This essay examines cable television as a pragmatic pathway for small colleges to develop media capacity despite constrained budgets. It outlines the evolution of cable from signal delivery to a platform that reserves channels, facilities, and training for local access, and it surveys instructional and production uses at multiple institutions. A case study describes an introductory television production course and an arts survey at a small private university that leveraged a local cable franchise for studio time, portable equipment, editing facilities, technical support, and airtime. This article adapts the marketing framework of product, price, place, and promotion to the design and management of speech communication programs. It begins with situational analysis, linking audience analysis and needs assessment to a systematic review of markets, student consumers, and competitors. It then proposes a research strategy to generate local evidence, a marketing mix to align offerings with student needs, a process strategy to embed marketing in departmental planning, and evaluation procedures to assess outcomes. Winona Campus Life was a weekly laboratory newspaper produced by the WSU Mass Communciation Department students and printed as a supplement to the Sunday Winona Daily News, which began in September 1983. The newspaper provided coverage of the four institutions of higher education in Winona: Winona State University, St. Mary's University, College of Saint Teresa, and Winona Area Vocational-Technical School. It was created to provide a place for Mass Communcation students to publish their articles and photographs with the idea of generating reader feedback, which is essential in journalism education.
