Euro-Action ACORD (EAA) is a consortium of 20 European and Canadian aid agencies working in refugee farming settlements in Central and Southern Sudan, and with various rural development projects in other parts of Africa, which responded to a request from the Sudanese Commissioner of Refugees to work in Port Sudan. This was the first time the agency considered working with poor urban people, and staff were determined to understand the economic and social forces which governed life in the slums. Corporate Loans To Directors And Officers -- Every Business Now A Bank?, Jayne W. Barnard

In most states, a corporation may loan money to an officer or director if the board of directors authorizes the loan and finds that it will "benefit" the corporation. According to Professor Jayne W. Barnard, however, this benefit requirement has proved to be an illusory standard. Barnard reviews existing law on the subject and surveys the executive lending practices of 152 publicly held corporations. She concludes that executive loan enabling statutes have failed to consider the risks involved in making such loans, such as illiquidity, inadequate collateralization, inclination to default, and volatility of the economy. The authors evaluate state governments' role in guiding and monitoring the program, and suggest that the success rates are actually lower than the reported official figures. After summarizing the theoretical arguments for and against plant closing legislation, the authors present results of empirical analyses, based on the Bureau of Labor Statistics Survey of Displaced Workers and other data sources, that show that having advance notice appears to reduce the probability that a displaced worker will suffer any spell of unemployment.

Plant Closings And Worker Displacement: The Regional Issues, Marie Howland

Howland examines the relationship between regional employment shifts and plant closures and describes the implications of that relationship for displaced worker study. Her findings support an argument against industrial policy as a means of slowing the pace of worker dislocation as well as against concession in wages, utility bills, and taxes as strategies for retaining local jobs. Howland also presents several policy options for both national policy makers and local economic development officials, and argues for increased federal support for local takeovers of closing branch plants and subsidiaries and for financial and adjustment assistance for displaced workers.

A fundamental controversy in labor economics is whether unemployment is better viewed as an equilibrium or disequilibrium phenomenon. The authors contend that answers to policy problems related to unemployment will depend on which of the two characterizations of the labor market is accepted. They note the effects of inflation, taxes, and unionization on unemployment and describe those factors' effects on the equilibrium/disequilibrium question by presenting both equilibrium and disequilibrium models of the U.S. labor market.

Medical Care Of Aids In New England: Costs And Implications, Stewart J. Landers, George R. Seage Iii

This article presents an overview of cost issues related to AIDS. Data from the Massachusetts Cost of AIDS Study are combined with epidemiological projections to estimate the cost of treating people diagnosed with AIDS in New England. Aggregate inpatient, ambulatory, and home care costs are estimated to be $96.9 million and $524.8 million through 1987 and 1991, respectively. These estimates represent a relatively small percentage of total health care costs for all illnesses over the same time period.
