Negotiating In School Districts When Times Are Tough, David Alan Dolph

When the economy is depressed, resources are limited, mandates are overwhelming, and the organizational climate in the district is souring, education leaders and teachers union officials often brace themselves for contentious negotiations. Poor economic conditions affect the district’s ability to offer raises, maintain current benefit levels, and provide adequate instructional programs, supplies, and equipment. Some districts are forced to cut staff positions to balance their budgets.

Amidst this turmoil in education and an already- heightened public awareness and concern about accountability and transparency, recent legislative attempts have attacked the rights of public workers to bargain collectively.

The “gate keepers” oversee the enforcement of the rules, set by the university, for those seeking tenure. This elite club decides what counts, how it is completed and evaluated, and where to set the equity bar. The pre-tenured librarian expects to be treated with openness and fairness but may be met with bias and secrecy. Without a network or mentoring system many early-career librarians are not reappointed, are denied tenure, and become dropouts in the last year of the tenure process.

A worldwide concern exists that undergraduate programs are not producing graduates with the kind of lifelong learning and professional skills needed for workplace success. Numerous research studies indicate new employees lack needed employability skills such as teamwork, decision-making, and communication.

Similarly, recent national and state findings suggest that graduates of Mississippi‟s manufacturing-related degree programs may not be fully prepared to meet the needs of manufacturers in the state. This study examines the interconnectedness of social networks of the early adopter Family and Consumer Science Extension Agents (FCS Agents) of the Mental Healthiness and Aging Initiative (MHAI) pilot conducted in eleven (11) eastern Kentucky counties between October 2007 and April 2009 and compares the social network connections of the FCS Agents in the other six Extension Districts in Kentucky.

Distance writing programs still struggle with assessment strategies that can evaluate student writing as well as their ability to communicate about that writing with peers at a distance. This article uses Kim, Smith and Maeng's 2008 distance education program assessment scheme to evaluate a single distance writing program at Old Dominion University. The program's specific assessment needs include the ability to determine how well students are developing expert insider prose and working together as a virtual community. The Lumina Foundation (2007) indicates that 54 million adults in the workforce are seeking noncredit education opportunities in a credit course/program delivery system designed to meet the needs of traditional college students. Working adults seeking continuing education coupled with dislocated workers as a result of changing economic situations represents this growing population. Community and technical colleges in Louisiana benefit from a for-credit formula funding model and do not benefit from a formula funding mechanism that supports noncredit education enrollments. This dissertation supports the work of Black and Wiliam (1998), who demonstrated that when teachers effectively utilize formative assessment strategies, student learning increases significantly. However, the researchers also found a “poverty of practice” among teachers, in that few fully understood how to effectively implement formative assessment in the classroom. This qualitative case study examined a series of voluntary workshops offered at one public middle school designed to address this poverty of practice. Against a backdrop of increasing BPS ELL enrollment, district ELL leadership transitions, state and federal policies affecting ELL education, and with the knowledge that many teachers and administrators within the Boston Public Schools are expert practitioners with ELL students, we addressed the following research questions:

This case study examined three K-5 schools, one 3-5 school, and two K-2 Analysis of the data provided six dominant themes related to the research questions: Behavior/Positive Behavior Support, Visibility, Professional Development, Team/Distributed Leadership, Data, and Deliberate/Focused. The dominant themes were cross tabbed with the theoretical frameworks from Marzano et al. (2005) and Fullan (2008a). The purpose of this study was to examine the psychometric properties of the Korean version of the Organizational Culture Assessment Instrument (OCAI) based on the Competing Values Framework (CVF). More specially, cultural equivalence between the Korean version and the original English version of the OCAI was evaluated using 39 bilingual Koreans. Next, a field test was conducted to examine scale reliability and construct validity of the Korean version of the OCAI using 133 organizational members from the Korean Professional Baseball League (KPBL). This study used the National Staff Development Council (NSDC) standards for staff development as a framework for measuring specific aspects of the enhancing Missouri’s Instructional Networked Teaching Strategies (eMINTS) educational technology professional development program, as perceived by eMINTS teachers. The Technology Integration Cycle supported the research design. In the aftermath of Hurricane Katrina in 2005, school leaders in a newly decentralized school system reached out to external organizations for partnerships—a job that had previously resided in the central office. The necessity of these contacts and the quantity of newly independent schools make a unique context for studying how school leaders think and act in relation to external partnerships. Recognition of the importance of the ninth grade year and establishing freshmen transition programs are critical in addressing the nation’s declining graduation rates. This article describes the development and implementation of assessment in our new outcome-based marketing curriculum (described fully in Borin, Metcalf, and Tietje 2007). Outcomes for the marketing curriculum were specified at the program, department, course, and lesson levels. Direct embedded assessments as well as indirect assessment methods were used to gauge student achievement. Results indicate that, on both self-reported (indirect) and direct, as well as non-embedded and embedded assessments, significant value-added learning occurred. We chronicle the stages in developing and implementing an assessment plan, and reflect on our experiences in the process to provide a roadmap for other marketing departments …
