Credentialism As Monopoly, Class War, And Socialization Scheme: Some Historical Reflections On Modern Ways Of Determining Who Can Do A Job, Paul A. Olson

Social theorists in earlier periods have looked at credentialing from the perspective of its service to the economic or social system as opposed to its “protection of the public interest.” Adam Smith regarded the long education and the performance tests that the guilds required as monopolistic constraints on production; Karl Marx saw the same guild system as controlled by the propertied classes and uselessly exclusionary; and Emile Durkheim, unlike both Smith and Marx, regarded the occupational group with its entrance requirements as central to the stability of modern society. A field study involving the development of a handbook for beginning school board members, by the writer, under the direction of Dr. Matzner of the Eastern Illinois University Department of School Service Personnel, is summarized in this paper. A handbook for beginning school board members was developed to assist them in the difficult areas of school operations as designated by board members now serving school districts in central Illinois.

In 1947, a large number of very small school districts surrounded Oakland, Illinois each with its own school board. In 1948, Oakland and all or parts of these 16 districts were consolidated by the vote of the people into a single school district as permitted by State Law (1948) thus forming Oakland Community School District No. 5.

Three attendance centers, the Oakland Elementary School; the Hindsboro Elementary School; and Oakland High School were operated from 1959 until 1968.

A new Elementary attendance center was completed in 1968, and the old attendance centers in Oakland and Hindsboro were closed.

This writer feels that communication is a very significant aspect of the educational process. Upon assuming the principalship at Winchester High School, action was undertaken to aid the development of good lines of communication between the administration, faculty, student body and community. Basically, four distinct steps were pursued in an attempt to develop and improve upon the communication system at Winchester High School.

The first step concerned itself with the development of a comprehensive new "Student Handbook." It was immediately obvious to this writer that the rules and regulations for the daily operation of Winchester High School needed to be …
