This research report presents the findings of a 1993 regional household survey evaluating the factors most important in selecting a vacation site alongside the perceived travel image of Albuquerque among residents of Illinois, Kansas, Minnesota, Missouri, and Ohio. The data reveal that while safety, rest, and cultural/historical opportunities are the highest priorities for travelers, a majority of respondents (61%) have never been to Albuquerque, highlighting a significant out-of-state perception that the city serves primarily as a destination stopover.

Innovation In Planning Hungarian Labor Market Programs, Christopher J. O'Leary
Innovation In Planning Hungarian Labor Market Programs, Christopher J. O'Leary
Conference Papers
This paper summarizes the important features of the Hungarian ALPs (active labor market programs) and reports on the system to assess the effectiveness of ALPs which is now being implemented in Hungary. The system being introduced in Hungary is an example of "entrepreneurial government" in the sense of Osborne and Gaebler (1992). The paper lists performance indicators (PI) used for each program, and explains how they are used with administrative and follow-up data. The system of PI is designed to monitor performance while allowing decentralized decision making and avoiding adverse incentives. The system is designed to promote superior performance through …
State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly
State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly
New England Journal of Public Policy
In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. Policy implications …

Is The “Sheil” A Shill? Informal Credit In Rural Sudan, Michael Kevane
Is The “Sheil” A Shill? Informal Credit In Rural Sudan, Michael Kevane
Economics
My dictionary defines a shill as a person "who poses as an innocent bystander to help a confidence man win over a prospective victim."1 The Sudanese system of informal credit, known as shei/ 2 credit, has been described by many academic writers as an exploitative, usurious form of lending, much as Tayeb Salih implies about the loan transaction between Masood and the grandfather. These writers argue that an important cause of the persistence and deepening of poverty is the monopolistic position of village lenders. But is that really what the sheil is? Or has the sheil been misrepresented in order …

Aggregate Income Risks And Hedging Mechanisms, Robert J. Shiller
Aggregate Income Risks And Hedging Mechanisms, Robert J. Shiller
Cowles Foundation Discussion Papers
Estimates are made, from time series data on real gross domestic products, of the standard deviations of returns in markets for perpetual claims on countries’ incomes. The results indicate that the variability of returns is of a magnitude comparable to that of returns in stock markets. Evidence is shown that there may be only minimal possibility of cross hedging these returns in existing capital markets. Methods of establishing markets for perpetual claims on aggregate incomes are examined. Such markets, by allowing hedging of these aggregate income risks, might make for dramatically more effective international macroeconomic risk sharing than is possible …
The Money Rate Of Interest And The Influence Of Assets In A Multistage Economy With Gold Or Paper Money: Part Ii, Martin Shubik, Shuntian Yao
The Money Rate Of Interest And The Influence Of Assets In A Multistage Economy With Gold Or Paper Money: Part Ii, Martin Shubik, Shuntian Yao
Cowles Foundation Discussion Papers
We consider the relationship between the length of life of individuals and the assets they own and their influence on trustless trade. In particular in some structures a role for government or an outside bank may be called for to support an equilibrium. An example of an OLG model with production illustrates the need for expanding the fiat money supply if population growth is greater than zero.

Japan As A Capital Exporter And The World Economy (Occasional Papers No. 18. Group Of Thirty, New York) By Masaru Yoshitomi, Ademola Bamidele
Economic and Financial Review
Sound financial system is considered central to the development of trade either in an economy or internationally. This fact informed the author of this Occasional paper in examining and bringing into focus how Japan became an international creditor i.e. net capital exporter in the world financial system aside from her leading role in world trade. This position was attained through a combination of many factors, some of which were sectoral savings-investment imbalances and the co-existence of high-employment government deficit and the high-employment current account surplus in the 1970s and 1980s. The author thus, traced the historical evolution of Japan• s …

