High School Graduation Rates In The Metro-Detroit Area: What Really Affects Public Secondary Education, Thomas A. Wilk

Undergraduate Economic Review

Education is essential to the future productivity of workers in the Metropolitan Detroit area, so determining what impacts high school graduation is vital to predicting the future success of our economy. This research investigates what key aspects in our society affect the high school graduation rate: poverty level, violent crime rate, student body, class size, local school taxes, and standardized test scores. Results from multiple regressions using school district and city data from the CCD and FBI suggest that poverty levels and violent crime in the Metro Detroit area significantly, negatively influence high school graduation rates. Reforms to public policy …

Research Choice And Finance In University Bioscience, David E. Ervin, Steven T. Buccola, Hui Yang Apr 2009

Research Choice And Finance In University Bioscience, David E. Ervin, Steven T. Buccola, Hui Yang

Economics Faculty Publications and Presentations

Academic bioscience's rising importance for downstream technology and growing private sector relationships have evoked substantial policy attention. We contribute to the scrutiny by asking how university bioscientists design and finance their research, with particular attention to the mutuality of research portfolio choice and funding success. The analysis requires consideration of other major influences on academic science, including scientific norms, human capital, and institutional environment. Drawing on a national survey of university bioscientists, we find that public financial support encourages more basic investigation and private support encourages more applied investigation. Yet downstream research is only moderately more excludable than upstream. Once …

Social Capital In Rural China: Its Impact On Economic Development, Grassroots Governance, And Democratic Participation, Min Xia

Graduate Program in International Studies Theses & Dissertations

Does social capital generate positive influences on economic development and democratic governance? This question has important theoretical and policy implications for the contemporary world, especially for the developing countries. The primary goals of this study are to investigate the stock of two types of social capital—bridging social capital and bonding social capital—in rural China, and furthermore to examine the impacts of these two types of social capital upon economic development, grassroots governance, and democratic participation in rural China.

In this study bridging social capital has been measured by the participation in inclusive social networks and general trust among villagers, and …

Who Will Care For The Women?, Candace Howes

Economics Faculty Publications

Over 20 million people today, including children, working-age disabled, and elderly persons, require some sort of assistance to live safely. Largely because women live longer than men, well into the ages when the probability of needing care increases, 70 percent of elderly people who need long-term care are women. Furthermore, most long-term care is provided by women, mainly as unpaid care in the home, or as low-paid care in institutions and community settings (Stone & Weiner 2001). The United States faces a severe long-term care crisis because of the nation's inability to plan for the changing demographic balance. The crisis …

Judicial Adherence To A Minimum Core Approach To Socio-Economic Rights – A Comparative Perspective, Joie Chowdhury Mar 2009

Judicial Adherence To A Minimum Core Approach To Socio-Economic Rights – A Comparative Perspective, Joie Chowdhury

Cornell Law School Inter-University Graduate Student Conference Papers

Today’s world is witness to extraordinary inequality and the most desperate poverty. Millions of people across the world have no access to adequate food or water, basic health care or minimum levels of education. There are many avenues through which to approach the issue of improving socio-economic conditions. Courts, especially recently, have in certain countries, been seeking to ameliorate these conditions, to some extent, through the means of socio-economic rights adjudication.

For courts to effectively empower people to realize their socio-economic rights, attention to implementation of judgments is essential. A strong normative base for such judgments is just as crucial, …

In November 2008, Pakistan entered into a stand by arrangement with the IMF to support the country’s stabilization program and fill in the external financing gap. Pakistan has successfully drawn down the first two tranches of this loan. Most of the stabilization indicators are showing improvement and if the present efforts to maintain the fiscal discipline, curtail borrowings from the State Bank of Pakistan and build up foreign exchange reserves remain intact it is likely that IMF will be able to complete the forthcoming reviews successfully and the agreement should reach an orderly termination point by June 2010. While the …

Governance And Value-Based Purchasing: What Employers Need To Know, Valerie Pracilio Mar 2009

Governance And Value-Based Purchasing: What Employers Need To Know, Valerie Pracilio

Value-Based Purchasing Newsletter

In the current economy, employers are increasingly aware of the need to employ value-based purchasing strategies. Similar strategies can also be used by health care organization governing boards.

