Some Improvements On An Algorithm For Controlled Selection, Ting Kwong Lin

The sampling technique called controlled selection was f'irst described by Goodman and Kish (1950). It was found to be a very useful sampling technique among practicing survey samplers, especially in selecting first-stage units in multi-stage sampling. Hess, Riedel and Fitzpatrick (1961, 1975) have given a simple illustration on how it can be implemented in the sampling of hospitals in the state of Michigan. In this paper, we show how the Groves-Hess algorithm can be improved and how further controls which are useful to survey practitioners can be built into the algorithm. This paper recognizes the constraints imposed l7y the weak rural infrastructure base in Lagos State given the swampy/riverine nature of her landscape and notes the dim prospects for overcoming them through public investments alone. Although the study recognizes that rural infrastucture is a public good, several cases are cited to show that private sector initiatives in the provision of rural infrastructural facilites and services can be successful. Among the financing mechanisms for infusing private sector capital into rural infrastructure building include rural development levies, strengthening of rural financial markets and special aids/grants from private and non-governmental agencies. This study utilizes contemporary and classical literature to illuminate the complexities of Western democracy. Of specific focus is American democracy and the effects that capitalism has had upon democracy in America. The achievement of democracy on the scale of the modern nation-state appears problematic even without the adversarial burdens posed by a capitalist economic consort. It emerges that American democracy is particularly compromised by its roots in liberal tradition. Forced by nature to depend upon the allocative abilities of its economic consort, democracy must endure a relationship that dramatically undermines its ideological orientation. Debates over government regulation are often erroneously framed as a battle between business and the public interest. For government officials, however, regulation is an easy way to advance policy agendas without spending much federal money. But every time the government imposes new standards on the workplace or increases employee benefits, it imposes a more expensive method of production on businesses. Politicians are able to simultaneously vote for the better treatment of employees and criticize "greedy" companies. Consumers, meanwhile, suffer by paying for these hidden taxes.

Centralization And Government Competition, David Joulfaian, Michael L. Marlow

This paper examines the relationship between government size and fiscal centralization with specific focus on the separate influences of centralism and fragmentation on the size of public sector in the United States. The empirical findings at the national level provide support to the hypothesis that fiscal decentralization leads to a smaller government. The findings at the state and local levels, however, show no empirical relationship between government size and the degree of centralization.
