There are many economic environments in which an object is offered sequentially to prospective buyers. It is often observed that once the object for sale is turned down by one or more agents, those that follow do the same. One explanation for this phenomenon is that agents making choices further down the line rationally ignore their own assessment of the object and herd behind their predecessors. Our research extends the canonical herding model by allowing agents to differ in their ability to assess the quality of the offered object. This paper considers nonparametric estimation and inference in first-order autoregressive (AR(1)) models with deterministically time-varying parameters. A key feature of the proposed approach is to allow for time-varying stationarity in some time periods, time-varying nonstationarity (i.e., unit root or local-to-unit root behavior) in other periods, and smooth transitions between the two. The estimation of the AR parameter at any time point is based on a local least squares regression method, where the relevant initial condition is endogenous. From rising rents to high interest rates to limited supply, housing policy is a central issue in the 2024 elections. Brookings Mountain West, in partnership with UNLV’s Lied Center for Real Estate, hosted a community forum examining the local, state, and federal impacts of Nevada’s housing challenges. New research presented at the forum offer insights into the demographic and economic dynamics of individuals and families navigating Nevada's turbulent housing market, assess trends in home ownership, and evaluate barriers preventing Nevadans from accessing the housing market.

This qualitative study aimed to address the gap in the research related to end-of-life counseling by exploring the experiences of counselors working with clients at end of life. While counseling literature and education are lacking regarding end of life, many counselors will work alongside clients approaching death. The purpose of this study was twofold: (a) to better understand the nuanced experiences of counselors providing end-of-life counseling and (b) to explore the supports and preparations helpful for counselors to provide end-of-life counseling. With this rapid expansion came the need to examine how policy and practice should be shaped in a future where telehealth is considered common in counseling practice. Are gender differences in economic outcomes the same everywhere? Using the most recent available data (generally from the 2021–2023 period), I consider the patterns for these gender differences and provide an annotated list of statistical sources for students and researchers to use in exploring these differences. Overall, women still work less than men in paid work, work more than men in unpaid household work, and make less than men; however, these patterns have converged somewhat, with some narrowing of work and pay gaps relative to the last part of the 20th century, and with women rapidly closing the educational-attainment gap …

In this paper, we use a natural experiment to measure the impact of a transitory positive income shock on college education. On March 11, 2021, the American Rescue Plan Act was signed into law. This act made provisions for the third round of Economic Impact Payment for eligible US residents. Each person in an eligible family received up to $1,400. This stimulus payment was an exogenous positive income shock on US college students if they received the payment. Using primary data collected through a survey, we first investigate how US college students were affected by and responded to this income …

Efficiency Costs Of Unemployment Insurance Denial: Evidence From Randomly Assigned Examiners, Jonathan Cohen, Geoffrey C. Schnorr

Approximately 10 percent of Unemployment Insurance (UI) claimants in the United States are denied benefits after being deemed at-fault for their job loss by a government examiner. Using administrative data from California and an examiner leniency design, we estimate the causal effects of extending eligibility to marginally at-fault claimants—those whose job separation reason would be deemed UI-eligible by some examiners but UI-ineligible by others. Approving a marginally at-fault claimant increases UI benefits paid by over $3,000 and lengthens the nonemployment spell by just under two weeks, but it does not decrease labor income. Assessing The Recreational Charter Fishing Market In Florida: A Hedonic Price Analysis, Mehrnoosh Asadi, Pallab Mozumder, Mahadev G. Bhat

In this study we analyze the effect of a wide range of factors on the variation of recreational fishing trip prices in Florida. We collected extensive data from recreational fishing websites maintained by guides and outfitters and used different empirical methods for quantifying the relationship between trip price and various trip characteristics. The Hedonic Price model was used to estimate the implicit prices of freshwater and saltwater fishing trip characteristics. The results suggest that freshwater and saltwater anglers significantly value the lodging feature included in the fishing trip package. Since 2013, fisheries managers have used a bioeconomic model to simulate the effect of proposed regulations on angler participation and subsequent fishing mortality for Gulf of Maine Atlantic cod and haddock using data from a choice experiment survey. In the year following the last choice experiment survey, however, Gulf of Maine cod fishery experienced unprecedented regulatory changes that, to this day, considerably limit recreational harvest. Given the potential influence of these regulatory changes on angler targeting behavior and preferences, we administered a new choice experiment survey in 2019. This paper builds on methodology that corrects for irregular spacing between realizations of unevenly spaced time series and provides appropriately corrected estimates of autoregressive model parameters. Using these methods for dealing with missing data, we develop time series tools for forecasting and estimation of autoregressions with cyclically varying parameters in which periodicity is assumed. To illustrate the robustness and flexibility of the methodology, an application is conducted to model daily temperature data. This research connects two seemingly unrelated facts that have recently been documented in developing countries, with important consequences for global health: (i) the weak association between nutritional status and income, and (ii) the elevated risk of diabetes among normalweight individuals. The model that we develop to reconcile these facts is based on a set point for body size that is adapted to (low) pre-modern food supply, but subsequently fails to adjust to rapid economic change. The first two chapters of my dissertation study the role of personal bankruptcy in U.S. entrepreneurship. Entrepreneurship inherently carries risk. The majority of businesses are unincorporated, meaning the business debts become personal liabilities for the owner. Consequently, when such a business falters, the owner may be incentivized to file for personal bankruptcy. This paper studies the impact of wealth protection on entrepreneurial activities. Utilizing a regression kink design, I establish a first causal link between potential debt forgiveness and entrepreneurial activities. My findings indicate that more lenient debt relief policies motivate business owners to finance their enterprises. Specifically, an additional …

Risky financial decisions, defined as rational calculations between expected risk and reward, are subject to various psychological and neurobiological mechanisms. In this context, the relationship between testosterone levels and risk propensity has been investigated, but the results are inconsistent. Here, the effects of some personality traits, neuroticism–anxiety and sociability, on the relationship between testosterone levels and risk propensity were examined in decisions under risk (GDT) and under uncertainty (BART). In a mixed-sex sample of 100 graduate students and experienced decision makers, we found that basal testosterone levels were positively correlated with risk propensity for decisions under risk in males with …

This paper investigates the financial importance of development banks across regions and income groups. We construct a global banking dataset for the period 1995 to 2021 and analyse the distribution of development banking assets across macro regions and country income groups. We create a composite global and national Development Bank Financial Importance index (DBFI index) that enables us to rank the most financially important development banks across the globe. Development banks play significant and diverse roles in the global financial system, but their financial importance varies across regions and income groups. In this essay I discuss the proposition that Adam Smith has been widely misinterpreted as asserting in his second book, The Wealth of Nations, that emergent modern economies are driven by the strictly selfish motives of their human inhabitants. The propositions articulated in his first book, The Theory of Moral Sentiments, which offered a theory of society, extended seamlessly into his second book, and continued to be part of his theory of economy. In both works, he distinguished the universal state of being self-interested from actions taken in one's self-interest, and modeled people as creating and following rules of propriety …
