The demand for water is increasing in the western United States. Coupled with growing emphasis on development of the western resources, the scarcity of water will create an expanding competitive market by industrial, municipal and agricultural users. New Mexico is faced with a question of how many more people it can support on its limited future supply of water. A change in water use must develop if New Mexico is to expand in population. This means less water for irrigation and more water for municipal use. The farmer cannot outbid industries or cities for this scarce resource. As water allocations …

This study develops natural resource tax revenue projections to the year 2000 for each of the significant natural resource taxes levied on the major extractive industries in the Four Corners states. Two estimates of revenues, a high and a low projection are preset ted to indicate an upper and lower bound to future natural resource tax revenue levels. The projections are intended for use only as an indication of the relative magnitude of the future revenues. Revenue projections are based on current state tax structures and on output, price and value of output projections of natural resource commodities. A description …

The largest and most rapid increase in government power over the private sector is not in the areas of taxation or government spending. Rather, it is the expansion of government regulation that impacts the everyday consumer, motorist, homeowner, worker, investor, taxpayer, and nation as a whole in distinct ways. It concludes by suggesting several initial reforms.

In approximating the small sample distribution of the least squares estimator of the coefficient in a non-circular autoregression the saddlepoint method is complicated by the presence of a branch point of the integrand within the natural contour of integration. Some new approximations are given based on a contour looping around the branch point; and a uniform approximation which is valid as the saddlepoint crosses branch point is also developed.

In [6], Guha gave a complete characterization of path independent social decision functions which satisfy the independence of irrelevant alternatives condition, the strong Pareto principle, and UII, i.e., unanimous indifference implies social indifference. These conditions necessarily imply that a path independent social decision function is neutral and monotonic. In this paper, we extend Guha’s characterization to the class of neutral monotonic social functions. We show that neutral monotonic social functions and their specializations to social decision functions, path independent social decision functions, and social welfare functions can be uniquely represented as a collection of overlapping simple games, each of which …

This testimony presents four major points regarding H.R. 7739 "Small Business Impact Statement Act of 1977" and H.R. 10632 "Small Business Regulatory Relief Act." First, there is concern that regulation hits smaller business disproportionately hard. Second, requiring a regulatory impact statement is a good one, as it helps government understand the effects of its actions. Third, the amount of paperwork required by specific impact statements is concerning. Finally, public policy would be better served by requiring a single comprehensive impact statement prior to the issuance of each new regulation.

Government regulation of business continues to be one of the fastest growing areas of the American economy. The bulk of the growing regulatory budget is devoted to newer areas of social regulation, such as job safety, energy and the environment, and consumer safety and health. Unlike the traditional regulating commissions, the agencies engaging in this type of regulation often have jurisdiction over virtually all companies, including many sectors of the economy which are generally not thought of as being regulated.
