Reconsidering Incarceration: New Directions For Reducing Crime, Don Stemen Jan 2007

Reconsidering Incarceration: New Directions For Reducing Crime, Don Stemen

Criminal Justice & Criminology: Faculty Publications & Other Works

Little empirical study had been done to confirm or refute the effectiveness of incarceration in reducing crime rates when America began its historic reliance on prisons in the 1970s. Today, conversely, policymakers are faced with a large, complex, and sometimes contradictory body of research. This paper seeks to help officials make sense of this information and offers an up-to-date understanding of what works best. It also examines research on several of the other factors that might be developed as part of an expanded notion of public safety. Informed by this more inclusive understanding of current research, it suggests that effective …

A Comparative Study Of Compliant And Non-Compliant Sexual Offenders In The State Of Tennessee, Nora Eliana Del Cul Aug 2006

A Comparative Study Of Compliant And Non-Compliant Sexual Offenders In The State Of Tennessee, Nora Eliana Del Cul

Masters Theses and Doctoral Dissertations

Sexual offenders have been identified as a group of criminals who must be monitored even after their release from prison or after completion of parole. This is accomplished by requiring sexual offenders to comply with registration requirements such as checking in with law enforcement agents on a regular basis, providing information on where they are living, working, and going to school, and being placed on a public registry for a period of at least ten years. Some offenders do comply with all of the registration requirements; unfortunately, many do not. The purpose of this research was to try and find …

Treatment At The Front End Of The Criminal Justice Continuum: The Association Between Arrest And Admission Into Specialty Substance Abuse Treatment, Sheryl Kubiak, Cynthia L. Arfken, James A. Swartz, Alison L. Koch Jan 2006

Treatment At The Front End Of The Criminal Justice Continuum: The Association Between Arrest And Admission Into Specialty Substance Abuse Treatment, Sheryl Kubiak, Cynthia L. Arfken, James A. Swartz, Alison L. Koch

Wayne State University Associated BioMed Central Scholarship

Abstract

Background

To reduce criminal recidivism and drug use, it has been proposed that the substance abuse treatment delivery system cut across different components of the criminal justice continuum. Arrest, at the front end of this continuum, may represent a critical moment to motivate people with substance use disorders (SUD) to seek treatment but is often over looked as an intervention point. We used data from the 2002 National Survey on Drug Use and Health (NSDUH) to compare treatment need and recent treatment admission for participants with no criminal justice (CJ) involvement in the past year, past-year arrest, and CJ …

Avl And Response Time Reduction: Image And Reality, Charles Russo

Electronic Theses and Dissertations

Automatic vehicle locator (AVL) systems, utilizing military's global positioning system, may impact response time to law enforcement calls for service. In order to evaluate the impacts of AVL on response time to calls for service at the Altamonte Springs Police Department (ASPD), computer aided dispatch (CAD) data from years 1999 to 2003 were analyzed. The analysis of each of the data sets consisted of an initial sequence chart, an analysis of variance (ANOVA), a means plot and a linear regression. Interviews of ASPD personnel were conducted to understand user perceptions of AVL. Based on the ANOVA results, trends indicate that …

Factors Influencing User-Level Success In Police Informationsharing: An Examination Of Florida's Finder System, Jr Ernest Scott Jan 2006

Factors Influencing User-Level Success In Police Informationsharing: An Examination Of Florida's Finder System, Jr Ernest Scott

Electronic Theses and Dissertations

An important post-9/11 objective has been to connect law enforcement agencies so they can share information that is routinely collected by police. This low-level information, gathered from sources such as traffic tickets, calls for service, incident reports and field contacts, is not widely shared but might account for as much as 97% of the data held in police records systems. U.S. policy and law assume that access to this information advances crime control and counterterrorism efforts. The scarcity of functioning systems has limited research opportunities to test this assumption or offer guidance to police leaders considering investments in information sharing. …

Police Organizational Performance In The State Of Florida:Confirmatory Analysis Of The Relationship Of The Environment And Design Structure To Performance, Jeffrey Goltz Jan 2006

Police Organizational Performance In The State Of Florida:Confirmatory Analysis Of The Relationship Of The Environment And Design Structure To Performance, Jeffrey Goltz

Electronic Theses and Dissertations

To date, police organizations have not been rigorously analyzed by organizational scholars and most analysis of these organizations has been captured through a single construct. The purpose of this study is to develop confirmatory police organizational analysis by validating a multi-dimensional conceptual framework that explains the relationships among three constructs: environmental constraints, the design structures of police organizations, and organizational performance indicators. The modeling is deeply rooted in contingency theory, and the influence of isomorphism and institutional theory on the covariance structure model are investigated. One hundred and thirteen local police organizations from the State of Florida are included in …

Homeland Insecurity: The Emotional Response That Expanded The Federal Bureaucracy And Its Efforts To Prevent Acts Of Terrorism Against The United States, Thomas Herrera

Criminology & Criminal Justice Theses - Archive

This study will examine the emotional response that led to the expansion of the federal bureaucracy of the U.S. Government in the aftermath of the September 11, 2001 terrorist attacks. The federal bureaucracy was expanded in order to prevent future acts of terrorism on the U.S. homeland and execute policies related to the War on Terror. The terrorist attacks of September 11, 2001 had an immediate and overwhelming emotional effect upon the American public and prompted countless memorials and services across the United States and around the world. Gratitude towards uniformed public-safety workers (notably firefighters and police officers) was widely …

Women’S Representation And Status In Law Enforcement: Does Calea Involvement Make A Difference?, David Burlingame, Agnes L. Baro

Peer Reviewed Publications

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

Regional Readiness For Intelligence Information Sharing To Support Homeland Security, Christine Genet Kemp

Electronic Theses and Dissertations

The Markle Task Force on National Security in the Information Age was created to produce recommendations on how to best leverage intelligence and information to improve security without compromising existing civil liberties. Their second report proposed that the government set up an information-sharing network using currently available technology to improve our ability to prevent terrorist attacks, while protecting civil liberties. The Markle recommendations have been incorporated into the recent Intelligence Reform and Terrorism Prevention Act of 2004. The proposition is that the Markle task force recommendations are sufficient to achieve the required data integration in the United States. To affirm …

Social Worker Or Cop? Measuring The Supervision Styles Of Probation & Parole Officers In Kentucky And Missouri, Angela D. Crews, Richard P. Seiter

Criminal Justice Faculty Research

This study surveyed probation and parole officers in Missouri and Kentucky to determine their supervision styles along a “casework to surveillance” continuum. These self-ratings were correlated with officer self-reports of how they spend their time on the job engaged in various casework or surveillance activities. Additionally, volunteering officers were interviewed to provide clarification on their perceptions regarding the distinctions between a casework approach and a surveillance approach. Results indicate that officers spend more of their time engaged in casework activities, but perceive themselves as more surveillance oriented. Style varied significantly by sex of officer, with female officers spending significantly more …
