics of flow and the sediment-transport capacity of the channel change after these dams have been constructed. Changes in the hydrologic equilibrium of a river basin resulting from resource development also produce changes in the quality pattern. Since the burden of quality maintenance must be shared by users (just as are quantities) predictions are needed for quality changes which might result from contemplated development at any specified location within the river system. As demands upon available water supplies increase, there is an accompanying increase in the need to assess downstream consequences resulting from changes at specific locations within a hydrologic system. The problem is approached in this study by hybrid computer simulation of the hydrologic system. Modeling concepts are based upon the development of basic relationships which describe the various hydrologic processes. Within a system these relationships are linked by the continuity-of-mass priciple which requires a hydrologic balance at all points. The Clearing Index is a numerical estimate of the contamination dispersal capability of the atmosphere. Between July, 1969, and June, 1970, 192 rawinsonde flights were made in the Cache Valley at approximately the same time as officially scheduled flights at the Salt Lake City Weather Bureau Airport Station. Clearing Indexes were computed from various combinations of Salt Lake Valley and Cache Valley rawinsonde and maximum surface temperature data. These were examined from the viewpoint of recommending a standard procedure for providing Clearing Indexes on a daily basis for Intermountain valleys. The primary conclusions were that: 1. Like the allocation of water resources among water users, the distribution of allocated water to the subusers requires an estimate of the economic costs and benefits from a number of distribution alternatives. The most satisfactory solution maximizes the benefit cost ratio. This study is based on the premise that equitable water distribution to agricultural subusers can be more easily accomplished through the use of a technique to predict the marginal value of agricultural water. The effect of irrigation efficiency upon the water demand for agricultural purposes in the Utah Lake drainage area has been evaluated in this study . Irrigation demand is the quantity of water at the supply source necessary to satisfy crop water requirements, taking into account irrigation efficiency.

The Utah Lake drainage area was divided into hydrologic subareas and districts to facilitate analysis. The demand, surplus, and deficit quantities for each area was determined. Urban land uses are rapidly converting open land into intensively used land. Generally, in planning those uses, a comprehensive study has included everything except an evaluation of the land in three dimensions. This report presents Lake Mead Water quality data obtained from 1964 to 1966. The effect of filling Lake Powell on the water quality of Lake Mead is evaluated. General limnological principles and the present limnology of Lake Mead are discussed. Lake Mead has a warm monomictic annual temperature cycle characterized by summer stratification, fall overturn leading into a continuous circulation throughout the winter; temperatures never fall below 39 deg F (4 deg C). During stratification, lower dissolved oxygen values were recorded in the thermocline than in the epilimnion and hypolimnion. Mineral content increases from the upper to the lower end …
