Viewing organizations as political entities is not a recent phenomenon. March (7) suggested that organizations are political coalitions in which decisions are made and goals are set by bargaining processes. Other writers stressed the utility of taking a political perspective when studying organizations (1, 6, 9, 22). Anyone associated with almost any form of organization eventually becomes aware of activities that are described by employees as "political", but what is termed political by one observer may not be viewed as political by another. The number of consortia in American higher education expanded rapidly from only ten in 1960 to eighty in 1973. Many do not have an organized method of developing interinstitutional cooperation, structuring their internal management, or preparing to meet future expansion.

The design of an organizational process appropriate to consortia in general has been developed in this thesis. The design is based on an analysis of various materials: (1) literature on the consortium movement; (2) data gathered from a nationwide survey conducted by the author; (3) visits with directors of consortia and experts in the consortium field; (4) actual working experience …

An Application Of Organizational Development In An Institution Of Higher Learning, Stanford R. Bohne

An action research model was used to assess the application of Organizational Development theory, strategies, and interventions in the Business and Financial Affairs area of an institution of higher learning. Initial assessment indicated that a group of seven top managers of Business and Financial Affairs had low morale, a low trust level, lack of clarity of goals, and lack of teamwork. Results suggested that significant increases had occurred over the last 34-month period on measures of group development. It was concluded that such strategies merit further application and evaluation.
