Open Air Schools for the treatment of delicate children are a product of the twentieth century. They are an off shoot of the sanitorium method of caring for tuberculosis patients. Thirty years ago fresh air was considered the most important factor in the treatment of tuberculosis and though rest and food were also essential factors in such treatment, there seemed to be some special attraction about fresh air which relegated the matter-of-fact procedures of eating and sleeping to positions of less prominence. The humanizing of penal incarceration has during the present century strode forward in an ever increasing upward trend. We no longer see our prisons merely as instruments of an avenging justice, but rather as a hospital instituted to attend the social ills and maladjustments of the individual. Coupled with and supplemented by this socializing process, has come a new emphasis on the importance of education in the penal institution. It is with this aspect of penology that the thesis is concerned.
