This research project has developed out of the desire to empirically test and evaluate the technique of shift/share analysis as applied to employment forecasting. Shifts in economic growth and more recently, the fast growth patterns on the West Coast have required the development of analytical techniques to forecast regional employment growth. Several methodologies have been applied to this problem including: regression analysis and trend extrapolation, economic base studies, and shift/share analysis.

Approximate Cores Of A General Class Of Economies. Part I: Replica Games, Externalities, And Approximate Cores, Martin Shubik, Myrna Holtz Wooders

Sufficient conditions are demonstrated for the non-emptiness of asymptotic cores of sequences of replica games, i.e., for all sufficiently large replications, the games have non-empty approximate cores and the approximation can be made arbitrarily “good”. The conditions are simply that the games are superadditive and satisfy a very non-restrictive “per-capita” boundedness assumption (these properties are satisfied by games derived from well-known models of replica economies). It is argued that the results can be applied to a broad class of games derived from economic models, including ones with external economies and diseconomies, indivisibilities and non-convexities. A general model of a coalition production economy allowing set-up costs, indivisibilities, and non-convexities is developed. It is shown that for all sufficiently large replications, approximate cores of the economy are non-empty.

Campaign Contributions And Congressional Voting: A Simultaneous Probit-Tobit Model, Henry W. Chappell Jr.

Full-information maximum likelihood (FIML) estimates of the simultaneous probit-Tobit (SPT) model suggest that effects of campaign contributions on voting are smaller than single equation probit estimates would indicate. The author has generally unable to conclude that contributions have a significant impact on voting decisions, apparently votes are most often decided on the basis of personal ideology or preferences of constituents. These findings differ markedly from earlier results of economists Gary C. Durden and Jonathan J. A generalization of assignment games, called partitioning games, is introduced. Given a finite set N of players, there is an a priori given subset pi of coalitions of N and only coalitions in pi play an essential role. Necessary and sufficient conditions for the non-emptiness of the cores of all games with essential coalitions pi are developed. These conditions appear extremely restrictive. However, when N is “large,” there are relatively few “types” of players, and members of pi are “small” and defined in terms of numbers of players of each type contained in subsets, then approximate cores are non-empty.

The Economics Of Enforcement: The Case Of Osha, Michael L. Marlow

Economics

A model of enforcement is developed that determines the impacts of OSHA actions on regulated parties. This model analyzes the effect of decision procedures developed by OSHA to enforce the law and their effect on resource allocation within the firm. It is concluded that the impacts from both the initial inspection and reinspection programs on the resource allocations of firms have likely been insignificantly different from zero. If OSHA is to increase the allocation of injury control resources of firms through its enforcement program, it must increase the costs of noncompliance that it imposes on firms.
