The Effects Of Metropolitan Job Growth On The Size Distribution Of Family Income, Timothy J. Bartik Mar 1991

The Effects Of Metropolitan Job Growth On The Size Distribution Of Family Income, Timothy J. Bartik

Upjohn Institute Working Papers

This paper examines how a metropolitan area's job growth affects its income distribution. The research uses annual Current Population Survey data on the income distribution in different metropolitan areas from 1979 through 1988. Faster metropolitan job growth increases real family income in the lowest income quintile by a significantly greater percentage than for the average family. Metropolitan job growth also increases the value of property owned by upper income quintiles, but property value effects are not large enough to offset the progressive effects of growth on labor income. Simulations indicate that economic development programs to increase metropolitan job growth will …

Congressional Testimony On The Effectiveness Of The Employment Service In Aiding Ui Claimants, Louis S. Jacobson Feb 1991

Congressional Testimony On The Effectiveness Of The Employment Service In Aiding Ui Claimants, Louis S. Jacobson

Upjohn Institute Working Papers

This testimony describes the results of a study of the Employment Service (ES) conducted by Dr. Jacobson and Prof. Arnold Katz of the University of Pittsburgh using data on over 100,000 individuals who registered with the Pennsylvania ES between 1978 and 1987, and an even larger sample of non-registrants. One major finding is that much of the decline in the ES's performance over the past thirty years can be explained by changes in: funding, characteristics of registrants, and characteristics of job vacancies. Thus, we concluded that criticism of the ES often ignores changes in crucial factors outside of the ES's …

Actual And Warranted Relations Between Asset Prices, Andrea E. Beltratti, Robert J. Shiller Feb 1991

Actual And Warranted Relations Between Asset Prices, Andrea E. Beltratti, Robert J. Shiller

Cowles Foundation Discussion Papers

Efficient markets models assert that the price of each asset is equal to the optimal forecast of its ex-post or fundamental value. These models do not imply, however, that the covariance between two asset prices is given by the covariance between the ex-post values they respectively forecast: these two covariances can even have opposite signs. However, it is possible to place bounds on the covariance between asset prices given the covariance matrix of ex-post values. We present such bounds for both covariances and correlations and show how such bounds can be tightened using information beyond the covariance matrix of ex-post …

Cowles Foundation Discussion Papers

The paper, prepared for a Roundtable on Major Economic Problems in the U.S. and the U.S.S.R., discusses some aspects of price theory — in particular, the theory of general equilibrium — which may offer some theoretical insights about the economic problems to be encountered during the transition from Socialism to private markets in the Soviet Union.

Arithmetic Repeat Sales Price Estimators, Robert J. Shiller Feb 1991

Arithmetic Repeat Sales Price Estimators, Robert J. Shiller

Cowles Foundation Discussion Papers

Repeat sales price estimators are designed to infer price indexes of infrequently sold and unstandardized assets, such as houses, based only on changes in prices of those individual assets that are observed to be sold twice. Repeat sales price estimators are proposed here that are arithmetic, and either value-weighted or equally-weighted. Moreover, variants are proposed that are interval-weighted, i.e., that correct for a form of heteroskedasticity, and that include additional regressors representing changes in hedonic variables. Some of these methods are applied to data on house prices in Atlanta, Chicago, Dallas and San Francisco 1970–1986.

The Employment And Earnings Impacts Of The Targeted Jobs Tax Credit, Kevin Hollenbeck, Richard J. Willke Feb 1991

The Employment And Earnings Impacts Of The Targeted Jobs Tax Credit, Kevin Hollenbeck, Richard J. Willke

Upjohn Institute Working Papers

The Targeted Jobs Tax Credit (TJTC) is intended to stimulate the employment of individuals who are members of certain groups of the labor force by providing a wage subsidy (in the form of a tax credit) to employers of recently-hired eligible workers. This intervention into the labor market has direct and indirect earnings and employment consequences for both eligible and ineligible individuals. The paper evaluates the impacts of TJTC by using a treatment and comparison group methodology. Corrections for nonrandom selection are undertaken. The primary sources of data are state quarterly wage record data from the Unemployment Insurance system and …

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist Feb 1991

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist

Faculty Articles

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

Turnover In Child Care Arrangements, Philip K. Robbins, David M. Blau Jan 1991

Turnover In Child Care Arrangements, Philip K. Robbins, David M. Blau

Economics Articles and Papers

This paper analyzes changes in child care arrangements of a sample of children from the Youth Cohort of the National Longitudinal Surveys, over the first three years of life. The analysis indicates that turnover in child care arrangements is surprisingly low among this sample and is more common among families of higher socioeconomic status. Child care turnover is positively correlated with mothers' employment turnover, but is not correlated with changes in mothers' marital status or additional births. Turnover in child care arrangements is highly correlated over time, due mainly to the effects of observed variables and unobserved characteristics of the …

Goals And Constraints Of The Federal Reserve System: A Study Of Its 'Profits' Policy, Michael L. Marlow Jan 1991

Goals And Constraints Of The Federal Reserve System: A Study Of Its 'Profits' Policy, Michael L. Marlow

Economics

This paper models the Federal Reserve's pursuit of goals within the constraining forces of Congress, the President, financial firms and the public. Two hypotheses are empirically examined. Hypothesis 1 is that the federal budget deficit is a determinant of Federal Reserve "profits," or U. S . Treasury deposits from the Federal Reserve. Hypothesis 2 is that government spending is significantly influenced by U. S. Treasury deposits from the Federal Reserve. Empirical support of these hypotheses suggests that the Federal Reserve is partially responsible for changes in the federal budget deficit and government spending.

Europe 1992: Economic Implications For Asia, David Lim Jan 1991

Europe 1992: Economic Implications For Asia, David Lim

Support & Other Units (THEi)

The European Economic Community (EEC) was formed in 1957 with the signing of the Treaty of Rome. This brought together six countries (Belgium, France, West Germany, Italy, Luxemberg and the Netherlands) which were involved in the conflict of the Second World War. The Impetus for the establishment of the EEC was political but the economic gains from the operation of the scheme, popularly known as the Common Market, were so significant that eventually the original membership of six was doubled to include Denmark, Greece, Ireland, Portugal, Spain and the United Kingdom. The so-called Europe 1992 Project aims to bring about …
