I am delighted to be a discussant of the paper by Robert Barro and Jong-Wha Lee. A whole endogenous growth industry has taken shape in the past several years, and Barro's contribution to this industry is both impressive and valuable. I would regard this latest paper as a continuation of the quest for enhancing our understanding as to why some countries grow faster than others. The authors use findings from this study, in conjunction with their comprehensive interpretation of existing worker dislocation literature, to develop policy recommendations concerning prevailing and potential assistance programs. They conclude by proposing that any new policies designed to compensate dislocated workers should target those suffering the greatest losses while providing incentives to take new jobs - even if lower paying - as soon as possible. Programs which allow dislocated workers to receive compensation after regaining employment (modified earnings subsidies) are promoted as practical and financially feasible.

Employers often create a conflict between job mobility and retirement security when they deny future pension benefits to workers who quit a job before reaching retirement age. Unfortunately, this deterrent to job-changing inhibits the labor market's ability to adjust. It also means workers may be unprepared financially upon retirement. Turner describes why pension losses are such a significant problem and presents empirical evidence as to the number of workers affected and the amount of losses they incur. He also probes pension portability policy options and looks at portability options in effect in Canada, Japan, the Netherlands, and the United Kingdom.

The union membership in the United States has declined since 1970 and reached less than 14 percent of labor force in 1989. A number of studies have been conducted to examine the causes of decline in union membership. Among researchers nearly all believed that structural change in the United States economy plays an important role. The theories of managerial opposition and substitution of government and employers for unions were also supported by many researchers. Taxpayers may reveal their assessment of policy through exercise of available voice and exit options within the fiscal constitution. The voice option is utilized when taxpayers remain within political boundaries and attempt to communicate their assessments regarding the institutionalstatus quo to policymakers. Exercise of the exit option occurs when taxpayers signal discontent with thestatus quo by purchasing from another government supplier. The alleviation of poverty has generally been the cornerstone of economic policy in Nigeria. Past policies have been pursued with the sole objective of improving the living standards of the people through enhanced income and generation of employment opportunities. Despite all machineries put in place, most of the women folk have not benefited because of some endemic socio-cultural problems affecting the women. This paper highlights the need for credit, conditions for attracting credit especially for rural women and the policies that can provide the right atmosphere for access to credit by rural women for sustainable development.

The paper discusses the critical role of fiscal policy in developing African economies. While it is accepted that fiscal management is one of the important functions of a modern state, the nature of the fiscal management in a specific environment determines, to a large extent, the overall effect of such intervention. The Nigerian experience indicates a very narrow revenue base that could not withstand the weight of public expenditure and investment.

In line with policies long in place in Western Europe, United States disability policy is now attempting to intervene directly in the labor market to increase the employment of people with disabilities. Beginning in July, 1992, the Americans with Disabilities Act of 1990 required employers to provide reasonable accommodation to workers with disabilities. Here we use a continuous time hazard model on retrospective data from the 1978 Social Security Survey of Disability and Work to estimate the effect of employer accommodation on the subsequent job tenure of workers who suffer a work limiting health impairment. The Survey of Employer Training Needs in Hawaii was undertaken to gather information and data on the needs and preferences of employers in Hawaii regarding government assistance with training. The need for such information was created by passage of Act 68, Session Laws of Hawaii 1991, which created the Hawaii Employment and Training Fund "to assist employers and workers through innovative programs to include, but not be limited to, business-specific training, upgrade training, new occupational skills, management skills, and support services to improve the long-term employability of Hawaii's people."

This paper examines the relationship between the cost of child care and the employment behavior of married and single mothers. The data used in this paper are from the 1987 SIPP, the first SIPP panel to utilize an improved probing of child care usage and expenditures. A primary contribution of this paper stems from the use of these improved child care data. A second contribution is to provide a clear comparison between single mothers and married mothers. Housing prices in Vermont, like those in the other New England states, shot up dramatically during the economic boom of the 1980s. This article investigates the causes of that price increase and focuses on the cost of home ownership in Vermont in the years 1975 to 1990. Cost of home ownership is defined as the percentage of family income needed to finance an average-price home. Although prices skyrocketed during the 1980s, the actual cost of home ownership as a percentage of income was about 15 percent greater in 1990 than it was during the mid-1970s.
