This paper examines major developments in the Nigerian financial sector and discusses efforts made so far by the authorities to restructure the sector so as to enhance its efficiency. Major Developments in the Financial Sector The Structural Adjustment Programme (SAP) which was adopted in 1986 was the nation's inevitable response to the suffocating effect of the external debt burden on the Nigerian economy, the escalating fall in agricultural productivity, and undue dependence on petroleum as a foreign exchange earner. Homelessness among families with children has become a nationwide problem. Although homelessness is difficult to document, it is estimated that approximately 250,000 to 3,000,000 people in the United States are homeless. Families, which comprise approximately one third of the homeless population, is its fastest growing segment (Mihaly, 1991; National Coalition for the Homeless, 1989; Van Vliet, 1989). This may be a conservative figure. Some of these families often go uncounted because they are part of the "invisible" homeless. They avoid agency contact for fear of losing their children or live in motels, cars, or campgrounds and thereby are not counted …

Earnings Inequality In Germany, Katharine G. Abraham, Susan N. Houseman

Recent studies have documented the growth of earnings inequality in the United States during the 1980s. In contrast to these studies' findings, our analysis of micro data for the former West Germany yields virtually no evidence of growth in earnings inequality over the same period. Between 1978 and 1988, a reduction in the dispersion of earnings among workers in the bottom half of the earnings distribution led to a narrowing of the overall dispersion of earnings in Germany. Earnings differentials across education and age groups remained roughly stable, and there was no general widening of earnings differentials within either education …

This paper examines the basic theories and concepts underlying bank management. The paper noted that portfolio management, especially the funds management aspect, represented the core of sound bank planning and financial control. The paper identified principal methods of assets and liability management including liquidity and asset management, forecasting, resource allocation, foreign exchange management and gap management were discussed. The twin concepts of overall bank liquidity and balance sheet interest rate sensitivity management are also highlighted. Could Distance Be A Proxy For Severity-Of-Illness? A Comparison Of Hospital Costs In Distant And Local Patients., H G. Welch, E B. Larson, W P. Welch

We test the hypothesis that hospital costs, after adjusting for DRG mix, are higher in distant patients than in local patients. Data were obtained from the Washington State Commission Hospital Abstract Reporting System (CHARS) and included all patients discharged from 15 metropolitan hospitals in the state of Washington during fiscal year 1987 (N = 181,072).

Economic Cost Of Electricity Outages: Evidence From A Sample Study Of Industrial And Commercial Firms In The Lagos Area Of Nigeria., O. A. Uchendu

The purpose of this study is to estimate some of the measurable costs of electricity outages from a sample of industrial and commercial firms in the Lagos area. To achieve this objective, over 100 firms were surveyed. Analysis of the survey returns showed that firms in the area sustained substantial economic costs, consisting of adaptive costs (investments and operating costs on own generations), operating losses (raw and processed materials), equipment losses and unproduced output. Most of the firms indicated that NEPA's tariff was expensive. They also recommended among other things, private sector participation in the electricity industry and privatization of …

Culture, Human Capital, And The Earnings Of West Indian Blacks, Stephen A. Woodbury

This paper offers an empirical analysis of West Indians' performance in the U.S. labor market, drawing adjusted comparisons between the earnings of native-born black American men of West Indian ancestry and the earnings of other native-born men, both black and white. The data required for these comparisons come from the 1980 Census of Population, in which native-born respondents reported their ancestry. The results offer a mixed picture of the success of West Indians, suggesting that native-born blacks of West Indian ancestry do have somewhat higher earnings than other native-born blacks, other things equal. This paper focuses on one of the potential benefits to improving the Nation's literacy the economic payoffs. A more literate workforce provides economic benefits to the members of the workforce themselves, to employers, and to society. Workers who improve their basic skills through participation in workplace literacy programs should be more productive and hence earn higher wages and have greater job security. Employers with more productive workers will be more competitive in their industries and will be more profitable. State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth.
