Because Puerto Rico is not systematically consulted on issues central to its development and because this situation has become so obvious to all island officials during the last decade, elites across the entire Puerto Rican political spectrum felt pressured to ""come out of the colonial closet," tentatively in August 1977 and forthrightly in 1978.3 Every summer since, spokespersons from all political parties have gone before the UN Decolonization Committee to protest the status quo in Puerto Rico. Social Security, Savings, And Labor Supply Of The Elderly In Japan, Tetsuji Yamada

Dissertations, Theses, and Capstone Projects

The study examines the controversial, inconsistent empirical results of the effect of social security on personal savings and analyzes the interdependency in the context of social security between the personal savings and labor supply behavior of elderly workers.

Very few studies in this field have been done, and it has not theoretically and empirically been accomplished yet in Japan. Time-series data are used for 1946-1982, and the methods of technique are ordinary least squares and a simultaneous-equation model in the life cycle framework.

The study finds that social security affects personal savings and that the benefit effect dominates the retirement …

Berkowitz and Burton provide a detailed examination of the adequacy and equity of permanent partial disability benefits, and the efficiency of the system delivering those benefits. A ten-state study is presented that examines states' criteria for awarding scheduled and nonscheduled benefits. Three of those states are then used for a wage-loss study illustrating the relationship among workers' disability ratings, the workers' WC benefits, and losses of earnings caused by work-related injuries.

Mature Industrial Communities: The Realities Of Reindustrialization, Jeanne H. Armstrong, John R. Mullin

New England Journal of Public Policy

This article analyzes the reindustrialization problems facing mature-industry communities in Massachusetts. The findings are based upon our planning consulting work and research projects involving forty cities and towns. The range of these communities includes those which have recovered, are on their way to recovery, and are stable; those which are declining; and those whose status is indeterminate. A variety of factors are reviewed, including unionization; work-force characteristics; the relationship between small and large plants; the characteristics of local companies; location; financing; the availability of land; and the role of local planning. Overpayments may account for up to 15 percent of all payments made under the unemployment compensation system. Burgess and Kingston propose that this overpayment serves as a clue to the more serious problems residing in the system. The authors focus on the lack of incentives (or the existence of disincentives) for improvement within the UC program structure for all participants - claimants, employers, and state UC agencies. Other issues they explore include the excessive complexity of the system and the difficulty of effectively monitoring claimant compliance with eligibility criteria.

Regulation Of Government Agencies Through Limitation Riders, Neal Devins

Congress often attaches limitation riders to appropriations bills to establish its policy directives. Professor Devins argues that the appropriations process is not the proper vehicle for substantive policymaking. In this article, he analyzes institutional characteristics that prevent the full consideration or articulation of policy in appropriations bills. Professor Devins also considers the extent to which Congress's use of limitation riders inhibits the effectiveness of the other branches of the federal government. Professor Devins concludes that, while Congress's use of limitation riders is sometimes necessary, Congress should be aware of the significant risks associated with policymaking through the appropriations process.

Are We A Nation Of Tax Cheaters? New Econometric Evidence On Tax Compliance, Jeffrey A. Dubin, Michael J. Graetz, Louis L. Wilde

In 1982, then Commissioner of Internal Revenue Roscoe Egger reported to Congress that legal sector noncompliance with the Federal Income Tax statutes generated an "income tax gap" of $81 billion in 1981, up from $29 billion in 1973. He further projected a gap of $120 billion for 1985 (U.S. Congress, 1982). Perceptions of accelerating noncompliance inspired a crisis mentality within the Internal Revenue Service, Congress, and the tax bar.

The IRS responded in part by funding a major independent study of tax noncompliance via the National Academy of Sciences, and the American Bar Foundation initiated an investigation of its own …

The Global Correspondence Principle: A Generalization, Jagdish N. Bhagwati, Richard A. Brecher, Tatsuo Hatta

This paper generalizes the Global Correspondence Principle by extending, in two major ways, Paul Samuelson's 1971 analysis of the exchange rate response to an international purchasing-power transfer. We analyze the price effect of a shift in any parameter, not necessarily a transfer. We then explore the resulting adjustments in any nonprice variable such as we/fare. As our analysis shows, the direction of these adjustments depends neither on whether they are small or large nor on whether equilibrium is locally stable or unstable.

This paper develops a multivariate regression theory for integrated processes which simplifies and extends much earlier work. Our framework allows for both stochastic and certain deterministic regressors, vector autoregressions and regressors with drift. The main focus of the paper is statistical inference. The presence of nuisance parameters in the asymptotic distributions of regression F -tests is explored and new transformations are introduced to deal with these dependencies. Some specializations of our theory are considered in detail. In models with strictly exogenous regressors we demonstrate the validity of conventional asymptotic theory for appropriately constructed Wald tests. These tests provide a simple …

The Free Banking Era, noted for numerous bank failures and large creditor losses, has been traditionally viewed as the experiment in laissez-faire banking that failed. Current researchers have found evidence suggesting that bank failures and creditor losses were limited to selected states and have linked the cause of bank failures to periods of falling asset prices. Free banks were required to hold long-term assets as primary reserves for short-term liabilities. Current banking theory suggests that the maturity imbalance between assets and liabilities increases the free bank's exposure to interest rate risk. It is well known that modeling exchange rates is difficult. Meese and Rogoff’s (1983) results show that a random walk model performs as well as or better than a variety of structural models, where the forecasts from the structural models are based on the actual values of the future explanatory variables. Because of these and other results, the view has become fairly widespread that structural models of exchange rates are not very good.
