Historically, Boston schools have been a source of pride and educational innovation, yet they have also been fraught with problems that are typical of urban education. Both the success achieved and the problems encountered in Boston schools bear analysis. In looking at such areas as overall quality of education, funding, and compliance with federal guidelines, specific recommendations for the future of public education in Boston can be offered. In addition, the impact of Boston's success or failure in implementing new ideas through the school committee and the mayor is not limited to the city itself. This article' s outlining of …

This study presents an analysis of the parental rights involved in the selection and direction of the education of their children.
Six kinds of source materials are examined in the study: (1) legal citations, annotations, and digests; (2) constitutions, laws, codes, statutes, rules, regulations, policies, and proceedings; (3) law reports, reviews and analyses; (4) general reading lists, books and periodicals; and (5) related graduate degree dissertations.
There were two major reasons for analysis of parents' rights in the affairs of learning and education of their children. They include (1) that many of the controversies involving parental rights have their roots …

Student Rights: U.S. Supreme Court Cases-- Their Implications For And Implementation In Washington Schools, Angela Dawn Ramsey

The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.

Communication At The Center Of Future University Education: Implications For Innovation, John F. Deethardt
Association for Communication Administration Bulletin
This article argues that communication should occupy a central role in future university education, particularly as universities confront complex social and global problems that exceed the boundaries of single disciplines. It critiques academic specialization and the department-based structure of higher education for encouraging disciplinary isolation, fragmented knowledge, and limited institutional capacity for interdisciplinary problem solving. Drawing on literature about interdisciplinarity, group communication, health teams, network analysis, and university reform, the article identifies communication across disciplinary cultures as a primary challenge for innovation. It proposes “interdisciplinary communication” as a future area of study within speech communication and describes a research agenda …

This article traces the development of the Domestic Policy Association from early concerns about public deliberation in the aftermath of Vietnam, Watergate, and declining trust in government to the first Presidential Library Conference on the Public and Public Policy in 1983. It describes the role of David Mathews, educational institutions, civic organizations, the National Consortium for Public Policy Education, the Johnson Foundation, the Public Agenda Foundation, and the Kettering Foundation in shaping a national network for public policy education. The role of the department chair as legal authority in higher education is examined through three major areas of potential liability: academic planning, student-related issues, and employment matters. Academic planning discussions address admissions policies for disabled and disadvantaged students, legal constraints on program elimination during periods of retrenchment, and the contractual force of catalogs and changing degree requirements. Student-focused sections consider the standards for academic and disciplinary dismissal, appropriate responses to disruptive or mentally ill students, and the protection and disclosure of educational records under federal legislation. The purpose of this field study was to determine the extent of a justification for a bond referendum that would provide the funds for additional facilities for the Mt. Zion High School. This study is concerned with the action taken to achieve that goal.
An overview of the community's history with regard to education was relevant to understanding the importance of education in this community. The problem that faced the community was overcrowded facilities and lack of updated curriculum. The purpose of this field experience is to revise and update the policy handbook for the Board of Education at Cowden-Herrick High School District #188. The handbook currently available is unorganized, contains outdated policies, and is not utilized at board meetings. Thus, it is anticipated that the results of this study will aid the board members in their capacity as decision makers, and further strengthen the foundation upon which the educational program of the district is based.

Due to the ever-increasing complexity of the social, financial, technical, and political environment in which schools must function, teachers have become more and more involved in the decision-making process in many schools. As teachers participate more in decision making, conflicts may arise. As these conflicts are managed, conflict-communication values may be an integral part of such management.
The primary purpose of this investigation was to determine the relationship between principals' effectiveness when dealing with conflicts and the principals' willingness to involve teaching staff in decision making. Investigations regarding the relationships between opposing communication values were also conducted.

The purposes of this study were to examine the perceptions of middle school administrators, probation officers, and judges regarding chronic absenteeism of rural middle school students and to evaluate a school-court pilot program designed to deal with chronic attendance problems.
Four major research questions were examined in this paper. First, do rural middle schools have chronically absent students? Second, if there are such students, is their chronic absenteeism symptomatic of other serious problems?
