An industrial policy is "any government measure that prevents or promotes changes in the structure of an economy." This paper provides an overview of the issue, by focusing on how government can encourage productivity growth in the economy.

By studying other countries we hope to learn how industrial policy might work in America. The obvious choice to model is Japan's Ministry of International Trade and Industry (MITI), but other countries, most notably the British and the French, have adopted certain policies as well. The current system of controlling oil spills involves a complex relationship of international, federal and state law, which has not proven to be very effective. The multiple layers of regulation often leave shipowners unsure of the laws facing them. Furthemore, nations have had difficulty enforcing these legal requirements. This thesis deals with the role marine insurance can play within the existing system of legislation to provide a strong preventative influence that is simple and cost-effective to enforce. The Impact Of Work History On Economic Security At Old Age Among Africans In South Africa, Martha Tshitshi S. Mbatha

The Journal of Sociology & Social Welfare

Work histories of most Africans in South Africa determine whether or not they will be poor at old age. To illustrate this point, the author uses the literature and data collected from elderly Africans. Findings show racial discrimination in education and in the labor market as resulting in the concentration of the majority of Africans in low paying jobs. Low wages and the absence of a national pension scheme prevent most Africans from saving for their retirement. African workers constitute the largest percentage of the working poor in South Africa. The Michigan Disability Prevention Study: Research Highlights, H. Allan Hunt, Rochelle Virginia Habeck

This 3-year collaborative research project was designed to provide empirical evidence to substantiate the impact of various employer policies and practices on the prevention and management of workplace disability. It studied a random sample of 220 Michigan establishments with more than 100 employees from seven different industries who responded to a mail survey in the first half of 1991. The study correlates differences in employer-reported levels of achievement on policy and practice dimensions with performance on disability outcome measures, while controlling for a set of establishment characteristics in a multivariate regression analysis.

This study examines the role that tobacco played in influencing Confederate policy during the American Civil War. Surprisingly, very little research has been done on this subject; historians have virtually ignored the influence of tobacco upon Southern economic interests between 1850 and 1870.

The southern tobacco-producing states grew 439,183,561 pounds of raw tobacco in 1860. Southern manufactured tobacco was worth $21,820,535 in 1860, and along with other agricultural products, especially cotton, played an important economic, political, and diplomatic role in the life of the Confederacy. Does Employment Protection Inhibit Labor Market Flexibility?: Lessons From Germany, France And Belgium, Katharine G. Abraham, Susan N. Houseman

Laws in most West European countries give workers strong job rights, including the right to advance notice of layoff and the right to severance pay or other compensation if laid off. Many of these same countries also encourage hours adjustment in lieu of layoffs by providing prorated unemployment compensation to workers on reduced hours. This paper compares the adjustment of manufacturing employment and hours in West Germany, France and Belgium, three countries with strong job security regulations and well-established short-time compensation systems, with that in the United States. With the termination of Western Australia's Sheep Lice Eradication Campaign in 1993 farmers' views about the eradication of sheep lice are of greater relevance now than in the past. Lice control now rests with individual farmers and continuing local lice cell groups .

A recent survey of producers in the Moora Shire provides some key insights into farmers' thoughts about sheep lice and their eradication.
