The purpose of this qualitative phenomenographical study was to explore the different ways that elementary assistant principals experienced mentoring from their elementary principals as a way to provide the requisite leadership development that would lead them to become a principal. This research study was conducted using in-depth semi-structured interviews as the primary data source. Ancillary data sources such as demographic surveys, reviewing district leadership secondary source documents, and researcher journal notes aided in the data triangulation and analysis. The Qualitative Report
Quality assurance and accreditation was officially introduced into the higher education system in Vietnam over ten years ago. It is evident that quality assurance has resulted in positive impacts on university management, teaching, learning and research activities. This paper aims to explore factors that aid the successful implementation of higher education quality assurance and accreditation in Vietnam. Through semi-structured interviews with 32 participants, this study identified a number of factors that contributed to quality assurance processes, including awareness of the importance of quality assurance, better institutional manager leadership, support of university lecturers, staff, and students, and the vital responsibility of …

Does The House Always Win? An Analysis Of Barriers To Wealth Building And College Borrowing, Katherine E. Fletcher, Matthew B. Fuller
Journal of Student Financial Aid
The racial differences in student loan debt must be interpreted through a lens of wealth building inequality. Black individuals in particular are negatively affected by official and unofficial policies that create barriers to building wealth. Financial aid policies then exacerbate this inequality with an Expected Family Contribution (EFC) formula that protects the majority of family assets from being used as required educational contributions. Using the 2011-12 National Postsecondary Student Aid Survey (NPSAS:12) , we examined differences in student loan debt based on wealth building barriers (students’ access to banks, father’s education, and mother’s education). Estimating The Spillover Effects Of The Tennessee Promise: Exploring Changes In Tuition, Fees, And Enrollment, Elizabeth Bell

Tuition-free college policies have gained momentum since the implementation of the Tennessee Promise, which provides financial aid to students pursuing two-year post-secondary degrees in Tennessee. While previous research has addressed the effects of similar programs on student outcomes, scholars have yet to thoroughly investigate potential spillover effects of Promise policies on colleges that are ineligible for Promise funds. In this paper, I leverage a difference-in-differences design to explore changes in enrollment and tuition and fees at institutions eligible and ineligible for Tennessee Promise funds. First, I find that in-state enrollment increased significantly at public Promise eligible institutions (mainly public two-year …

The History Of Denying Federal Financial Aid To System-Impacted Students, Bradley D. Custer
Journal of Student Financial Aid
People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

Equity and Excellence Scorecard
The STEM Equity Program Evaluation Rubric is designed to help program administrators, designers, implementers and funders identify the critical attributes of a STEM program to determine the degree to which it is inclusive and supports access and success for students who historically have not engaged in STEM. Serving “all students” does not ensure equity, so considering how each of these attributes impacts underrepresented students in STEM and addressing those barriers will create a STEM learning environment where every student can succeed (NAPE, 2019).

The Effect Of Teachers’ Union Contracts On School District Efficiency: Longitudinal Evidence From California, Bradley D. Marianno, Paul Bruno, Kathrine O. Strunk
Educational Psychology, Leadership, and Higher Education Faculty Research
© The Author(s) 2021. While the effect of teachers’ unions on school districts continues to be debated, the research literature provides few definitive conclusions to guide these discussions. In this article, we examine the relationship between teachers’ union contracts and school district efficiency. We define efficiency as the ratio of short-run productivity (student performance on standardized exams) to expenditures. We estimate a series of school district fixed effect models using measures of district collective bargaining agreement (CBA) restrictiveness tied to longitudinal outcomes. We find that CBA restrictiveness is positively associated with expenditures on students, instruction, instruction support services, and teacher …

Making A Tough Choice: Teacher Target-Setting And Student Achievement In A Teacher Performance System Using Student Learning Objectives, Allison Atteberry, Sarah E. Lacour
Educational Policy Studies and Evaluation Faculty Publications
The use of student learning objectives (SLOs) as part of teacher performance systems has gained traction quickly in the United States, yet little is known about how teachers select specific students’ learning goals. When teachers are evaluated—and sometimes compensated—based on whether their students meet the very objectives the teachers set at the start of the year, there may be an incentive to set low targets. SLO systems rely on teachers’ willingness and ability to set appropriately ambitious SLOs. We describe teachers’ SLO target-setting behavior in one school-district. The Level Of Academic Leaders’ Mastery Of The Intangibles Management Skills And Its Role In Achieving The Competitive Advantage Of Saudi Universities: A Field Study, Dr. Share Aiyed M. Aldosari
International Journal for Research in Education
This study aimed to examine the academic leaders' mastery level in emerging Saudi universities of intangibles management skills and explore the relationship between mastery levels and achieving a competitive advantage. A total of 330 radnomly selected teaching staff members at Prince Sattam Bin Abdulaziz University responded to a questionnaire developed by the researcher. Findings showed that (a) the academic leaders' mastery level of intangibles knowledge management skills at university was high, (b) there was a positive relationship between mastery level and achieving a competitive advantage, and (c) there were no statistically significant difference about mastery level due to college type …
