Optimal Interventions In Networks During A Pandemic, Roland Pongou, Guy Tchuente, Jean-Baptiste Tondji

We develop a model of optimal lockdown policy for a social planner who balances population health with short-term wealth accumulation. The unique solution depends on tolerable infection incidence and social network structure. We then use unique data on nursing home networks in the US to calibrate the model and quantify state-level preference for prioritizing health over wealth. We also empirically validate simulation results derived from comparative statics analyses. Our findings suggest that policies that tolerate more virus spread (laissez-faire) increase state GDP growth and COVID-19 deaths in nursing homes. The detrimental effects of laissez-faire policies are more potent for nursing …

While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. This new finding contributes to the emerging literature on bandwidth tax, and suggests the importance of designing programmes that relieve mental accounting due to debt …

This note introduces a case in Tokyo district court. In which case, plaintiffs alleged actions of cabinet and legislature were against Constitution. Plaintiffs claimed their rights (right to live in peace, personality rights, etc.). However, the court denied plaintiffs claim, because plaintiffs legally protected rights were not infringed. In the course of the judgment, the courts’ view on judicial power is shown. This note introduce the case from the perspective of elements of judicial power, especially requirement of concreteness of rights.

However, it may be possible to generalize its basic features: “regional management” and “financial surplus.” The problem of regional revitalization is conventionally discussed from a perspective of public administration. The Horus and other research teams have found that atherosclerosis is not uncommon in ancient people through the study of their mummified remains (Murphy et al., 2003; Allam et al., 2009, 2011; Thompson et al., 2013, 2014). However, some have postulated that traditional hunter-gatherers are in some ways healthier than modern people and that they had very little atherosclerotic disease (O’Keefe et al., 2010). I present three chapters on the economics of grid modernization. The first chapter examines the consumer acceptance of community microgrid services. In this chapter I present the results of a split-sample contingent valuation experiment in which electric bill payers across Arizona, Colorado, New Mexico, and Utah are asked about the willingness-to-pay for the installation of a community microgrid contingent on costs and benefits. In the second chapter, I examine the role of contractual hydropower receipts in the fuel mix for a medium size power authority in Colorado. Structural transformation in most currently developing countries takes the form of a rapid rise in services but limited industrialization. In this paper, we propose a new methodology to structurally estimate productivity growth in service industries that circumvents the notorious difficulties in measuring quality improvements. In our theory, the expansion of the service sector is both a consequence—due to income effects—and a cause— due to productivity growth— of the development process. We estimate the model using Indian household data. We find that productivity growth in non-tradable consumer services such as retail, restaurants, or residential real estate, was an important driver of …

Little is known about brain aging or dementia in nonindustrialized environments that are similar to how humans lived throughout evolutionary history. This paper examines brain volume (BV) in middle and old age among two indigenous South American populations, the Tsimane and Moseten, whose lifestyles and environments diverge from those in high-income nations. With a sample of 1,165 individuals aged 40 to 94, we analyze population differences in cross-sectional rates of decline in BV with age. We also assess the relationships of BV with energy biomarkers and arterial disease and compare them against findings in industrialized contexts. The analyses test three …

Economic achievements in most difficult circumstances during President Musharraf‘s regime are dismissed outright, because of abhorrence of the military rule, imposition of the emergency in 2007, his decision to join the US in Afghanistan war, open tussle with the judiciary, withdrawal of corruption cases against the politicians, and his quest to get elected in uniform. The Effect Of Corruption Control On Efficiency Spillovers, Levent Kutlu, Xi Mao

We examine the effect of corruption control on efficiency and its implications for efficiency spillovers by a stochastic frontier model. Our dataset covers 102 countries from 1996 to 2014. We find a positive relationship between corruption control and efficiency. If neighboring countries have difficulty in handling corruption, the country would be negatively affected by its neighbors' corruption through efficiency spillovers. We then compare the efficiency differences across countries for three time periods: 1996–2002, 2002–2008, and 2008–2014. On average, technical efficiencies slightly increased in the second period compared to the first period. In the third period, the efficiencies declined, particularly in …

This study explores how populations in Serbia and the DRC have been affected by and responded to natural resource extraction. Specifically, protests and other activist engagement were examined by surveying social movements’ participants from civil society and academia. Both qualitative and quantitative methods of inquiry were used. Data was collected from multiple sources, including academic and online sources pertaining to the topic of extractivism, and a survey of 71 participants. Throughout the Congo wars, the pervasive activities of extractive industries have deepened economic inequalities and eviscerated the ecological rights of victimized communities while perpetuating a tragic legacy of gross human rights abuses in the eastern Democratic Republic of Congo . Increasingly, however, affected communities are carrying out violent and nonviolent campaigns against mining companies and other extractive industries whose activities jeopardize community livelihoods. Research on the displacement of the Rohingya from their property has paid little attention to how the government’s land policies encourage various actors to seize that land and extract resources. This research is based on interviews with Rohingya refugees, reports from the United Nations and humanitarian agencies, and published academic work. Economic, social, and political factors are responsible for the displacement of Rohingyas. Higher education is a source of skill acquisition for many middle- and high-skilled jobs. But what specific skills do universities impart on students to prepare them for desirable careers? In this study, we analyze a large novel corpora of over one million syllabi from over eight hundred bachelors’ granting US educational institutions to connect material taught in higher education to the detailed work activities in the US economy as reported by the US Department of Labor. As the U.S. population ages, family caregivers face substantial out-of-pocket costs and financial risks while providing the majority of long-term care. The Child and Dependent Care Credit (CDCC), a tax credit based on income and care spending, subsidizes caregiving expenses but has low participation among adult caregivers. This paper evaluates the CDCC’s current structure, documenting its limited impact on reducing caregiving costs and examining reforms to increase its utility for adult caregivers. Simulations of proposed changes—higher benefits, refundability, and relaxed eligibility requirements—demonstrate potential to expand access and enhance support for family caregivers within the existing policy framework.

In recent years, corporate social responsibility policies and an international focus on workplace inclusion have led to an increase in workers’ quality of life and an attempt to end workplace discrimination. Past discrimination research has found many barriers to entry for people with disabilities, a group subject to discrimination based on their perceived competence from the perceptions of employers, co-employees, and customers. Along with negative perceptions, studies find people with disabilities to be subject to wage discrimination. The ability of Poa annua L. to adapt to most turfgrass environments extends to its ability to develop resistance to commonly used herbicides. Herbicide resistant P. annua is of almost epidemic proportions. The loss of once viable chemical-based treatments pushes practitioners towards more expensive, and often less effective, control strategies. This management guide focuses on integrated weed management (IWM) practices for P. annua control and herbicide resistance—what it is and how to overcome it.
