The Effects Of Metropolitan Job Growth On The Size Distribution Of Family Income, Timothy J. Bartik Mar 1991

The Effects Of Metropolitan Job Growth On The Size Distribution Of Family Income, Timothy J. Bartik

Upjohn Institute Working Papers

This paper examines how a metropolitan area's job growth affects its income distribution. The research uses annual Current Population Survey data on the income distribution in different metropolitan areas from 1979 through 1988. Faster metropolitan job growth increases real family income in the lowest income quintile by a significantly greater percentage than for the average family. Metropolitan job growth also increases the value of property owned by upper income quintiles, but property value effects are not large enough to offset the progressive effects of growth on labor income. Simulations indicate that economic development programs to increase metropolitan job growth will …

The Employment And Earnings Impacts Of The Targeted Jobs Tax Credit, Kevin Hollenbeck, Richard J. Willke Feb 1991

The Employment And Earnings Impacts Of The Targeted Jobs Tax Credit, Kevin Hollenbeck, Richard J. Willke

Upjohn Institute Working Papers

The Targeted Jobs Tax Credit (TJTC) is intended to stimulate the employment of individuals who are members of certain groups of the labor force by providing a wage subsidy (in the form of a tax credit) to employers of recently-hired eligible workers. This intervention into the labor market has direct and indirect earnings and employment consequences for both eligible and ineligible individuals. The paper evaluates the impacts of TJTC by using a treatment and comparison group methodology. Corrections for nonrandom selection are undertaken. The primary sources of data are state quarterly wage record data from the Unemployment Insurance system and …

Goals And Constraints Of The Federal Reserve System: A Study Of Its 'Profits' Policy, Michael L. Marlow Jan 1991

Goals And Constraints Of The Federal Reserve System: A Study Of Its 'Profits' Policy, Michael L. Marlow

Economics

This paper models the Federal Reserve's pursuit of goals within the constraining forces of Congress, the President, financial firms and the public. Two hypotheses are empirically examined. Hypothesis 1 is that the federal budget deficit is a determinant of Federal Reserve "profits," or U. S . Treasury deposits from the Federal Reserve. Hypothesis 2 is that government spending is significantly influenced by U. S. Treasury deposits from the Federal Reserve. Empirical support of these hypotheses suggests that the Federal Reserve is partially responsible for changes in the federal budget deficit and government spending.

Europe 1992: Economic Implications For Asia, David Lim Jan 1991

Europe 1992: Economic Implications For Asia, David Lim

Support & Other Units (THEi)

The European Economic Community (EEC) was formed in 1957 with the signing of the Treaty of Rome. This brought together six countries (Belgium, France, West Germany, Italy, Luxemberg and the Netherlands) which were involved in the conflict of the Second World War. The Impetus for the establishment of the EEC was political but the economic gains from the operation of the scheme, popularly known as the Common Market, were so significant that eventually the original membership of six was doubled to include Denmark, Greece, Ireland, Portugal, Spain and the United Kingdom. The so-called Europe 1992 Project aims to bring about …

African Americans And The Future Of The U.S. Economy, Lou Ferleger, Jay R. Mandle Jan 1991

African Americans And The Future Of The U.S. Economy, Lou Ferleger, Jay R. Mandle

Trotter Review

For the first time in the country's history, the level of skills and education of the African-American labor force is a critical determinant of the potential for growth of the economy itself. The integration of black labor into the economy now means that the development of one is dependent upon the development of the other. To investigate this relationship we first examine the recent performance of the economy and the consequences of that performance for the black standard of living, and then the role the African-American labor force can play in overcoming the economic deficiencies that have plagued the economy.

Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik Jan 1991

Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik

Upjohn Press

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

Labor Unions And The Economic Performance Of Firms, Barry T. Hirsch Jan 1991

Labor Unions And The Economic Performance Of Firms, Barry T. Hirsch

Upjohn Press

Hirsch develops a model of union rent-seeking in which the unions capture a share of quasi-rents that make up the normal ROI in long-lived capital and R&D. He finds that in response, firms adjust their investments in vulnerable tangible and intangible capital. Hirsch also attempts to explain the connection between the contraction of the size of unions which occurred in the 1970s and firms' lower profitability, diminished market value, and lower investment levels.

