Excerpts Of Remarks By Secretary Of Agriculture Clayton Yeutter At His Swearing-In Ceremony In The Usda Patio February 16, 1989, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

Thank you very much ladies and gentlemen. It's a marvelous privilege, pleasure and opportunity for me to be here this morning. As I look out over this audience I see a multitude of long-time friends and I am so pleased and gratified that all of you were willing to take time out of your hectic and demanding schedules to be here and share this occasion with us. I am not going to make any profound policy pronouncements this morning. I'd like to basically concentrate in my very short time with you on some comments about people.

Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla Jan 1989

Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla

Institute for Educational Development, East Africa

This paper tries to discuss two important issues. First, it examines the conflict between ideology and actual urban planning in Tanzania. It is argued that via the Arusha-Declaration,Tanzania showed the intention of building an egalitarian society based on the principles of Ujamaa (socialism), hence one expected that an attempt to transform some colonial structures in order to suit the socialist aspiring nation could be in the agenda in Tanzania. This has never been the case at the level of urban planning. The paper argues that the gap between theory and practice exists because Tanzania's socialist theory itself is weak, and …

The State, Law And Urban Poverty In Tanzania, Joe Lugalla Jan 1989

The State, Law And Urban Poverty In Tanzania, Joe Lugalla

Institute for Educational Development, East Africa

This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. This is confirmed by the kind of coercive policies, legislation and other measures which have been instituted by the state in order to solve the problem. The paper argues that due to lack of a critical analysis of the causes of poverty, the state has been …

Repeated Trade And The Velocity Of Money, Pradeep Dubey, Siddhartha Sahi, Martin Shubik Jan 1989

Repeated Trade And The Velocity Of Money, Pradeep Dubey, Siddhartha Sahi, Martin Shubik

Cowles Foundation Discussion Papers

There are two sources of inefficiency of strategic equilibria (SE) in market mechanisms. The first is the oligopolistic effect, which occurs when an agent can single-handedly influence prices. With a continuum of agents we get “perfect competition” and this effect is, of course, wiped out. But the inefficiency of SE’s may nevertheless persist because agents are not “perfectly liquid,” i.e., the constraints of the mechanism are such that they cannot carry out arbitrary trades at the market prices. Our main result is that, if enough repeated rounds of trade are permitted within a single utility period, then the liquidity problem …

The Durbin-Watson Ratio Under Infinite Variance Errors, Peter C.B. Phillips, Mico Loretan Jan 1989

The Durbin-Watson Ratio Under Infinite Variance Errors, Peter C.B. Phillips, Mico Loretan

Cowles Foundation Discussion Papers

This paper studies the properties of the von Neumann ratio for time series with infinite variance. The asymptotic theory is developed using recent results on the weak convergence of partial sums of time series with infinite variance to stable processes and of sample serial correlations to functions of stable variables. Our asymptotics cover the null of iid variates and general moving average (MA) alternatives. Regression residuals are also considered. In the static regression model the Durbin-Watson statistic has the same limit distribution as the von Neumann ratio under general conditions. However, the dynamic models, the results are more complex and …

Can Small Firms Find And Defend Strategic Niches? A Test Of The Porter Hypothesis, Ralph M. Bradburd, David R. Ross Jan 1989

Can Small Firms Find And Defend Strategic Niches? A Test Of The Porter Hypothesis, Ralph M. Bradburd, David R. Ross

Economics Faculty Research and Scholarship

A number of studies have found a positive relation between market share and profitability. Michael Porter argues that this need not hold when small firms find strategic niches protected by mobility barriers. This paper examines that hypothesis by comparing the profitability of large and small lines of business when the activities of the two groups (proxied by the allocation of sales across submarkets) differ on average. We find that in heterogeneous product mix industries profits of large LBs are no longer significantly greater than profits of smaller rivals, except that market leaders maintain their advantage regardless of product mix.

Union Effects On Productivity, Profits, And Growth - Has The Long Run Arrived?, John T. Addison, Barry T. Hirsch Jan 1989

Union Effects On Productivity, Profits, And Growth - Has The Long Run Arrived?, John T. Addison, Barry T. Hirsch

Faculty Publications

This article interprets literature examining union effects on economic performance. Production function studies indicate small overall union impacts on productivity; positive effects, where they exist, appear to result from management response to decreased profit expectations and from a natural selection process. Lower profitability among unionized firms is well established; more interesting is the possibility that unions appropriate quasi rents deriving from long-lived tangible and intangible capital. the connection between unions, investment behavior, and productivity growth emerges as a particularly fruitful line of empirical inquiry, although it does not encourage a sanguine view of unionism's long-run impact.

Remarks By The President At Swearing-In Ceremony Of Secretary Of Agriculture Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

THE PRESIDENT: Thank you, Peter, and all the members of the Cabinet; the members of the United States Congress here; distinguished ambassadors and others. I've come over here today for the swearing-in of our Secretary. Clayton Yeutter is about to make an enduring commitment to this Department and I should acknowledge the fact that I think five of his predecessors are here today -- Democrats and Republicans which I think gives him an extraordinarily good send-off. There's a difference, you know, between involvement and commitment. You all know it. Remember the old farmer making eggs and bacon. The chicken is …

Manufacturing Matters: The Myth Of The Postindustrial Economy, Jagdish N. Bhagwati Jan 1989

Manufacturing Matters: The Myth Of The Postindustrial Economy, Jagdish N. Bhagwati

Faculty Scholarship

Messrs. Cohen and Zysman are political scientists. They are the resident gurus at BRIE (Berkeley Roundtable on International Economy). While they doubtless enjoy imported French cheese, especially with the Zinfandel from the local vineyards, they get the goose pimples watching movies on their Japanese VCRs. They are worried sick by America's alleged deindustrialization. This book is their effort to say why and to startle a complacement nation into an active policy to defend its industries.

Regional Differences In Labor Demand In The United States, Rudy Fichtenbaum, John P. Blair Jan 1989

Regional Differences In Labor Demand In The United States, Rudy Fichtenbaum, John P. Blair

Economics Faculty Publications

A possible explanation for the lack of attention to regional demand variation is that analysts have assumed implicitly that the elasticity at demand was roughly comparable among regions. However, this assumption does not seem tenable, the purpose of this study was to fill this important gap in the literature. The hypothesis was that there were significant differences in the elasticity of the demand for labor. Knowledge of differences in demand elasticity for labor can be extremely important to policy makers at both the state and federal levels. At the federal level, knowledge of differences in regional demand elasticities would allow …

University Growth-Poles And The Canadian Aggregate Situation, Stephen Paul Meyer Jan 1989

University Growth-Poles And The Canadian Aggregate Situation, Stephen Paul Meyer

Theses and Dissertations (Comprehensive)

The utilization of higher education resources in a regional development function has become an increasingly popular ploy within the realm of government policy. The university, typically through an interaction with today’s growth-inciting high-technology industry, has tended to replace the traditionally-used manufacturing plant as the ‘new’ growth-pole. It is likely that no other single institution could benefit a region in as wide an array of economic and social capacities as can the university. And, it is with respect to this notion that a Canadian university study was pursued. However, where most university ‘impact-type’ assessments have tended to look at individual cases, …