Today, more health care providers are accepting positions at the boardroom table than in the past. These providers are well trained in the clinical aspects of health care but not the business of health care delivery. It is not surprising that providers often find themselves unprepared for a board member’s role as a decision-maker and steward. It has become clear that education is essential to prepare providers for board positions.

The Patient Centered Medical Home-What Employers Need To Know, Richard Jacoby Md

Value-Based Purchasing Newsletter

In their capacity as payers for their employees’ medical services, employers need to be aware of trends that impact the provision and payment of healthcare services. One such trend in primary care healthcare services – specifically, the Patient Centered Medical Home (PCMH) - meets both of these criteria by providing financial incentives to physicians for meeting certain quality criteria. In the following paragraphs, I’ll elaborate on the concepts underlying the PCMH, its potential to impact quality and cost of patient care, and some of the barriers to its implementation.

CAMHB Gets a New Name. The College for Advanced Management of Health Benefits has been renamed The College for Value-Based Purchasing of Health Benefits (CVBP). When the College was founded in 2004 the term “value-based purchasing” was relatively unknown outside of the limited circle of employers and coalitions that were already engaged in VBP activity. Since that time, the VBP movement has gathered steam, due in no small part to DHHS’ stated commitment to becoming a value-based purchaser of health services. The College curriculum has always been focused on value-based purchasing, and will continue to have this focus, so, in …

Immigration, Trade And Product Differentiation, Roger White Mar 2009

Immigration, Trade And Product Differentiation, Roger White

Economics

Immigrant-trade links are examined with an emphasis placed on variation across product types and home country income classifications. Data for the US and 70 trading partners spanning the 1980-1997 period are employed. We find the immigrant-trade relationship varies based on degree of product differentiation and by home country per-capita income. In response to a hypothetical 10 percent increase in the immigrant stock variable, US imports of differentiated goods from high income countries increase by approximately 2 percent. A like increase in the immigrant stock from low income countries increases US differentiated goods imports by 4.25 percent, while exports of homogenous …

Why Do Entreprenuers Have Higher Longevity Expectations?, Govind Hariharan, Huan Ni Mar 2009

Why Do Entreprenuers Have Higher Longevity Expectations?, Govind Hariharan, Huan Ni

Faculty Articles

The health and lifespan of entrepreneurs not only affect their private decisions such as consumption and savings, assets transfer, life insurance and labor supply, but also their business decisions. Based on a large longitudinal data set of individuals in the United States, we find in our sample of business owners that they expect to live much longer (7.47% higher) than non business owners. Moreover, these entrepreneurs have better self-rated health, better health endowment, and are more likely to exercise frequently. In future work we will further disentangle the effects of these observable characteristics from those of unobserved heterogeneity.

The Evolution Of Small Business Reform In Russia, Megan Hanna Mar 2009

The Evolution Of Small Business Reform In Russia, Megan Hanna

Electronic Theses and Dissertations

Small businesses are key drivers in the world’s leading economies. Russia on the whole is lagging behind the developed world in terms of small businesses per capita. Entrepreneurship gradually took shape after the collapse of the Soviet Union despite structural challenges. A discourse on small business reform emerged during the presidency of Vladimir Putin. Legislation passed during his tenure illustrates the evolution of reform in specific areas that affect small business. Surveys show that perceived challenges for small businesses have also evolved. As central control recedes, regional and local authorities will ultimately be responsible for the future of small business …

Has Vietnam’S Economic Progress Bypassed Its Ethnic Minorities?, Knowledge@Smu

Knowledge@SMU

In Vietnam, young people account for about one-third of the country’s 85 million population, a historic peak for this age group. While previously with the Population Council in Vietnam, sociology professor at the Singapore Management University (SMU), Bussarawan Teerawichitchainan, conducted studies of ethnic minority youths as well as health-seeking behavioural practices of minority parents with children less than five years. The findings raised concerns that the benefits of the country’s rapid progress as well as improvements in living and health standards have not filtered through to those living in the remote areas.