Changes In The Black/White Income Ratio, 1939-87, Melvin Keys Jan 1991

Changes In The Black/White Income Ratio, 1939-87, Melvin Keys

Masters Theses

The Black/white income ratio (BWIR) has increased steadily from 1939-87 for families with two incomes. Early-on, the income disparity was greatest for black females compared to black males. Because of race and sex discrimination, black females were lagging far behind society in wage differences. Today, the opposite is true, black males lag far behind black females in income: compared to their white counterparts. One of the reasons for such a large reversal in income differences maybe the opportunities that were available to black females in such occupations as teaching and nursing from 1940-75.

Migration, which looks at regional composition, was …

Long Horizon Movements In Exchange Rates: Great Expectations, Minsok Pak Jan 1991

Long Horizon Movements In Exchange Rates: Great Expectations, Minsok Pak

Honors Papers

Results in this paper show that applying specific techniques designed to analyze long run behavior of time series variables provides evidence that long run movements in exchange rates differ from random walks. Long run behavior, for both the DM/$ and Y/$ spot rates, exhibit a rather substantial mean reverting component, a temporary component similar to that found in stock prices (Fama and French [1988]; Poterba and Summers [1988]). That is to say, a divergence of observed market values from fundamental values cannot simply be interpreted as support for models of inefficient markets. Rather, these divergences may be temporary swings away …

Sun Spots And Expectations: W. S. Jevons And The Theory Of Economic Fluctuations, Sandra J. Peart Jan 1991

Sun Spots And Expectations: W. S. Jevons And The Theory Of Economic Fluctuations, Sandra J. Peart

Jepson School of Leadership Studies articles, book chapters and other publications

W. Stanley Jevon’s statistical study of periodicity has received much scrutiny (Aldrich1987), but less attention has been given to his theoretical position on economic fluctuations, a circumstance which T.W. Hutchison justly finds surprising considering that “Jevons maintained that aggregate instability, and the distress it caused, presented profoundly serious problems, and devoted some of his most strenuous economic research to their explanation” (Hutchison 1988, p. 6). This paper takes up the challenge to examine the development of Jevon’s though on economic fluctuations from the early 1860s until his death in 1882.

I shall distinguish in what follows between Jevon’s “theory of …

Rational Choice: The Contrast Between Economics And Psychology, Vernon L. Smith Jan 1991

Rational Choice: The Contrast Between Economics And Psychology, Vernon L. Smith

Economics Faculty Articles and Research

Rational Choice--the published record of a conference on economics and psychology--frames the issues as a contest between economic theory and the falsifying evidence from psychology. According to a third perspective, that of experimental economics, most standard theory provides a correct first approximation in predicting motivated behavior in laboratory experimental markets, but the theory is incomplete, particularly in articulating convergence processes in time and in ignoring decision cost. This view has roots in the work of Herbert Simon and Sidney Siegel, but it is not plainly represented in contemporary research in economic pyschology.

Off-Floor Trading, Disintegration And The Bid-Ask Spread In Experimental Markets, Joseph Campbell, Shawn Lamaster, Vernon L. Smith, Mark Van Boening

Economics Faculty Articles and Research

This article uses experimental methods to establish that greater uncertainty in the environment increases the naturally emerging bid-ask spread in double-auction trading. The opportunity to trade off floor is then introduced. Off-floor trading is greater in the environment with a wider bid-ask spread, increases with block trading, and increases still more with increasing subject experience. Finally, we find that the preponderance of off-floor trades are inside the bid-ask spread, supporting the hypothesis that a motive for such trades is to split privately the gain represented by the bid-ask spread without revealing publicly a willingness to make price concessions.
