Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. In his paper "Dayak Lundayeh: A Report from the Border" Luqman H. Zainuri explores the vulnerabilities and potential of national disintegration coming from indigenous communities in Indonesia. In particular, the paper focuses on one of the communities which has been largely ignored, the Dayak people, who have played an important role in the border between Indonesia and Malaysia in Borneo Island. The Dayak indigenous people which inhabit this highland plateau are known as the Lun Bawang, on the Malaysian side, and the Lun Dayeh (or Lundayeh) in the Indonesian side. After the Vietnam War, increased defense funds assigned to the Army National Guard stimulated and supported small communities in Louisiana. Recruits from economically depressed regions lined up to join the Guard because of the competitive pay and the generous education benefits it offered. In the mid-1980s, when a state budgetary shortfall threatened to limit the stream of federal funds and close local armories, communities in Louisiana rallied to keep the doors of their armories open. This paper examines how the readiness efforts of the Louisiana Army National Guard affected the economies of small communities as defense dollars increased following the …

The end of the Cold War brought many changes to the international system, including a rise in intrastate armed conflict and violence against civilians. Consequently, the international community performed increasingly complex and multidimensional peace support operations, and peacebuilding advanced onto the international agenda during the 1990s. Despite the increased attention on peacebuilding in recent decades, most operations have been relatively unsuccessful, and local and international actors continue to struggle with how to implement effective policies to rebuild post-conflict states. These IEDD Standards have been designed for the safe, effective and efficient disposal of IEDs. They aim at ensuring uniformity and technical specificity related to the generation of an IED disposal capability. They establish the minimum competencies required for IEDD operators and frame the methodology for the clearance of IEDs. The Standards provide guidance on how to carry out IED disposal planning, the competencies and associated training and equipment required to conduct IED disposal operations, as well as the appropriate approaches to IED clearance in rural and urban areas, IED information management and IED risk education.

Waging a highly irregular war — an insurgency — in Northeast Nigeria since September 2010, Boko Haram over the years has escalated as a threat form. By 2014, this threat extended beyond Nigeria’s borders; and by 2017, thousands of people had become casualties of the conflict; with millions displaced in Northeast Nigeria. Boko Haram however did not necessarily achieve this threat escalation by fighting and defeating the Nigerian military on the battlefield. The 2013 Noble Peace Prize was awarded to the Organization for the Prohibition of Chemical Weapons, the same year that events in the Syrian Civil War made clear the difficulties of implementing global disarmament and the imperative for doing so. In relation to this situation, my thesis asks if arms control and disarmament reduce conflict and tensions between states. Attempts at chemical weapons disarmament have been relatively successful but global disarmament faces major obstacles that will be difficult to overcome. As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. These documents have often contained idealistic rhetoric about adhering to a rules-based international order and defending freedom. There is no doubt that the NPT regime is far from being equal for all states involved. As the predominant hegemonic power since WWII, the United States plays a major role in deciding the fates of non-great power proliferators. This article tries to find the logical explanation of the phenomenon whereby some nuclear proliferators are absolved regardless of their active accumulation of nuclear arsenals while others are labeled as “rogue states” and ordered to disarm. The article suggests that a particular proliferator’s political regime could affect the way in which its state is approached by the U.S., known for its …