Lessons Learned From A State-Funded Workplace Literacy Program, Kevin Hollenbeck, Bridget Timmeney

Upjohn Institute Working Papers

Findings from an evaluation of a workplace literacy program funded by the State of Indiana are presented. Working with employers, providers were given considerable latitude to design their own training regimens. The state awarded certificates to workers who achieved certain levels of proficiency in reading, math, critical thinking, problem solving (assessed by CASAS), and computer literacy (certified by IC3). The evaluation relied on qualitative and quantitative data. Multiple site visits were undertaken and a survey of participants (n = 1800), learning gains, and earnings histories were quantitatively analyzed. Key findings include a significant interest in college attendance by incumbent workers, …

Taxes, Wages, And The Labor Supply Of Older Americans, Lucie Schmidt, Purvi Sevak Mar 2009

Taxes, Wages, And The Labor Supply Of Older Americans, Lucie Schmidt, Purvi Sevak

Economics: Faculty Publications

Given the aging of the U.S. population and the greater contributions of older workers to the labor force, understanding how policy levers can affect elderly labor supply has become increasingly important. The authors use data from the Health and Retirement Study linked to state identifiers to estimate the responsiveness of the labor supply of older workers to the wage and features of the tax code, both on the probability of participating in the labor market and on hours of work for those who choose to work. The authors find that a 10% increase in the wage is associated with a …

Advancing The Fiscal Health Of Low-Income Families: A Public And Community Health Approach, Doreen Treacy Mar 2009

Advancing The Fiscal Health Of Low-Income Families: A Public And Community Health Approach, Doreen Treacy

Center for Social Policy Publications

For decades, health researchers have documented the links between individual and household income/wealth and clinical health outcomes. The research and literature consistently point to both income inequality (i.e. individual household income/wealth as compared to other households in the same state) and individual household income as predictors of diminished health and morbidity. And yet the current framework for providing financial education, disseminating asset building information, and overall responding to the financial health of individuals and households takes no cues from public health and community health best practices. Further, the documented links between financial stress and compromised physical health are compelling enough …

Poverty In The Lesbian, Gay, And Bisexual Community, Randy Albelda, M.V. Lee Badgett, Alyssa Schneebaum, Gary J. Gates

Center for Social Policy Publications

In 2007, 12.5% of Americans were officially counted as poor by the United States Census Bureau. People from every region, race, age, and sex are counted among our nation’s poor, where ―poor‖ is defined as living in a family with an income below the federal poverty level. In contrast, lesbian, gay, and bisexual (LGB) people are invisible in these poverty statistics. This report undertakes the first analysis of the poor and low-income lesbian, gay, and bisexual population. The social and policy context of LGB life provides many reasons to think that LGB people are at least as likely—and perhaps more …

Identity And Individual Economic Agents: A Narrative Approach, John B. Davis Mar 2009

Identity And Individual Economic Agents: A Narrative Approach, John B. Davis

Economics Faculty Research and Publications

This paper offers an account of how individuals act as agents when we employ a narrative approach to explaining their personal identities. It applies Korsgaard's idea of a “reflective structure of consciousness” to provide foundations for a richer account of the individual economic agent, and uses this to explain and distinguish the concepts of personal identity, individual identity, and social identity. The paper argues that individuals’ personal identities may be in conflict with their socially constructed individual identities. Individuals’ social identities are represented as a link between personal identity, and individual identity. The overall framework is proposed as an alternative …