It investigates the prospects, analyses the constraints and outlines a feasible strategy for sustaining agricultural growth in a deregulated enabling environment 1he paper notes that in the pe1iod, 1970 to 1982, the deterioration in agricultural performance In Nigeria was the result not only of external shocks and environmental and/or edaphic factors, but of distorted policy pursuits which Created disincentives for farming. However, following attempts .to deregulate the economy with the adoption of the Structural Adjustment Programme in 1986 …

The Money Rate Of Interest And The Influence Of Assets In A Multistage Economy With Gold Or Paper Money: Part I, Martin Shubik, Shuntian Yao
Cowles Foundation Discussion Papers
The role of long lived assets is considered in serving as hostages to extend the domain of trustless trade in an exchange economy. Assuming that individuals have life cycle preferences, we consider the most general set of utility functions consistent with these preferences and a stationary equilibrium for an OLG economy. The influence of the type of asset, durable or storable on the need for money is considered.
Ecosystem Valuation: Combining Economics, Philosophy, And Ecology, F. Gregory Hayden
Ecosystem Valuation: Combining Economics, Philosophy, And Ecology, F. Gregory Hayden
Department of Economics: Faculty Publications
Discussions regarding ecological crises often begin by casually identifying anthropocentric traits as responsible for the crises and by briefly explaining the need for holistic or macroscopic modeling. Yet, when modeling begins, policy scientists, philosophers, and social scientists usually are not included, and the models often are not ecological, but are rather narrowly biological or physical. The main purpose of this paper is to emphasize the need for broader and richer modeling and the need to recognize that environmental protection and enhancement is anthropocentric policymaking. The question is not whether it will be anthropocentric, but which anthropocentric values, beliefs, and philosophies …

The Political And Economic Feasibility Of An American Industrial Policy, Brian S. Driscoll '93
The Political And Economic Feasibility Of An American Industrial Policy, Brian S. Driscoll '93
Honors Projects
An industrial policy is "any government measure that prevents or promotes changes in the structure of an economy." This paper provides an overview of the issue, by focusing on how government can encourage productivity growth in the economy.
By studying other countries we hope to learn how industrial policy might work in America. The obvious choice to model is Japan's Ministry of International Trade and Industry (MITI), but other countries, most notably the British and the French, have adopted certain policies as well. On the whole, while Japan has been most successful, MITI may have more credit than is due, …
Causes And Effects Of Welfare Dependency, Chris Bisaillon '93
Causes And Effects Of Welfare Dependency, Chris Bisaillon '93
Honors Projects
The effect of welfare on work incentives has been a hotly debated topic since its inception in 1935. My research project examines the work incentive effects of an important component of the welfare system, namely Aid to Families with Dependent Children. I have done this by analyzing data drawn from a massive database of 12,800 youths called the National Longitudinal Survey of Youth. I primarily use two theories for my analysis, the neoclassical theory of labor supply and the welfare-disincentive theory promoted by Charles Murray. These two theories allow me to formulate and test a number of hypotheses regarding the …

The Demand For Higher Education: A Cost/Benefit Analysis Of The Human Capitol Theory, Bruce T. Bennett '93
Honors Projects
I will attempt to identify the costs and benefits of the high school graduate using the National Longitudinal Survey of Youth as the database. The study will be cross-sectional using those respondents born in 1964 or 1965. Using this data, I will formulate and test a number of hypotheses concerning the personal characteristics such as innate ability, family background, and other socioeconomic variables affecting the decision to go to college. Furthermore, I will explore the possibility of structural differences occurring between four groups - black males, white males, black females, and white females - to see if family background and …

Tax Increment Financing: A Cost/Benefit Analysis For The State Of Illinois, James C. Joslin '93

While there are many supporters of TIF, it is not without opposition. The highly respected Chicago Business letter, Crains, believes that "TIFs are one of the all time great economic development boondoggles in Illinois" (9/14/92). Many people also have the perception that 'TIF has been misused to finance 'sweetheart' deals with local developers at state expense" (Ayers 21). Whether this is true or not, there are clearly differences in the level of blight and deterioration among districts. Many argue that development would have occurred in some of these districts without the aid of TIF, and that these developments merely shift …
